Meeting of the Board of Public Works opened in Room 16, Muni—
cipal Building at 7:30 P. M.
Present were Chairman Dustin, Board Members Russell , Cowell
and Testa, Superintendent Louanis, Assistant Superintendent Ber—
geron and Finance Committee Member Carl Beaulieu.
Chairman Dustin reported that he, Superintendent Louanis and
Secretary Price attended the meeting on April 13th at the Community
Center with a representative of Browning—Ferris, Inc. and the
commercial rubbish collectors and representatives of Reading's
business and industrial concerns. Mr. Alpedo (owner of Reading
Disposal ) and the other business people seemed concerned over the
lack of notice given to them with regard to the unavailability of
a dump site after July 1 , 1978. It was pointed out at the meeting
that the Bid was advertised in the Reading Chronicle on February
2, 1978 and February 9, 1978. Approximately twenty business
people were present and while those representing small business
felt they should be receiving something for their taxes the larger
concerns reported their profit would be diminished because of the
expense that was not anticipated when they had planned the cost
of their product. Two questions were presented: 1 . Will you
work with us in solving the problem and 2. will the Town provide
an area to accommodate us. Chairman Dustin requested that a group
of the business people meet with the Board at 9:00 P.M. on April
24th and requested that in the interim the Board give some thought
to the matter so that a policy may be formulated.
It was moved, seconded and voted to accept the minutes of the
previous meeting as written.
Annual Town Meeting will begin on May 1 , 1978 and motions
under various Articles were assigned to Board Members, as follows:

It was moved, seconded and voted to recommend to Town Meet—
ing the acceptance of Lisa Lane, Field Pond Drive, Chequessett
Road and Bainbridge Road as public ways in accordance with the
Report of Laying Out and assess betterments accordingly. The
Board signed the Reports of Laying Out of Track Road, Lisa Lane,
Field Pond Drive, Chequessett Road and Bainbridge Road.
Memorandum from Executive Secretary for the Board of Select—
men, John Agnew calling the Board's attentioh: to possible Federal
Grants was read and accepted as a point of information. Mr. Russell
requested that the Superintendent check with Mr. Agnew regarding
the availability of funds for parks and recreation.
Read letter from Jean Cary regarding Article 43 which she '
is sponsoring at the May Town Meeting (letter attached) .
Mr. Russell suggested that the Board meet with Mrs. Cary to dis—

cuss the wording of the proposed Article. Mr. Dustin agreed to
set up a one item meeting on April 25 and invite Mrs. Cary to
attend and further advise the Office of Public Works that such
meeting will take place in order that proper notice may be posted.
Chairman Dustin called the Board's attention to the follow—
ing meetings:

Superintendent Louanis reviewed excerpts from the Report
of the Water System Study station he felt the consultant had done
a good job of establishing the identifying the Town 's needs for
water supply, treatment, capacity and distribution including the
year 2010. The report recommended a three (3) phase program, the
first of which was to be completed by 1985 and recommended updating
of the existing source of supply and pump testing the existing source
at One Hundred Acre Well Field, ground water investigation program
and expansion of the One Hundred Acre Plant with improvements to
the distribution system as follows: new pump for the Lothrop
Road high pressure system, new main to the high school and inter—
connections at Bolton and Main Streets — estimated cost $3,052,600.
Phase 2 of the program would carry the Town through 1995 with
development concentrated on developing additional supply and im—
provement to the distribution system, including a storage facility
at Dobbins Hill — total estimated cost $2,060,000. Phase 3 of
the program would carry the Town through 2010. This phase concen—
trates on improvement to the distribution system and development
of additional supply. Total estimated cost $1 ,218,800. The
Superintendent recommended to the Board that Items 1 and 2 of
Phase Program #1 be implemented and that the Board request the
Finance Committee and Town Meeting to appropriate $120,000 for
this work. After considerable discussion of the items of work
including upgrading existing sources of supply at $85,000 it was
agreed to delete $24,000 for the installation of an electrically '
controlled valve on each of the wells at One Hundred Acres. Mr.
Russell moved, it was seconded and voted to request $96,000 under
Article 33 in the Annual Town Warrant and request the Finance
Committee 's approval . The items to be requested are as follows:

Mr. Bergeron reviewed the Report on Computers and Data
Processing giving the Board the additional information requested
at a previous meeting. Following a lengthy discussion it was
moved that the Board request an increase of $18, 100 in the Water
Department Budget to replace the Olivetti Computer. It was ,
seconded. The vote 3 in favor — 1 opposed.
The Board agreed also to request that the Finance Committee
reinstate the $940 cut from the Forestry Division and the $7,925
cut from Incinerator Salaries and $6,075 from Incinerator Expense.
