Meeting of the Board of Public Works convened in Room 16,
Municipal Building at 7:30 P. M.
Present were Paul C. Dustin, John W. Price, John H. Russell ,
Douglas A. Cowell , David L. Testa, Superintendent Louanis, and
Finance Committee Members Carl Beaulieu and Jose Canto.
Superintendent Louanis assumed the Chair for the purpose
of reorganization of the Board. Paul C. Dustin was elected
Chairman on the first ballot and John W. Price was elected
Secretary on the first ballot. Mr. Dustin assumed the Chair
and the Board appointed E. Roger Louanis Superintendent and Clerk
of the Board for a period of one year. Board Members were appoint—
ed to committees, as follows:

The Board discussed briefly questions that may be asked at
the Town Meeting concerning the closing of the incinerator. Cham
man Dustin and Mr. :Cowell . agreed to prepare a report covering the
facts pertinent to closing the incinerator and contracting for a
private company to pick up the Town's trash and haul it out—of—
town to a landfill site. The Board requested. that the Superinten—
dent contact Town Counsel for an opinion as to the liability of
the engineering firm (Metcalf and Eddy, Inc. ) and Combustion En—
gineers, Inc. , and the possibility of recovering monies based on
the grounds of non—performance.
Mr. Russell and Mr. Testa agreed to present a report of pro—
gress relative to the Water Study at Town Meeting.
Minutes of the previous meeting were accepted as written.
The Board signed Contract 78-2 for Furnishing and Installa—
tioP of an Additional Plump at the Sturges Sewer Station — total
contract price $5, 197.00, work to be performed by Hall Pump Sales
and Service, Inc. ,
The Board discussed the meeting scheduled at 8:00 P.M. on
April 13, 1978 for permit holders and commercial users of the
Solid Waste Disposal area. The meeting was initiated by Mr. Joseph
Alpedo (Reading Disposal ) and it now appears the gathering will
be of a lesser size than originally anticipated. However, since
a notice has been published in the Reading Chronicle it was a-
greed that in the interest of the Department, Chairman Dustin
and Superintendent Louanis should attend and observe. A repre-
sentative of Browning-Ferris, Inc., the contractor who will assume
the responsibility of curbside pickup *as of July 1 , 1978, will
also attend.
The Board reviewed bids received on April 6, 1978 for 300
hours of street sweeping, as follows:
J. K. Municipal Services, Inc. . . . . . . . . . . . . $ 25.00 per hr.
William E. O'Brien and Sons. . . . . . . . . . . . . . . . 24.45 per hr.
A brief discussion ensued and it was moved, seconded and voted to '
award the contract for 300 hours of street sweeping to William
E. O'Brien and Sons in accordance with their bid of April 6th.
Bids for Rebuilding Two Track Frames on the Model 951 Cater-
pillar were reviewed by the Board, as follows:

Assistant Superintendent McIntire reported that the low bidder
has worked on this particular machine and the work has been of
very good quality. It was moved, seconded and voted to award
the contract to Babcock Equipment Co. , Inc. in the amount of
$5,001 .40.
Availability of the Solid Waste Receiving Area to the citi-
zens of the Town for the purpose of "Spring Cleanup" was dis-
cussed. Townspeople have requested that the area be open on
Sunday occasionally as it is not convenient for all to use the
area on Saturdays. It was moved, seconded and voted to keep the ,
area open on the following dates:

A memorandum was read notifying the Board that the Selectmen
have voted to open a warrant for a Special Town Meeting on May 4,
1978 which will close at 8:00 P. M. on April 13, 1978. Following
a discussion Mr. Russell moved, it was seconded and voted to re—
quest the Town Counsel to draft an Article for the Special Town
Meeting to be held on May 4, 1978 to give theBoard of Public Works
whatever legal right necessary to obtain a sewer easement in the
City of Woburn running from Reading's Border Road to Richards Road
in Woburn. If the Town Counsel determines that this authority is
not necessary this Article will not be inserted in the Warrant that
closes on April 13, 1978 at 8:00 P. M.
Read note from the Superintendent wherein it is suggested
that the Board send a letter to the Board of Health because of
the overflowing sanitary sewer situation within the Town. It
was moved, seconded and voted that the Chairman sign the letter
(copy attached) to the Board of Health. Mr. Russell further
moved, it was seconded and voted that Superintendent Louanis be
instructed to issue permits for sewer house connections only
upon determination bythe Superintendent that unhealthy sanitary
conditions at the home requesting connection to the sewerage system
exist until such time that the overflowing sewage condition has
been resolved.
The Board signed the Pay Roll for the period ending April
7, 1978 and the Bill Roll dated April 14, 1978.

The Board of Public Works is extremely concerned
over the continuing overflow of the sanitary sewer on
Eaton Street and Hancock Street. The Board believes
this overflow is the result of the following factors:
1 . Infiltration in the older sewer lines in the Town
of Reading.
2. Inflow from illegally connected sump pumps, and
3. The inability of the M. D. C. sewer pumping sta-
tion at Summer Avenue and 128 to pump all the sew-
age delivered by the Towns of Reading and Wakefield.
As the Board of Health knows the Board of Public
Works has under contract an interceptor sewer running
from the M.D.C. in Woburn to the Reading Willow Street
Pumping Station. Once this sewer has been connected
approximately thirty to thirty-five percent of the Town
will be sewered through Woburn and relieve the loan on
the M.D.C. Summer Avenue Pumping Station.
The Board also plans through its Engineering Divi-
sion to begin an inflow infiltration study in the low
lying area tributary to the M.D.C. Sewer Pumping Sta-
tion on Brook Street. This will be an expansion and
refinement of a study already completed by the M.D.C.
and should generate a program to begin to eliminate the
infiltration and inflow in this area. The extremely
high water table experienced in the Fall of 1977 and the
Spring of 1978 has magnified this overflowing problem
and the Board of Public Works strongly urges the Board
of Health to give serious consideration to any future
connections to the sanitary sewer until a substantial
relief has been achieved in the overflowing sanitary
sewer situation.

Dear Members of the Board of Public Works,
I am a sponsor of Article 43 en the May Town Meeting Warrant which, although
it does not mention the B.P.W. specifically, would affect your Board.
ARTICLA. 43. To see if the Town of Reading will adopt the following By-law;
The following procedure shall be followed for the widening or relocating
of the pavement on all existing streets and roads within the Town of Reading
except for numbered and state highways.
1. There shall be a public hearing beffire the Planning Board duly
advertised twice in e. newspaper of general circulation as to time, date, plata,
and purpose, the last publication to occur at least five days prior to such
Public Hearing. Notification of such public hearing will be mailed at least
ten days prior to the public hearing to all owners of property abutting said
streets or roads as recorded in the office of the Reading Board of Assessors.
2. The Planning Beard shall report the proceedings of the public hearing
to the Town Meeting immediately prior to the Town Meeting's vote on the
appropriation of funds for such widenin€ or relocation of existing streets
and roads.

Lot me explain the reasoning that led to the inclusion of this Article in the
Warrant. Your Board has proposed a 20 year Read Reconstruction Plan to Town Meeting.
Personally, I tend to feel that this shows a reasoned, planned approach to the
handling of one of your Board's responsibilities - the maintenance of the roadways
of the Town.
However, as you know only too well, citizens of this town, or any residential
community, tend to have within themselves two differing viewpoints about what makes
a good road. When we use roads to travel on, we want them to be wide, straight,
smooth, and free from possible danger& to the unwary. We want read* which enable
us to move quickly and easily from one place to another. But, when we live along
roads, we want them to be picturesque, tree-shaded, with as little automobile traffic
al �ng them as possible. In short, we want the roads we live on to discourage
other people from moving too quickly end toe easily from one place to another.
The issuance of 670 speeding tickets in Reading during the month of March is
evidence of the conflict between the two viewpoints. Obviously, since we are a
town of residential roads, we have to achieve some happy medium.
Presently, when Towm Meeting is asked to allocate funds for road reconstruction
and improvement, it hears evidence of the need from your Board, which quite
understandably, tends to represent the view of the ussrs of the roads. There is,
at present, no assured mechanism for Town Meeting to hear the other view - that of
those who live along the roads.
Certainly, at present, residents of roads being proposed for reconstruction
and improvement can organize themselves and present their case to Town Meeting.
However, for reasons I understand, the wording of read reconstruction articles
in the first publication of'the Warrant is non-speeifie. Too often, citizens
become aware of the potential impact of a road reconstruction and improvement
project on their road and property only after Town Meeting has already approved and
funded the project.
Your Board is proposing a 20 year Road Reconstruction Plan which could
potentially impact a majority of the roads in Reading. We, the sponsors of
Article 4j, feel it is in the bast interests of the Town to assure that residents
ars informed early in the planning process that their roads are being considered for
widening and relocating. We also feel it is in the best interests of the Town
to assure that Town Meeting has the opportunity to hear both viewpoints, the users'
and the residents' , before voting funds for any project which involves widening
or relocating of pavement.
We have chosen Article 43 as the vehicle to accomplish this. Article 4j
reouires that property owners along roads that are being considered for widening
or relocating of pavement be mailed notice of a public hearing on the subject.
It res hires that a public hearing concerning the proposed widening and relocating
of pavement be held. It requires that Town Meeting be infirmed of the results
of that hearing before it votes on funding the project.
Article 4j names the Planning Board as the enabler of this process for
two reasons. One, it has the mechsnism for holding Public T+sarings which Town
Meeting does not. Two, it is the branch of Town Govern::ent most concerned with
the impact of change on the Town, and is charged with considering both the positive
and negative impacts of proposed change. The By-law intentionally requires nothing
more from the Planning Board than notifying the abutters, advertising the public
hearing, holding the public hearing, and reporting its results to Town Meeting.
The By-law does not require the Planning Board to be the -abutters' advocate
or to agree with and support the citizens' viewpoint.
What Article 43 does provide, as we potentially enter a 20 year period
of reconstructing and improving our roadways, is that citizens will be notified
before an action affecting their neighborhood is token, that+hey are provided
a forum for gaining information and expressing their ideas, opinions, and
feelings6out the proposed action, and that Town Meeting has the assurance that
the people most directly affected by its vote know what is happening and have had
a. chance to express themselves.
Article 43 imposes no restrictions on your Board or Department other than
requiring your Board, through the mechanism of a Public Hearing held by the Planning
Board, to inform the public, early in the planning process, what pavement your
Board is proposing for widening or relocating. We, the sponsors of Article 43,
trust that the part of each of you that is concerned about the impact of: bhangss
to Xjur road on your neighborhood will understand the need for the adoption of
this By-law.

The Board of Public Works of the Town of Reading having de—
termined and adjudged that common convenience and necessity re—
quire the laying out of a town way under the provisions of law
authorizing the assessment of betterments, substantially in the
location hereinafter described, having complied with all require—
ments of law relating to notice to the owners of land thereof and
of a hearing thereon, and having met at the time and place appoint—
ed for such hearing and then and there heard all persons present
who desired to be heard, have laid out as a town way for the use
' of the town running in an easterly and southeasterly direction from
Harvest Road a public way, substantially as and in the location of
a private way known as Track Road. The boundaries and measurements
of said way as so laid out are as follows:
Beginning at a point on the easterly sideline of Harvest
Road;
Thence S 390-541-38" E a distance of 71 .73 feet, to a
point;
Thence by a curved line to the right having a radius of
243.79 feet, a distance of 362.92 to a point, said point be—

be known as a public town way and named Track Road and that the

We determine that no damages will be sustained by any person
or persons in their property by reason of the taking to be made
for this improvement. All acts in connection with said laying
out are done under the provision of law authorizing the assess-
ment of betterments, and betterments are to be assessed therefor.
This laying out so made by us, we hereby report to the Town '
for acceptance and recommend that the said way shall thereafter
be known as a public town way •and named Chequessett Road .and that

the sum of One Thousand and Ten ($1 ,010.00) Dollars be raised
from the tax levy and appropriated for construction of said
way.

REPORT OF THE BOARD OF PUBLIC WORKS ON THE LAYING OUT OF
BAINBRIDGE ROAD
The Board of Public Works of the Town of Reading having de—
termined and adjudged that common convenience and necessity re—
quire the laying out of a town way under the provisions of law
authorizing the assessment of betterments, substantially in the
location hereinafter described, having complied with all require—
ments of law relating to notice to the owners of land thereof and
of a hearing thereon, and having met at the time and place appoint—
ed for such hearing and then and there heard all persons present
who desired to be heard, have laid out as a town way for the use
of the town rgnning in a northerly direction from Wakefield Street
a public way, substantially as and in the location of a private
way known as Bainbridge Road. The boundaries and measurements of
said way as so laid out are as follows:
Beginning at a point on the northerly sideline of Wake—
field Street, said point being a point of curvature;
Thence by a curved line to the left, having a radius of
25.00 feet, a distance of 43.73 feet to a point, said point
being a point of tangency;
Thence N 220-521-30" E., a distance of 6.33 feet to a
point, said point being a point of curvature;
Thence by a curved line to the left, having a radius of
400.00 feet, a distance of 169.79 feet to a point;
Thence N 550-35'-49" W. , a distance of 7.72 feet to a
point;
Thence by a curved line to the left, having a radius of
92.96 feet, a distance of 16.68 feet to a point, said point
being a point of tangency;
Thence N 200-31 '-50" W., a distance of 333.22 feet to a
' point, said point being a point of curvature;
Thence by a curved line to the right, having a radius of
125.91 feet, a distance of 142.51 feet to a point, said point
being a point of curvature;

erly side of Wakefield Street, said point being a point of

Thence N 670-41 '-3011 W., a distance of 20.20 feet to a
point;
Thence N 550-24'-301' W. , a distance of 70.76 feet to a
point, said point being the point of beginning.
The above described lines being more fully described on a
plan entitled "Street Acceptance Plan - Bainbridge Road", dated
May 1977, E. Roger Louanis, Superintendent, said plan being a part
of this description.
