HomeMy WebLinkAbout1978-03-27 Board of Public Works Minutes March 27, 1978 Meeting of the .Board of. Public Works convened at 7:30 P .M. in Room 16, Municipal Building. . Present were Chairman Dustin, Secretary Price, Board Mem- bers Blood, Russell and Cowell , Superintendent Louanis, Assis- tant Superintendent-Engineering, William Bergeron and Finance Committee Member Carl Beaulieu. Minutes of the previous meeting were accepted with addition. The Board reviewed the Superintendent's Report and the Report of the Board of Public Works to be published in the Read- ing Annual Reports for the year 1977 and it was moved, seconded and voted 5-0 to accept the material as submitted by the Super- intendent. Secretary Price read Notice of Public Hearing regarding the laying out of Track Road in accordance with plans on file at the Office of the Board of Public Works. Chairman Dustin introduced the members of the Board and reviewed the handout package briefly stating that the mount shown on the estimate sheet was the maxi- mum that could be charged to the individual and indicated the methods of payment available. The meeting was then turned ober to Mr. Bergeron who stated that the vote at the earlier hearing indicated that the homeowners on Track Road between the bridge and Harvest Road were in favor of street acceptance while the property owners on the other side of the bridge were generally opposed. Therefore, the cost figures were different from those given at the earlier hearing when it was planned to finish the entire street. Mr. Bergeron indicated on a plan the location of catch basins and outlined the construction work required before the final coat of bituminous could be applied just before the winter months begin. The first cost to the property owners will appear on the November 1980 Real Estate Tax Bill . Mr. Leo Turenne of 26 Torre Street made his objections to the acceptance known in writing (copy attached) . Following a general discussion it was moved, seconded and voted to close the Hearing. The Board reviewed bids received for an Additional Pump at the Sturges Sewer Station - Contract No. 78-2, as follows: Hall Pump Sales and Service . . . . . . . . . . $ 5, 197.00 , Revere Pump Sales and Service . . . . . . . . . . 6, 150.00 Ropes Construction Co. Inc. . . . . . . . . .. . 6,464.00 The Engineering Division reported that Hall Pump Sales and Service has excellent recommendations and is more than qualified to handle and execute the contract. It was moved, seconded and voted to award Contract 78-2 to Hall Pump .Sales and Service, the low bidder. The Board reviewed letter received from Elbridge Grover, owner of property on Woodland Street abutting Birch Meadow Park. Mr. Grover states a considerable amount of "partying" takes place in the park and as a result the park and his property is littered with debris. He requests that a chain link fence be constructed along the property line. Superintendent Louanis pointed out several areas along the perimeter of the park where people are plagued by similar circumstances. Following a discussion, Mr. Russell requested that Superintendent Louanis determine the funds available for an expenditure of this type and it was moved, , seconded and voted to table the matter for one week. Joyce K. Miller, Head Librarian and Edward F. Fuller, Chair- man of the Board of Library Trustees appeared before the Board and gave a presentation of the proposed new library to be con- structed on the Sanborn Street site. It was accepted as a point of information. The Board discussed the Rules and Regulations currently in force with respect to Rubbish Collection, copy attached. Mr. Russell suggested the following changes: No. 3. Rewrite - Rubbish, including glass, cans, .bulk items etc. , will be collected when set at the edge of the traveled way in approved containers or bundles by 7:30 a.m, on regular collection days. No. 4. Change if Town Meeting so directs. No. 8. Revise per contractor 's agreement No. 9. Delete first sentence. ' No.10. Delete. No. 13. Revise to those observed by contractor. I I No. 14. Delete, "and acceptable materials may be brought to the solid waste receiving area on John Street." No. 15. Delete, "Employees of the Department of Public Works" and insert - Contractor ' s personnel . and insert new dates in the last paragraph. R pect fully submitted, /ecretary March 1978 To: Board of Public Works Town of Reading Subject: Track Road Betterment The case in favor of this proposal has been adequately presented. I would like to present several arguments against it, and suggest to you why I feel it should not be adopted. . First and foremost is the high cost. We are already paying for last years sewerage installation. (No argument, a necessity for those otherwise unable to connect to sewerage. ) I hope abutters realize that public way adoption would result in higher taxes due to increased evaluation. Add to this the assessment for actually doing the work and the price is just too much. We honestly cannot afford it! There are other reasons for not going ahead. Several abutters, due to frontage on other streets, never use this road. Is it fair to ask us to help pay for a road we never use? If the people who do use the road want it bad enough, let them volunteer to pay the entire cost. Plans presented at the first hearing called for improving the full length of road. This plan, stopping at the drainage ditch bridge, only succeeds in eliminating several "NO" votes of residents who do live on the road. I would like the Board to note at the first hearing Superintendent Louanis was not in favor of paving only "half a road" ! One of the arguments in favor of betterment was the supposed inability of the fire department to get to homes in case of emergency. This has been completely disproven. In February, with the heavy snow depths and very difficult conditions everywhere, Reading's largest ladder truck and other fire equipment quickly responded to a house fire on Track Road. There is already in the neighborhood a problem with young adults speeding and racing with cars and motorcycles. Paving Track Road would only add to the problem and further endanger the lives of our children. This is not a new road built by a developer. All of us who inherited, bought land, or built houses on Track Road did so knowing it was a Private Way. I appeal to the Board of Public Works to keep it that way. Sincerely, Leo F.
