HomeMy WebLinkAbout1978-03-13 Board of Public Works Minutes March 13, 1978 Meeting of the Board of Public Works opened in Room 16, Municipal Building at 7:30 P. M. Present were Chairman Dustin, Secretary Price, Board Mem— bers Blood, Russell and Cowell , Superintendent Louanis, Assis— tant Engineer William Redford together with Finance Committee Members Carl Beaulieu and Jose Canto. Minutes of previous meetings were accepted as submitted. The Board reviewed comments on driveway entrances on Main Street for Sunny Corner Farms, Inc. as made by the Engineering Division. Following a review of the plan by Superintendent Louanis it was moved, seconded and voted to approve the curb cut subject to the following provisions: 1 . The proposed reuse of the existing driveway entrances and exits will not be allowed. One thirty foot wide entrance— exit with the parking rearranged will be permitted as shown on the modified plan. 2. The old entrances and exits will be abandoned and the curb— ing will be vertical granite. 3. No access will be allowed onto Washington Street and mea— sures will be taken to insure this requirement meets with the satisfaction of the Superintendent. 4. The existing tree on Main Street will be removed and re— planted under the direction of the Tree Warden. 5. One 30 foot entrance, exit will be allowed off Ash Street as shown on the modified plan with vertical granite curb— ing. 6. Measures will be taken to insure that vehicle traffic will not be allowed to enter or exit the site except in the approved locations. The Superintendent.,shall be the sole judge as to whether or not this requirement has been ful— filled. 7. The aprons will conform to the standard sidewalk cross section. Superintendent Louanis reviewed plan of proposed driveway en— trances and exits and V. S. H. Realty, Inc ls-request for permission for drainage at Salem and Torre Street. A brief discussion ensued and it was moved, seconded and voted to approve the plan subject to the following conditions: The water from the site will not be allowed to discharge onto the abutting streets, and the aprons will conform to the stan— dard sidewalk cross—section. Superintendent Louanis indicated on plans the proposed locations of new gas mains in Beech, Eaton and Green Streets: installations are to be made by the Boston Gas Company. No action by the Board was necessary and the matter was accepted as a point of information. Former Board Member Nathan White spoke and reported favor— ably on the known experience of Browning Ferris Industries, Inc. the low bidder on Contract 78-1 , Rubbish Collection and Disposal . A brief discussion ensued followed by a motion to award Contract 78-1 , Rubbish Collection and Disposal with Alternate B (bulk item pick—up) to Browning Ferris Industries, Inc. in the amount of $198,000 subject to the provision that proper performance bonds for completion of the work are furnished and subject also to funding approval of Town Meeting in May. This was seconded and voted. The Board reviewed the Water Department Budget and made a ,- few suggestions and comments. It was moved, seconded and voted to approve the totals as follows: Salaries at $250,294 and Expenses at $392,275 for a total of $642,569. The Board signed the Pay Roll for the period ending March 10, 1978 and the Bill Roll dated March 17, 1978. It was moved, seconded and voted to go into Executive Session for the purpose of discussing labor negotiations and to meet later with the Selectmen to continue the discussion and not to return to open session.
