HomeMy WebLinkAbout1978-02-20 Board of Public Works Minutes February 20, 1978 Meeting of the Board of Public Works opened in Room 16, Muni— cipal Building at 7:30 P. M. Present were Chairman Dustin, Board Members Russell and Cowell , Superintendent Louanis, Assistant Superintendent McIntire, Assis— tant Engineer William Redford, Carl Beaulieu and Jose Canto from the Finance Committee. Minutes of the previous meeting were accepted with correc— tion. The Board reviewed briefly a report from the Reading Conser— . vation Commission (copy attached) and Superintendent Louanis out— lined the events to date concerning the Drinkwater property along the banks of the Ipswich River. Mr. Russell requested the matter be postponed to a later date to allow time to study the report in greater detail and discuss it when the full Board may be present. Chairman Dustin informed the Board that the meeting with the Finance Committee had been postponed until March 18th. The Report on Computers and Data Processing for the Depart— ment of Public Works as prepared by the Engineering Division was brought to the Board's attention by Chairman Dustin who questioned whether the Board wished to discuss it at this point or take it up when discussing the budget for the Water Department. It was agreed that the report was well done but that "the "matter should be inves— tigated further by a subcommittee .of the Board and . the Town Ad Hoc Committee on Computer implementation: Mr. Russell requested that the Boacd consider Page 20 of the Budget first this evening pointing out that •the Municipal Light Department has tentatively agreed to erect the lights at Birch Meadow and the Recreation Committee may update the playground equipment. If these events transpire, the Board of Public Works will have $14,000. which could be spent developing Batchelder Field. Mr. Russell requested the Superintendent give the Board an outline of the work that could be accomplished at Batchelder Field with this sum of money. Superintendent Louanis agreed to this but stated our option to purchase land adjacent to Washington Park expires in 1981 and it would seem prudent to exercise this option in FY-79 and start work on Batchelder Field the following year , continuing progress there in an uninterrupted manner. The Super- I intendent was directed to obtain an update on the asking price for the land adjacent to Washington Park for the Board 's consider- ation at the meeting on March 6, 1978. Mr. John Fallon appeared before the Board and stated that in the interest of Little League he was desirous of incorporating the efforts of the National Guard and the expertise of the En- gineering Division of the Board of Public Works to construct a dual purpose ball field at Batchelder Park thus affording the Board of Public Works the opportunity of removing one field from service each year as at this time all fields are overplayed. Following a general discussion, Superintendent Louanis agreed to pursue the matter concerning a probable work schedule for such a project with Major Scorpettuolo. Assistant Superintendent McIntire reviewed the condition of the cars and trucks, the anticipated cost of needed repairs and the approximate replacement cost of the vehicles on the Equipment Replacement Program - Sheet 19 of the Budget for FY-79. Following a lengthy discussion it was moved, seconded and voted to approve the following for presentation to the Finance Committee: Car #2 . . . . . . . . . . . . . . . . . . . . $ 4,000. The Board reviewed the Budget sheets further starting with Administration - Sheet #1 and took the following action: Sheet #1 - Administration - approved at $ 45,760. Sheet #2 - Engineering Division - action postponed. ' Sheet #3 - Highway Maintenance - approved at $527,925. The Town of Reading through the Board of Public Works and Conservation Commission appealed this Order to the Depart- ment of Environmental Quality Engineering. The following is a set of conditions for your review. This set has been prepared to submit to the Department for possible inclusion in any Superseding Order they may issue. -------------------------------------------------------------------- 1. The stone rip-rap wall shall be located such that the volume of fill is limited to causing no more than 28 loss of the flood storage capacity of the site which existed prior to filling. 3. Prior to any alteration of the site, hydrologic calculations shall be submitted by the applicant to the North Reading Conservation Commission and the Department of Environmental Quality Engineering establishing the flood storage capacity of the site in accordance with 1970 conditions, and, the loss of flood storage capacity based upon the location of the proposed wall. 4 . Based upon the calculations submitted, plans noted in condition 1 above shall be altered as necessary to insure no greater than a two per cent loss. in flood storage capacity at the site. Any alterations to said plans shall be submitted to the North Reading Conservation Commission Ind the Department of Environmental Quality Engineering for review and approval prior to their implementation. 5. Upon issuance of this Order and termination of all appeal periods, the following measures shall be implemented immediately: Drinkwater February 17, 1978 2 of 3 5. continued Two groundwater observation wells shall be constructed. These shall be alligned perpendicular to the River and located as follows: i. ) one well shall be located midway between the River channel and the proposed wall, ii.) one well shall be located approximately twenty-five feet inland from the proposed wall, iii.) both wells shall be alligned with a Town of Reading water supply well, either No. 66-8 Gravel Well or No.. B Gravel Well. The design, for the observation wells shall be submitted to the Department of Environmental Quality Engineering for approval prior to installation. The soil logs from the wellborings shall be submitted to the North Reading Conservation Commission and the Department of Environmental Quality Engineering. Biweekly monitoring of the ground water levels shall be taken for a minimum of one year. Biweekly monitoring of the groundwater levels shall be taken during the proposed restoration activity and again, during. any future construction activity on the site. The data on groundwater levels shall be submitted to the North Reading Conservation Commission and the Department of Environmental Quality Engineering. 6 . The area between the proposed stone wall and the River channel shall be established as a Flood Plain as close as possible to pre-development conditions. The area shall be graded in accordance with the plans referenced in condition 1 above, sheet 1 of 2. 7. During restoration ofthe flood plain, the use of bulldozers or other construction equipment other than a dragline will not be allowed within one foot of the water line. Construction equipment may not remain within the flood plain area overnight.- All necessary precautions shall be taken to insure that no oil or other chemicals are discharged into the river during construction. 8. Upon establishment of the Proposed grades, a cover of loam mixed with fine sand shall be placed on all disturbed areas within the flood plain. Marsh vegetation shall be established in sufficient quantity and of sufficient variety over the entire flood plain area to insure maximum coverage and maximum survival under variable surface and groundwater conditions. Drinkwater February 17, 1978 3 Of 3 8. continued Suggested vegetation includes : wild rice (Zizania aquatica) , reed canary grass (Phalaris arundinacea) , burreed (Sparganium) , cattails (Typha latifolia) , and smartweed (Polygonum) . 9. To minimize siltation and erosion, the grading and restoration of the flood plain shall be accomplished during the driest portion of the year and shall be accomplished within three weeks of the time work commences. 10. Following regrading of the flood plain and prior to establishment of vegetative cover, a ground level survey shall be conducted by a Registered Professional Engineer or Land Surveyor at the expense of the applicant to verify the establishment of the grades as proposed. The results of this survey shall be forwarded to the North ReadingConservationCommission and the Department of Environmental Quality Engineering. 11. Failure to comply with the construction schedule established in condition 9 0£ this Order shall be considered a violation of the Act, and the penalties noted therein shall be imposed. 12. No activity shall be allowed on the site which will alter the ground water elevations as verified by the monitoring program established in condition 5 or which will adversely affect the surface or groundwater quality of the Ipswich River. This condition shall run with the land and shall not expire upon the issuance of any Certificate of Compliance which may be issued pursuant to the provisions of the Act. 13. Any alteration of the site beyond that which is allowed by this Order shall require the filing of plans and substantiating data to be submitted to the North Reading Conservation Commission and the Department of Environmental Quality Engineering. The plans and data submitted shall include, but not be limited to: i.) the amount of existing and proposed impervious cover, ii. ) proposed site drainage design, iii.) depth to which the natural environment is effected, with supportive data including plans of all underground structures, and, materials to be used in construction, and, materials proposed to be stored underground, iv. ) design and location of any subsurface waste disposal. system. Based on the information submitted and/or required to be submitted, the Department of Environmental Quality Engineering shall impose such conditions as will contribute to the protection of the interests of the Act, including, but not limited to, public water supply and groundwater supply. 14. Said Town of Reading has Well fiSlIS, a water treatment plant and pumping station facilities across the river, 300 to 500 feet. south of the project site, which presently are "at hazard" from flooiing. Additionally, said Ipswich River is the direct orindirectsource of water supply for approximately 19 communities located dnwnstream from the project site, Said Ipswich River is also the major irainagi system of the region. Therefore, the area on which the, applicant Intends. to nerform• work is significant to public and private water supply, to flood control, to storm damage prevention, to prevention of pollution _ and to protection of fisheries and falls under the provisions of G.L. c.131, s.40. Recognizing, these factors, the Superior Court, Middlesex County, issued an Order on September 12, 1975, enjoining the applicant from altering the area and further ordered the applicant to file A Notice of Intent and plans with the North Readinr, Conservation Commission. as, provided for In 1,L.c. 131, s.40. The elevation of the stone rip-rap wall shall be established at seventy-seven (77) feet at its westerly end, curving into the Wilmington-North Reading town line at this end to meet an existing 77 foot contour. The wall elevation may gradually decrease to a76 foot elevation at its easterly end where it curves into the drainage ditch. The purpose of these elevations is to ascertain that the stone rip-rap wall is higher' than the Intermediate Regional Flood elevation of the Ipswich River in this area as shown in "Flood Plain Information - Ipswich River" , prepared by the Department of The Army, Corps of Engineers, September, 1971. . c. All land areas south of the stone rip-rap walland above elevation 72, shall be reduced to elevation 72 and all removed material placed north of the stone rip-rap wall. Open water areas south of the wall shall be left as is. The purpose of this is to increase the flood storage capacity south of the will to partially compensate for what will be lost north of the wall, and to maintain the Integrity of the floodway and flood plain on the Reading and North Reading sides of the river. d. A suitable vegetative ground cover shall be established and maintained on all disturbed areas south of the wall until such time as natural vegetation is reestablished. The purpose of this requirement is to prevent erosion of the soil Into the Ipswich River. e. The area shown on the plans, as "remove and clean obstruc- tions from channel" shall be left as is. This is to pre- vent any disturbance of the river channel. as it now exists. f. The elevation of the fill north of the wall shall begin at one (1) foot below the elevation of the top of the wall and shall include a swale of suitable width and depth to handle the maximum runoff expected from the entire drainage area north of the wall, so that the runoff does not top or pass through the wall. The swale shall be graded and sloped to prevent bank erosion and to channel runoff into properly designed and constructed sedimentation basin(s) . The owner(s) of the property shall have the responsibility of cleaning and maintaining said basin( s) . The purpose of this requirement is to prevent runoff from the site from undermining the stone rip-rap wall and from carrving siltation into the flood plain and theIpswich River. g. A permanent thirty (30) foot wide buffer strip, measured from the northern edge of the Swale, shall be established north of the swale. This strip shall have a slope not exceeding 2A and shall be properly graded, loamed and . seeded . The purpose of this strip is to act as a per- manent buffer between the wall-swale system and any future development of the northern portion of the property to reduce the velocity of the runoff entering the swale and sedimentation basin(s) , and to filter pol- lutants which might otherwise reach the Ipswich River. I. The continuity of the drainage entering from the drain- age pipes under Concord Street at the northern boun- dary of the property, which has been blocked, shall be reestablished and connected to the proposed improvements of the drainage ditch shown on the plans. This is to insure a� proper flow of drainage along the eastern boun- dory of the property. J. The western border of the proposed improved drainage ditch, beginning from the southwest corner of the property shown, owned by Grande & Son, Inc. of Malden, and exten- ding Southward to the stone rip-rap wall, shall consist of a permanent thirty (30) foot buffer strip, properly graded, loomed and seeded, except for whatever portions of this border are already wetlands, in which case these portions may remain as is. The purpose of this require- ment is to reduce the velocity of runoffentering the drainage ditch and to filter pollutants which might other- wise reach the drainage ditch and subsequently, the Ips- wich River. - 12.
