M. Mr. Dustin opened the Hearing with a short presentation relative to the proposed sewer extension covering the items of sewer frontage assessment, sewer house connection, sewer rental charges and the methods of payment available to the home owner. The Board answered the questions posed by the abutters and it was moved, seconded and voted to close the Hearing. It was then moved, seconded and voted to assess betterments for the sewer main installed in Line Road. The Board reviewed the 1978-79 Sewer Program Questionnaire results, as follows: In favor . . . . . . . . . . . . . . . . . . . 60 Opposed . . . . . . . . . . . . . . . . . . . . 43 Non-cormnital . . . . . . . . . . . . . . . 14 No reply . . . . . . . . . . . . . . . . . . . 73 Sewer available . . . . . . . . . . . . 12 Connected . . . . . . . . . . . . . . . . . ...24 Sent out . . . . . . . . . .. . . .22 After considerable discussion of the results of the ques- tionnaire the Board instructed the Superintendent to prepare a sewer construction program based upon an expenditure of $250,000. per construction season in keeping with the Capital Budget Plan voted at the Special Town Meeting in November. * Mr. Price, Mr. Cowell and Mr. Dustin volunteered to accept the appointment to a subcommittee to review present Solid Waste Disposal procedure. (*appointed) Mr. Russell , Mr. Blood and Mr. Dustin volunteered to accept an appointment to a subcommittee to review scenic road by-law needs in relation to department policy. The Board received a request signed by over forty residents to plow both sidewalks on Dana Road and the sidewalk on one side of the street on Colonial Drive and on Beaver Road. The Superin- tendent reminded the Board that a cut-back in sidewalk plowing had been made in 1976 as it was not possible to complete the schedule in a proper fashion at that time with the equipment available. A small group of parents of elementary school child- ren was present and expressed concern over the safety of young children walking in the street since three school busses and other vehicuTar traffic use the route as a cut-through from Main Street to the Killam School located on Charles Street. Following a lengthy discussion, it was moved and seconded to direct the Superintendent to schedule sidewalk plowing on the north side of Dana Road on to Colonial Drive and Beaver Road as far as Rustic Lane as children who live beyond this point are bussed. The vote 3-1 in favor. Mr. Blood requested a copy of the Rewrite of the Zoning By-Law by the Planning Board. The Board requested that Mr. Dustin invite Maureen O'Brien, Chairman of the Planning Board to appear before the Board of Public Works on January 16, 1978 in order that she point outwhere -HerBoard had in fact made suggested changes in the By-Law, Mr. Blood retired front the meetfng. The meeting adjourned temporarily in order that the Board could meet as the Board 'of Survey and reconvened at 9:35 P.M. Mrs . Morris, 9 Osborne Avenue, who was scheduled to appear before the concerning a high water bill was not present. It was moved, seconded and voted to table the matter until confirma- tion that the meter is, or is not, working properly is available to the Board. It was moved, seconded and voted to accept a three way agree— ment in the sum of thirty—five thousand ($35,000. ) dollars held by the Atlantic Savings Bank, 385 Broadway, Revere, Ma. 02151 as surety to cover the completion of the work remaining on Lots 35A, 36, 37, 38, 39A, 40, 41 , 42, 43A, 52A, 54A, 56A, 58B, 60A, 62B, 64A and 66A abutting a roadway known as Parkview Road, Reading. It was also moved, seconded and voted to release the same lots for building purposes only, and to so notify the Building inspec— tor. It was moved, seconded and voted to table discussion of an Article for May Town Meeting relative to N.E.S.W.C. Mr. David Blake of Weston and Sampson, Inc. appeared before the Board to update the Board on the progress of the contractors working on the Interceptor Sewer and the Street Sewer Program. Although progress on the Interceptor Sewer has not been what was anticipated, it now appears that the program will be completed fairly close to the completion date with a possible overrun of several days. The Street Sewer Contract has been progressing reasonably well and should finish within the construction schedule except for the sewer which will serve the end of Hancock Street. Because of construction crew days, it appears that Weston and Sampson, Inc. will have an engineering overrun of $70,000. After considerable discussion of this matter the Board instructed Mr. Blake to cane up with a complete cost breakdown of the overrun and to report to the Board on January 16, 1978. Carl Beaulieu of the Finance Committee reported to the Board that the Finance Committee had come up with a target budget figure for the Board of Public Works, see attached sheet. It was accepted as a point of information. The Board signed the Pay Roll for the period ending December 16, 1977 and the Bill Roll dated December 23, 1977. Meeting adjourned at 11 .30 P. M.
