HomeMy WebLinkAbout1977-12-05 Board of Public Works Minutes December 5, 1977 ' Meeting of the Board of Public Works opened at 7:40 P. M. in Room 16, Municipal Building. Present were Secretary Price, Board Members Blood, Russell and Cowell , Superintendent Louanis, Assistant Engineer Redford and Finance Committee Member Carl Beaulieu. Minutes of the previous meeting were accepted as written. The Board of Public Works received a communication from the Rev. Douglas R. Edwards of the Old South United Methodist Church requesting that Lowell Street from Woburn to Salem Street be closed to vehicular traffic between the hours of 3:00 and 6:00 P.M. on DecemberlBth in order that the parishioners and their friends could occupy the area in front of the library and the Common for a program entitled, Christmas on the Common. It was moved, seconded and voted to comply with the request, permission given subject to the standard provisions concerning proper policing and condition of the area following the event. The Engineering Division reported that a bond reduction request in the amount of $4, 100.00 has been received from Phil Bernet, developer of an area on South Street (an accepted street) . The Board of Public Works presently holds a performance bond in the amount of $17,5o0.00 'and since $9,600.00 of work has been completed to date, it was moved, seconded and voted to release $4, 100.00 of the existing bond leaving $13,400.00 in force and effect. The matter of the curb cut on Haven Street, tabled at the previous meeting, was brought to the attention of the Board. Mr. Cowell reported that he viewed the area and took several pictures of the site and in his opinion it was not in the best interest of the Town to allow the curb cut. It was moved and seconded to deny Mr. Bastolla's request for a curb cut for entrance from Haven Street to his property since it would re- sult in the loss of two parking spaces to the Town and the swing to the access of the public way is in a very congested area and would cause traffic problems. The vote 3-1 to deny. Meeting adjourned temporarily in order that the Board could meet as the Board of Survey and reconvened at 8: 10 P. M. The Superintendent reviewed the plan presented to the Board , by McNeil Associates, Inc., regarding the Cedar Glen Elderly Housing proposal . The Conservation Commission, in their letter A dated November 29th, stated that the Public Hearing concerning this project held on Monday, November 28th has been continued pending evaluation of plans and calculations until December 19th at 8:00 P. M. The Superintendent pointed out that McNeil Asso— ciates, Inc. had not requested approval of the Board and that further information would be needed before the Department would be able to respond to the Conservation Commission 's request for input on their continued Hearing. The Superintendent requested the Board's approval to assist the Conservation Commission in an evaluation of the plan subject to the condition that the Con— servation Commission be willing to accept the Engineering Divi- sion's evaluation and not seek an outside consultant to review the comments of the 'Engineering Division. It was agreed this ' would be an acceptable arrangement. Mr. Cowell reported that he and Superintendent Louanis had attended the November 29th meeting of the N.E.S.W.C. in Andover and at that time he learned that N.E.S.W.C. must receive commit— ments from thirty—six towns and/or cities in the area before they can proceed with construction of any kind and at the moment they have none. He stated that it is necessary that they receive, be— fore Decemter 15, 1977, nominations for transfer sites 'within the area. A lengthy discussion ensued concerning the advantages and disadvantages to the Town of Reading of a transfer station at the John Street property. It was moved, seconded and voted to' ten— tatively nominate a portion of the Public Works Yard located on John Street as a possible transfer site with the understanding that access to the site be gained only over Route 128 and John Street. The Board indicated that the nomination is not a hard and firm commitment but only done in order that a study can be made and the results of the study be made available to the Board of Public Works for its consideration. Minutes - continued December 5, 1977 ' Chairman Dustin joined the meeting at 8:30 P. M. Mr. Price read letter from Mrs. Philip Crispo - 17 Berkeley Street, requesting permission to occupy Reading Common on Friday Evening, December 9th between the hours of 6:00 and 9:00 P. M. in order that the Campfire Girls may sing Carols to celebrate the Christmas Season. It was moved, seconded and voted to allow the Campfire Girls occupy Reading Common between 6:00 and 9:00 P.M. subject to the provision that the area is properly policed and free of debris at the conclusion of the program. The Planning Board had submitted a rewrite of the Zoning By-Laws to the Board of Public Works for review and although the Board had not had an opportunity to evaluate the work it was suggested that consideration be given to amending the zoning By-Laws to increase the frontage and area plot requirements for the A-1 District by increasing the frontage requirements to a I minimum of 100 feet and the area requirements to a minimum of 15,000 square feet. The Board plans to review the matter in greater detail on December 19th. The Board signed the Pay Roll for the period ending Decem- ber 2, 1977 and the Bill Roll dated December 9th. It was moved and seconded to go into Executive Session for the purpose of discussing the minutes of the previous Executive Session and not to reconvene in open session.
