HomeMy WebLinkAbout1977-10-24 Board of Public Works Minutes October 24, 1977 Meeting of the Board of Public Works opened in Room 16, Muni- cipal Building at 7:30 P. M. Present were Chairman Dustin, Board Members Blood and Russell , Superintendent Louanis, Assistant Engineer William Redford and Finance Committee Members Douglas Cowell and Carl Beaulieu. Minutes of the previous meeting were accepted with correc- tions. The Superintendent reviewed the Five Year Summary of the Pro- posed Capital Expenditure as modified by the Finance Committee. At Mr. Russell 's request, the Superintendent agreed to prepare an adjusted copy of the Proposed Capital Expenditure for the Boards use prior to Thanksgiving. Some regret was expressed in that the sewer program will be extended from two to four years and that the requested funds for recreational purposes had been cut. However, it was agreed that there was no real proglem in accepting the recommendations of the Finance Committee, The Board reviewed the lengthy draft of the work program for Fiscal 178 developed by the Planning Board. Following a gen- eral discussion the Superintendent was directed to write the Planning Board suggesting that perhaps greater progress could be made were efforts concentrated on one or two vital issues. The Board was partfcularly interestdd in the following items: I E. - Land use (see Staff Work Program attached) III A. - Area Studies - Central Business District B. - South Main Street - Scope - V A. - Town Offices The Superintendent reviewed letter from Conservation Com- mission concerning proposed sale of land located off North Street to the Town by Mary Nicholls. The Conservation Commission de- termined that the land offered for sale to the Town was not sufficiently in line with the goals of Conservation Commission to warrant further investigation on their part. However, since Town owned land is adjacent to the property the Conservation Commission felt it was possible that the Public Works Department might have an interest in developing it for park use in the future. The Superintendent indicated that the land was of little or no value to the Department for a recreational area as it is on a steep side hill and recommended a letter be sent to Mrs. Nicholls indicating a lack of interest. It was moved, seconded and voted to accept the Superintendent's recommendation and the Superinten— dent was directed to write Mrs. Nicholls accordingly. The Superintendent reported to the Board that he had a list of property owners anxious to connect to the newly constructed sewer stating however, it is necessary to delay house connections for these people since a per foot cost for laterals has not been established. The Engineering Division is currently compiling cost figures and a recommended per foot charge will be avail.able for the Board's review and subsequent action at the next meeting. A telephone message was received from the Conservation Com— mission indicating that they would be unable to attend the meet— ing scheduled for 9:00 P.M. and the message was immediately re— layed to the Planning Board. The scheduled meeting of the three departments was cancelled. The Board read memorandum from Mr. McIntire concerning bids received on October 6th for a Dump Truck Chassis Cab and Body. V. W. of the specifications nor did the front axle or the compressor meet the specifications. All other bids were in excess of the funds allotted. Therefore, it was moved, seconded and voted to reject all bids and rebid the truck. Read letter from the By—Law Committee wherein they say they hope to improve attendance and stimulate more participation in Town government by suggesting a change in the Annual Town Meeting time from May to March or April and request input from the various Boards at their meeting on November 3, 1977. The Superintendent , was directed to write informing the By—Law Committee that the Board 1 Minutes - continued October 24, 1977 of Public Works would be in favor of such a move.
