1 Meeting of the Board of Public Works opened in Room 16, Muni-
cipal Building at 7:30 P. M.
Present were Chairman Dustin, Secretary Price, Board Members
Blood and Russell , Superintendent Louanis and Finance Committee
Member Douglas Cowell .
Minutes of the previous meeting were accepted as written.
The Superintendent recommended that the Board meet as follows
for the balance of the calendar year: October 24th, November 7th
(Town Meeting November 14th) and 21st and December 5th and 19th
leaving December 12th available if needed for any unforseen item
that might require the attention of the Board. After a brief
discussion, it was moved, seconded and voted to meet as recommended
by the Superintendent.
Read Notice of Public Hearing regarding the proposed exten-
sion of the sanitary sewer system to 4 Bartlett Circle and to a
portion of Colonial Drive. Two of the six abutters affected by
' the extension of the main were present at the Hearing. Mr. Dustin
opened 'the Hearing with a short 'p'esentation relative to the pro-
posed sewer extension covering the items of sewer frontage assess-
ment, sewer house conriectioh; sewer rental charges and the methods
of payment available to the home owner. The Board answered the
questions asked by the abutters and it was moved, seconded and
voted to close the Hearing. It was then moved, seconded and
voted to install the sewer main in the streets and assess better-
ments accordingly.
The Board reviewed the cooperative salt bid results as
follows:

It was moved, seconded and voted to award the contract for rock
® and solar salt to Eastern Minerals, Inc. in accordance with their
bid in the amount of $17.48 per ton dated October 4, 1977.
Bids were received on October 6th for a Hydraulic Chassis
Mounted Truck Sand Spreader from the following:

It was moved, seconded and voted to award the contract for a
Hydraulic Chassis Mounted Truck Sand Spreader to Dyar Sales and
Machinery Company the low bidder, at $3,495. as they met all the
specifications.
The Superintendent requested that the Board table the item
concerning bid results for One New Truck Chassis Cab and Body
until the next meeting in order to allow more time to investigate
the bids. It was moved, seconded and voted to table the decision
on this piece of equipment until the meeting of October 24th.
Bids were received on October 6th, 1977 for a Pickup Truck
Chassis Cab and Body from the following:

The low bidder, Stoneham Motor Company, met all the specifica-
tions and it was moved, seconded and voted to award the contract
for one new Pickup Truck Chassis Cab and Body to them in the net
amount of $4,895.00.
Bids were received on October 6th from two companies on the
underbody scrapers and due to the varied models and types bid
on the Department requested bidders furnish information as to
moldboard size, steel , ground pressure developed, etc. Bids
were received on units with or without hydraulic down pressure.

meet the needs of the Department. It was moved, seconded and
' voted to award the contract for two Underbody Scrapers to C.
N. Wood Company, Inc. in the amount of $8,000.00 — Model 10—HP.
Bids were received for Cleaning and Redeveloping Tubular
Wells on October 6th. The only bidder was D. L. Maher Company
in the amount of $15,908. The Superintendent reported that adver—
tisements for bids were placed in the Reading Chronicle and in
Dodge Reports. The Department's estimate of the work to be done
was $15,000. A discussion ensued and it was moved, seconded and
voted to award the Contract for Cleaning and Redeveloping Tubular
Wells to 0. L. Maher Company in the amount of• $15,908.

on October 6, 1977 as follows:

time of the bid opening.
On the advice of Town Counsel Pilgrim Construction bid is invalid
and must be rejected. It was moved, seconded ard voted to reject
Pilgrim Construction Corporation 's bid. A discussion ensued rela—
tive to the best course of action for the Town to take since a
question was posed relative to the possibility of rejecting all
bids and rebidding or accept the Superintendent's recommendation
to award to the eligible low bidder, C. J. Mabardy Washed Sand
and Gravel in the amount of $107,959.35 the Contract for Ditch
Relocation (77-11 ) . It was moved, seconded and voted to award
to C. J. Mabardy Washed Sand and Gravel in the amount of $107,959.35.
The Board signed Agreement between the Town and John H.
Fernekees owner of Lot 24 Barbara Lane copy of which is attached
hereto.
The Superintendent reported to the Board the progress of
the meeting held between the Garden Club and the Bicentennial
Commission in an effort to resolve the difference of opinion
as to how and what should be done to the triangular portion of
of the common and developing an overall common plan. The Garden
Club and the Bicentennial Commission agreed a concentrated effort
should be made in this area first with a plan to be developed
by the Superintendent with a simple five sided sign saying ;
"Welcome to Reading" and ground cover of junipers with a red
brick walk around the front of it. Once this plan has been
developed and a cost estimate prepared, it is hopeful that we
shall proceed with this construction. In the meantime, the
Garden Club and the Bicentennial Commission together with the
Superintendent intend to work together to work out an overall
plan for the area.
The Board signed the Bill Roll dated October 21 , 1977 and
the Pay Roll for the period ending October 14, 1977.

of Reading, in compliance with the provisions of General Laws,
Chapter 80, as amended by Chapter 63 of the Acts of 1933, here-
by Certify that the lists herewith contain the names of per-
sons against whom we have made betterment assessments, to-
gether with the location of the land benefited by the improve-
ment and the nature and amount of such betterment assessment.
