HomeMy WebLinkAbout1977-10-03 Board of Public Works Minutes October 3, 1977 ' Meeting of the Board of Public Works opened at 7:30 P.M. in Room 16, Municipal Building. Present were Chairman Dustin, Secretary Price, Board Members Blood and Russell , Superintendent Louanis, Acting Assistant Super— intendent Bergeron and Finance Committee Members Cowell and Beau— lieu. Minutes of the previous meeting were accepted with correction. The Superintendent reviewed the Municipal Light Department's request for a curb cut at their Ash Street site indicating on a plan the location of the proposed cut. The Municipal Light Depart— ment proposes to place a three foot radius curb at the entrance to the driveway and to keep the driveway and parking area at an eleva— tion sufficient to prevent street drainage from entering the property. The Superintendent recommended the Board approve the request for the curb cut. It was moved, seconded and voted to allow the Municipal ' Light Department the curb cut as shown on the plan. Acting Assistant Superintendent Bergeron attended a meeting of the Metropolitan Area Planning Council on the Preliminary Report of the Ipswich River Water Basin Water Quality Project. Mr. Bergeron reported that the report is designed to develop a comprehensive management program to test the water quality of the Ipswich River Basin and to develop community input to the final report. This input is to be developed in an action handbook which should be the policy statement of the Board of Public Works. After considerable discussion of the questions and answers it was moved, seconded and voted to approve the answers as appended hereto and forward the Action Handbook to the Metropolitan Area Planning Council . Read letter from Charles H. McLaughlin, Chairman of the Board of Trustees, Austin Preparatory School reaffirming their interest in negotiating the purchase of the property owned by the Department immediately adjacent to the school on Willow Street. The sewer pumping station is presently located on the three lots in question. After considerable discussion, it was moved, seconded and voted that the Superintendent be instructed to notify Austin Preparatory School that the Board is asking for an appraisal on the property so that it may be evaluated for the Board and the Town Meeting. The Board signed Commitment Sheet for a sewer house connec— tion at 67 Maple Ridge Road in the amount of $303.75. Meeting adjourned temporarily in order that the Board could meet as the Board of Survey and reconvened at 9:50 P.M. The Board signed the Payroll for the period ending September 30th and the Bill Roll dated October 7, 1977. The Board reviewed the budget guidlines for FY-79 as recommended by the Finance Committee. It was recommended that the Superintendent prepare the budget as in the past, providing the Board with back up data including the final reports on expenditures of FY-78 Budget for comparison stating further that an effort should be made to hold the line on expenditures for the coming financial year. Following a considerable discussion it was moved, seconded and voted to present the five year summary of Proposed Capital Expenditures to the Finance Committee as prepared. Fernekees, owner of Lot #24, Barbara Lane, Reading hereinafter referred to as the "Lot Owner". WHEREAS the Lot Owner desires public sewerage in order to construct a new home upon Lot 24, Barbara Lane; said public sewerage must pass Lot 23 and Lot 29, both of which lots would be subject to betterment assessment if said public sewerage is xtended from the existing sewerage line to service Lot 24; the owners of Lot 23 and Lot 29 do not wish to pay any betterment asses -nent for public sewerage; and the Reading Board of Public Works as discretion in construction of public sewerage so as to service all citizens of the Town; HEREFORE, it is agreed as follows: If, in the exercise of its discretion, the Town, through its Board f Public Works, votes and orders construction of public sewerage from the existing line on Colonial Drive down Barbara Lane to a oint in Barbara Lane adequate to service Lot 24, then the Lot Owner will on or before 30 days after the publication of betterment assessments to the owners of '_ot 23 and Lot 29, Barbara Lane, for said sewer construction, pay the betterment assessments to the Town f Reading on behalf of said1 wners . ohn H. nekees � ..- Town of Rcad inn by Its Board of SChairman ecretar pproved as to form: To�:�n Counsel a
