HomeMy WebLinkAbout1977-04-25 Board of Public Works Minutes April 25, 1977 Meeting of the Board of Public Works opened in Room 16, Municipal Building at 7:30 P. M. Present were Secretary Price, Board Members Blood, Russell and Botka, Superintendent Louanis, Assistant Superintendent Bergeron, Assistant Engineer Redford and Finance Committee Member Douglas Cowell . Mr . Price assumed the Chair in the absence of Chairman Dustin. Minutes of the previous meeting were accepted as written. Read letter from the Planning Board wherein it is stated the Planning Board maintains its position that the entire dump site be left intact until such time as the Town is ready to develop it in total . It was accepted as a point of infor- mation . Letter from the League of Women Voters under date of March ' 31 , 1977 concerning the open meeting law was read and accepted as a point of information. Read letter from S. M. Moscariello advising the Board that the Boosters Club is presenting a baseball pitching machine to the Reading Memorial High School . The machine operates on 110-120 volts and an electrical outlet is needed near the backstop at the varsity baseball field. Following a brief discussion, it was moved, seconded and voted to direct the Superintendent to write the School Department expressing the Board 's willingness to have, at no cost to the Board, an outlet properly installed and protected on park land. The Board reviewed the bids received on April 21 , 1977 re: Street Sweeping, as follows : Barrington Co. , Inc. 300 hrs. @ $21 .25 = $ 6,375. William O'Brien & Sons 300 hrs. @ $21 .75 = 6,525. J. K. Municipal Ser . Inc. 300 hrs. @ $25.00 = 7,500. ' It was moved, seconded and voted to award the contract for street sweeping to Barrington Company, Inc. for 300 hrs. sweep- ing time at $21 .25, total cost not to exceed $6,375• Reviewed bids received on March 24, 1977 for manhole covers and frames and catch basin frames and grates, as follows: E.L.LeBaron Neenah , Foundry Co. LeBaron bid on a total unit weight of 440 lbs . , while Neenah Foundry bid on a total unit weight of 320 lbs. It was moved, seconded and voted to award the contract for Manhole and Catch Basin Castings to E . L. LeBaron in the amount of $6,494.00. Bids for 3/4" and 1 " copper tubing, curb boxes and curb box tops were reviewed on April 7, 1977 . Chairman Dustin joined the meeting following his meeting with the Law Committee. The Board reviewed bids received on March 31 , 1977 for chemicals. John Tangney appeared before the Board, representing the Borden Remington Co. and acknowledged the bid was not signed at the time of bid opening, but stated that he was present and would have signed the bid had he realized a signature was necessary. A discussion ensued following which it was moved, seconded and voted to request Town Counsel to determine the legality of accepting an unsigned bid and to postpone action until this information is received. The meeting was adjourned temporarily at 8:00 P. M. in order that the Board meet as the Board of Survey and reconvened at 8:45 P. M. Blood ' The Chairman reported that the Board of Selectmen and the Finance Committee met on April 21 , 1977 and at that time requested the different Boards to take a hard look at their proposed budgets and make every effort to cut wherever possible in an effort to reduce the anticipated increase in the tax rate. The Chairman and the Superintendent had met and reviewed the budget and felt that no additional cuts could be made in the budget as presently approved by the Finance Committee but felt the Field Conditioner at $2,400, the replacement of the Forestry Truck at $20,000 and the lights for the Pop Warner Field at $12,000 should be dropped from the Board of Public Works request at the Town Meeting. It was moved, seconded and voted. The Board reviewed the plan of proposed driveway entrance to Lot 3, Haven Street. Assistant Superintendent Bergeron in- dicated that it would not be possible for trucks to turn into the driveway as the area shown on the plan would not be adequate. It was moved, seconded and voted to deny the request for a curb cut at this location. The Superintendent reported that as usual in the Spring of the year there seems to be a misunderstanding of the proper procedure for requesting maintenance work in the parks and playgrounds. It is the present policy of the Board that all , requests for scheduling special maintenance and lights be processed through the Recreation Committee Superintendent, John Pacino. In the past week several requests were received from individuals concerned with Hunt Memorial Park as it relates to the opening of Little League Season . It was agreed that this procedure would continue. Letters were received from the United States Environmental Protection Agency and Massachusetts Water Resources Commission authorizing the Board to enter into contracts for Street Sewers and Interceptor Sewer Projects in accordance with the Board ' s requests to both agencies. Contract for the Willow Street Interceptor Sewer, awarded to Pitt Pipeline Co. , of Waltham, Ma. , in the amount of $872,660.50 of which $824,406. 50 appears to be eligible for Federal participation. Contract for Street Sewers, awarded to Fantoni Co. , Inc. , of Framingham, Ma. in the ' amount of $720, 519. of which $636, 354.20 appears to be eligible for Federal participation. At 9:30 P. M. the Board met with the Planning Board and the Chairman of the Planning Board presented their argument for the need for a Town Planner to be employed by the Planning Board. After considerable discussion it was moved, seconded and voted to support the Planning Board at Town Meeting for its Planner . Chairman Dustin asked the Planning Board to discuss their position on the release of land at the Sanitary Landfill to McManus automobile dealership. Chairman of the Planning Board stated that the Planning Board felt they should go along with the recommendations of their Consultant' s report (Sasaki Associates) which recommends the dump site be kept intact and under Town ownership until the site is ready to be released. In the interim the site should be placed on a lease basis. After , considerable discussion, the Board of Public Works agreed to recommend to the Board of Selectmen that since the land in f question was no longer needed by the Department it should be ' released.
