rMeeting of the Board of Public Works opened at 8:30 P. M.
in Room 16, Municipal Building.
Present were Board Members Blood, Botka, Dustin, Price and
Russell and Superintendent Louanis together with Finance Committee
Member Douglas Cowell .
Mr. Louanis assumed the Chair for reorganization of the
Board, The Board Members voted by secret ballot. Paul C.
Dustin was elected Chairman and John W. Price was elected
Secretary.
Mr. Dustin assumed the Chair and it was voted unanimously
that E. Roger Louanis be appointed Superintendent and Clerk
of the Board of Public Works and the Board of Survey for a period
of one year.
Board Members were appointed to committees for the forth-
' coming year, as follows:
School Building Committee - Lawrence R. Blood
Recreation Committee - John H. Russell
Industrial Committee - John W. Price
Route 129 Study Committee - Lawrence R. Blood
Northeast and 128 West
Solid Waste Committee - Alexander T. Botka
Planning Board Space Stdy.
Committee - Alexander T. Botka
Growth and Development
Committee - John H. Russell
Minutes of the previous meeting were accepted as written.
The meeting was adjourned temporarily at 8:45 P. M. in
order that the Board could meet as the Board of Survey and
reconvened at 8:55 P. M.
Mr. Botka raised the question of Weston and Sampson, Inc. ' s
progress report on the Water Study of April 4th stating he felt
that the report showed a lack of effort on the part of Weston
and Sampson, Inc. to really dig into the problems of the Town's
' water supply and that a letter should be sent to Weston and
Sampson, Inc. expressing the Board's dissatisfaction on the
progress to date and request that they meet with the Board late
in May with an outline and time table as to how the study was
to be developed with actual dates for the completion of certain ,
phases of the contract. After considerable discussion, it was
determined the Superintendent would write to Weston and Sampson,
Inc. , expressing the Board 's desire.
Mr. Russell informed the Chairman there would be a meeting
called by the Selectmen Tuesday, April 12 at 8:00 P. M. for the
purpose of discussing the anticipated tax rate increase and
possible departmental cut. The general concensus of the Board
was the budget had already been cut to the bare essentials.
The Board signed the Payroll for the period ending April
8 and the Bill Roll dated April 15, 1977.

REPORT OF THE BOARD OF PUBLIC WORKS ON THE LAYING OUT OF
ANNETTE LANE
The Board of Public Works of the Town of Reading having de-
termined and adjudged that common convenience and necessity require
the laying out of a town way under the provisions of law authorizing
the assessment of betterments, substantially in the location here-
inafter described, having complied with all requirements of law re-
lating to notice to the owners of land thereof and of a hearing
thereon, and having met at the time and place appointed for such
hearing and then and there heard all persons present who desired
to be heard, have laid out as a town way for the use of the town
running in a westerly direction from Martin Road (public way) sub-
stantially as and in the location of a private way known as
Annette Lane. The boundaries and measurements of said way as
so laid out are as follows:
Beginning at a point on the westerly sideline of Martin
Road;
Thence by a curved line to the right, having a radius
of 242.28 feet, a distance of 91 . 11 feet, to a point;
Thence N 30-59'-05" E. , a distance of 5.00 feet, to a
point, said point being a point of curvature;
Thence by a curved line to the right, having a radius
of 25.00 feet, a distance of 39.27 feet to a point;
Thence N 860-00'-55" W. , a distance of 166.04 feet to
a point;
Thence S 60-03'-41 " W. , a distance of 50.04 feet, to a
point;
Thence S 860-0055" E. , a distance of 181 .88 feet to
a point, said point being a point of curvature;
Thence by a curved line to the right, having a radius
' of 30.00 feet, a distance of 35.84 feet to a point, said
point being the point of beginning of this description.
The above described lines being more fully described on a
plan entitled "Street Acceptance Plan - Annette Lane", dated
January 1977, Engineering Division E. Roger Louanis, Superinten—
dent, said plan being a part of this description. '
We determine that no damages will be sustained by any per—
son or persons in their property by reason of the taking to be
made for this improvement. All acts in connection with said
laying out are done under the provision of law authorizing the
assessment of betterments, and betterments are to be assessed
therefor.
This laying out so made by us we hereby report to the Town
for acceptance and recommend that said way shall thereafter be
known as a public town way and named Annette Lane and that the
sum of Three Hundred and Twenty—five ($325.00) Dollars be raised
from the tax levy and appropriated for c struction of said way.

The Board of Public Works of the Town of Reading having de-

the laying out of a town way under the provisions of law authorizing
the assessment of betterments, substantially in the location herein-
after described, having complied with all requirements of law relat-
ing to notice to the owners of land thereof and of a hearing thereon,
and having met at the time and place appointed for such hearing and
then and there heard all persons present who desired to be heard,
have laid out as a town way for the use of the town running in a
southerly direction from Red Gate Lane (private way) substantially
' as and in the location of a private way known as Balsam Road.
The boundaries and �m6asurements of said way as so laid out are as
follows:
Beginning at a point on the westerly side line of the
previously accepted portion of Salsam Road;
Thence N 210-33'-31 " E. , a distance of 73.48 feet to a
point, said point being a point of curvature;

25.00 feet, a distance of 39.27 feet to a point;

point, said point being the point of beginning of this

described, having complied with all requirements of law relating to
notice to the owners of land thereof and of a hearing thereon, and

southerly direction from Lucy Drive (a public way) substantially
as and in the location of a private way known as Beaver Road.

The Board of Public Works of the Town of Reading having deter-

laying out of a town way under the provisions of law authorizing the
assessment of betterments, substantially in the location hereinafter
described, having complied with all requirements of law relating to
notice to the owners of land thereof and of a hearing thereon, and

a public way known as Oak Ridge Road (a public road) substantially

The undersigned, Board of Public Works of the Town
of Reading, in compliance with the provisions of General Laws,
Chapter 80, as amended by Chapter 63 of the Acts of 1933, here-
by certify that the list herewith contain the name of per-
sons against whom we have made betterment assessments, to-
gether with the location of the land benefited by the improve-
ment and the nature and amount of such betterment assessment.
