Meeting of the Board of Public Works opened in Roan 16,
Municipal Building at 7:30 P. M.
Present were Chairman Russell , Secretary Dustin, Board Mem-
bers Blood, Price and Botka, Superintendent Louanis and Douglas
Cowell from the Finance Committee and Assistant Engineer William
Redford.
Minutes of the previous meeting were accepted with correc-
tion.
The Superintendent reported that it has been determined
that there will be fifty-three pay periods in the current fis-
cal year and only fifty-two were planned to be paid. It is an-
ticipated additional funds of approximately $23,992 will be re-
quired for the Board of Public Works fifty-third payroll , and
the Board of Selectmen will insert an Article in the Warrant
for the Special Town Meeting and will make the motion to cover
the fifty-third week for all departments.
The Superintendent reviewed the projected shortages and
overages as regards the several Board of Public Works Accounts.
It was determined that overall , sufficient funds are available
and it was moved, seconded and voted we do not request additional
funds but rather live within the limits of our budget.
Superintendent Louanis reviewed the facts in Memorandum of
Agreement No. 28987 between the Commonwealth of Massachusetts,
Department of Public Works and the Town of Reading relating to
work to be done in Reading under the provisions of Section 34,
Chapter 90. The Agreement was signed April 2, 1975 funds to be
supplied by the State as follows: FY-75 - $24,329, FY-76 -
$30,329, FY-77 - $30, 329: the Town to participate in FY-75 in
the amount of $14, 164. The Superintendent advised the Board that
in order for the Town to receive these funds from the State, the
Town must first select an acceptable street on which to do the
work, expend the funds and then apply to the State for reimburse-
ment. It was moved, seconded and voted to present an Article at
Town Meeting for Chapter 90 funds for the Fiscal Years 1976 and
1977.
Chairman Russell read letter from Attorney Vigeant con-
cerning the proposed sewer main in Barbara Lane. Following a
brief discussion relating to the sewer hearing of February
22d concerning installation of sewer mains in Haverhill Street,
Pitman Drive, Timberneck Drive, Wakefield Street, Interceptor,
Brentwood Drive, Reading Terrace, Colonial Drive, Lucy Drive, Barbara Ln.
and Maple Ridge Road it was moved, seconded and voted to act
favorably and install sewer lines in all streets with the ex-
ception of Barbara Lane and to set the laterals in all of these
streets for future house connections.
Read letter from the Superintendent to the Personnel Board
concerning classifications and compensation of non-union per-
sonnel . It was accepted as a point of information.
Read letter from the Finance Committee stating their
Committee in a joint session with the Selectmen declared an
emergency under Chapter 44, Section 31D of the General Laws
authorizing expenditures of up to $25,000 for the removal of
snow and ice. It was accepted as a point of information. It
was then moved, seconded and voted not to request funds for
snow and ice removal at the Special Town Meeting on March 21 .
Read letter from the Conservation Commission concerning
the subdivision known as Riverside Homes wherein the Commission
requests notification of times and dates of Public Hearings and
on-site reviews. It was moved, seconded and voted to advise
the Conservation Commission of any Public Hearings concerning
subdivisions.
Read letter from Catherine A. Quimby, President of the
League of Women Voters of Reading listing suggested bylaws for
the Town of Reading. The Board requested a copy of the letter
and enclosure and it was moved, seconded and voted to table the
matter until next week. ,
Chairman Russell reminded the Members of the Board of the
Hearing to be held on March 14th relative to Hunt Memorial Park;

the proposed visit to RESCO on March 12th, and to give careful
attention to alternatives relative to procedure and operation
of the incinerator to be included in the package to be delivered
on March 11 , 1977.
The Board signed the Pay Roll for the period ending February
25, 1977 and the Bill Roll dated March 4, 1977.
