HomeMy WebLinkAbout1977-02-14 Board of Public Works Minutes February 14, 1977 Meeting of the Board of Public Works opened in Room 16, Muni- cipal Building at 7:30 P. M. Present were Chairman Russell , Secretary Dustin, Board Mem- bers Blood, Price and Botka, Superintendent Louanis, Assistant Superintendent McIntire, Assistant Engineer William Redford and Messrs. Cowell and Dube of the Finance Committee. Minutes of the previous meeting were accepted as written. A Special Town Meeting will be held on March 21st and Chair- man Russell requested that if the Board wished to present an Article information be submitted as soon as possible. Read letter from McNeil and Associates, Inc. and copy of conditional , comprehensive permit granted to them by the Town of Medfield. It was accepted as a point of information. The Superintendent notified the Board that a meeting with McNeil ' and Associates, Inc. has been scheduled at 8:30 P. M. on February 22, 1977 in Room 16, Town Hall . The Superintendent stated that bids had been opened on February 3d and 10th concerning the Willow Street Interceptor and a complete report on the result of the bids together with his recommendations will be submitted to the Board on February 22d. Read letter from Bruce Boleyn, Director of Marketing and Public Relations of Resco (Refuse Energy Systems Company) ad- vising the Superintendent that a tour of RESCO has been arranged for the Board on Saturday, March 12, 1977 at 10:00 A.M. The Chairman requested that a reminder be sent to the Board Members in the package to be delivered on March 11th. The Board resumed their discussion of the Budget for FY-78, as follows: Sheet 13-13A-13B Municipal Incinerator - These sheets had been tentatively approved on February 7th and the Board discussed operation costs at length. It was noted that collection costs had dropped. Sheet 13-13A-13B However, there is a great deal of overtime (continued) at the incinerator and the Board requested the Superintendent review the operation of , the Municipal Incinerator in an effort to develop a more cost effective operation con- sidering the possibility of maintenance work being done on a split shift basis, possible reassignment of personnel for more efficient operation and evaluation of present mainten- ance procedure to prolong the life of the existing equipment in an effort to reduce overtime in a substantial way. Sheet 19 New Park Construction - approved Sheet 20 Ditch Relocation at Landfill - approved Sheets 21 - 30 Water Construction and Maintenance - follow- ing a short discussion this portion of the budget was approved. Sheet 30-31 Special Rubbish Collection - As requested, , the Board agreed to present an Article at Town Meeting for an annual and semi-annual pick up of bulk rubbish. It was moved, seconded and voted to present the Article without recommendation. The Board signed the Pay Roll for the period ending February 4, 1977 and the Bill Roll dated February 11 , 1977.
