December 2, 1963
Meeting of the Board of Public Works opened at 7:30
P.M. in Room 16, Municipal Building.
Present were Chairman Watt, Secretary Kenney, Board
Members Cochrane and Leonard and Superintendent Welch.
Minutes of the previous meeting read and approved.
It was moved, seconded and voted to remove from the
table the item of a request from the Unitarian Church for per-
mission to erect a directional sign on the corner of Woburn
Street on the small section of Reading Common, and their inten-
tion to contact other churches on Woburn Street to join the list-
ing on one sign.
Mr. Welch advised the Board that the Episcopal Church
1 has such a sign on the Reading Common at the present time. The
f Superintendent stated that the Department could make a sign as a
winter project. All churches on Woburn Street would be listed in
order of their location.
Mr. Leonard moved that the Superintendent 's suggestion
be followed;Mr. Kenney seconded and the motion carried.
The Board conferred with Walter Makareviteh of 911
Main Street and Donald Smith of 927 Main Street in regard to
drainage conditions in that section of Main Street. It is Mr.
Makarevitch's contention that Albert J. Minotti, 908 Main Street,
has brought in fill and blocked off the natural waterway causing
his property to be flooded. Mr. Welch explained that that Town
,,, does not have an easement in that location; therefore has no

authority to enter into the situation. Messrs. Makarevitch and
Smith were advised that they should obtain legal advice in the .�
matter.
Read letter from Winworth Carter, 3 Putnam Road, re-
questing permission to connect a storm drain from his driveway
to the public storm drain in Putnam Road in order to alleviate
a water problem which he has in the driveway to his under-the-
house garage.
Mr. Kenney moved, Mr. Leonard seconded and it was
voted to grant permission to Mr. Carter to connect a catch basin
in his driveway to the catch basin in the public storm drain lo-
cated in the southerly gutter of Putnam Road opposite Reading
Terrace in accordance with Town specifications .
The Board adjourned temporarily at 8:00 P.M. to meet .�
as the Board of Survey.
The Board reconvened at 8:30 P.M.
The Board discussed proposed Capital Expenditures for
the years 1964 through 1969. The expenditures were amended to
include Garage additions in 1965. Revised schedules will be pre-
pared and forwarded to the Capital Expenditures Committee.
Read note from the Superintendent in regard to con-
ference with Meadow Brook Golf Club officials on an easement
for the large water main through certain of its fairways before
the holding of hearings.
It was moved, seconded and voted to invite the offi-
cials to meet with the Board Monday evening, December 9, at
8:00 P.M. or at their convenience.

Read note from Mr. Welch to the effect that Cleverdon,
Varney & Pike were interested in obtaining the contract for making
a survey and study of the garage and surrounding land. The Board
discussed the qualifications as presented to the Board.
Mr. Leonard moved that Cleverdon, Varney & Pike be
awarded the contract for making a Study of the Municipal Garage
and Land at 181 John Street in accordance with the so-called
"Duty Specifications"; Mr. Cochrane seconded and it was voted
unanimously.
