HomeMy WebLinkAbout1963-11-12 Board of Public Works Minutes 127 November 12, 1963 Meeting of the Board of Public Works opened at 7:30 P.M. in Room 16, Municipal Building. Present were Chairman Watt, Secretary Kenney, Board Members Cochrane, Florence and Leonard, and Superintendent Welch. Minutes of the previous meeting read and approved. The Board discussed in detail the "Duty Specifications" on the Garage Study as prepared by the Superintendent. The Spec- ifications were amended as follows: - #1 - Deletion of the phrase "including office, clerical and engineering, plus Tree and Moth Department". "Includ- ing office, clerical and engineering" contingent upon ' meeting with the Space Study Committee; "Plus Tree and Moth Department" contingent upon correspondence with Board of Selectmen. Mr. Kenney moved, Mr. Cochrane seconded. Messrs. Kenney, Cochrane and Watt voted in favor; Florence and Leonard opposed. #2 - Sub-heading (a) and (b) combined and reworded as follows: - What modifications, if any, should be made if Garage is rebuilt in same spot but different in design and lay- out? Mr. Kenney moved, Mr. Cochrane seconded and it was voted. ' #3 - Mr. Florence moved #3 be deleted, Mr. Leonard seconded. Messrs. Florence and Leonard voted in favor; Kenney, Cochrane and Watt were opposed. 1"g N Mr. Leonard moved that (a) under #3 be deleted, Mr. Florence seconded. Messrs. Leonard, Florence and Watt voted in favor; Kenney and Cochrane opposed. Mr. Florence moved that (b) be deleted, Mr. Leonard seconded and the motion carried. #4 - Mr. Leonard moved that Item #4 be accepted, Mr.Florence seconded and it was voted. Mr. James Killam advised the Board that the contract for the completion of the 1963 Sewer Contract had been executed. Proposed commencement date, weather permitting, will be around November 18. The "Board considered the Sidewalk Construction Program. It was agreed that a program figured at $10,000 per year (approx- imately 3,000 feet) be set up to cover a period of 6-8 years. The 75%-25% assessment program will be based on the following factors: (1) Streets adjacent to and feeding the Elementary Schools; (2) 'Junior High Schools; and (3) Senior High School - one side only. Mr. Cochrane suggested that Chief of Police Ellis be contacted for any proposals in regard to this program. Mr. Leonard moved that the Board establish a Program of Sidewalk Construction on a $10,000 yearly basis, one side only on heavily travelled ways leading to schools and construct about 39000 feet of permanent type sidewalk each year until all streets in program are completed; Mr. Kenney seconded and' it was voted. Names of the streets will be presented to the Finance Committee with the Budget. Mr. Welch reported on the meeting with Mr. Angell, it District Manager of the Fire Underwriters of Boston; Mr. Harvey, independent insurance adjuster; and Mr. St. Onge, builder work- ing with the Board of Public Works' appraiser, on fire insurance settlements. Tentative agreement has been reached on the amount of the inventory loss at $13,924.71, which does not include adjust- ments which have already been made. No figure has been arrived at on the dollar value of the building itself, there being a difference of about $10,000 between the appraiser ' s and adjuster's figures. A discussion followed regarding the approval of the settlement by the Board of Public Works or the Finance Committee. r Fir. Leonard moved that the Board obtain the comments of the Fi- nance Committee before any settlement is made; Mr. Cochrane seconded and it was voted. It was agreed that the Finance Com- mittee will be apprised of the details of the settlement and time of presentation will be determined by the Chairman and Superin- tendent. Read petition from ten abuttors residing at 44 through 82 Hopkins Street, requesting installation of Town sewer in that section of Hopkins Street. Mr. Leonard moved that the abuttors be notified that the petition has been received and placed in the program for 1968; Mr. Florence seconded and it was voted. The Board signed the following: - 130 Cormnitment Sheets - Sewer House Connections (various) Billroll dated November 8, 1963 Payroll for the period November 2 through November 8,1963 J It was moved, seconded and voted to continue the meet- ing in Executive Session. The Board discussed at some length the possibility of raising classification limits so that more and better personnel can be obtained, and also the proposal to have all sewer con- struction done by Town Employees.
