' Meeting of the Board of Public Works opened at 7:30
P.M. in Room 16, Municipal Building.
Present were Chairman Watt, Secretary Kenney, Board Mem-
bers Cochrane and Leonard and Superintendent Welch.
Minutes of the previous meeting read and approved.
It was moved, seconded and voted to remove from the
table the item of the selection of a consultant for the study of
the garage and surrounding area. The Board discussed the possi-
bility of having consultants in to confer about the study to be
made of and near the garage.
It was moved, seconded and voted that invitations be
' withheld until "Duty Specifications" can be prepared to explain
the Board's intentions in the matter. "Duty Specifications"will
be presented to the Board Members at the next meeting.
It was agreed by the Board that a meeting will be held
Tuesday, November 12. The following items will be on the Agenda: -
Sidewalk Construction and Consideration of Sewer Construction by
Town Forces.
Read note from the Superintendent regarding assessments
for sidewalk construction on the Westerly side of Chute Street
from Woburn Street to Mt. Vernon Street, abutting the properties
of the Church of the Good Shepherd and Mrs. Emma Gascoigne.
Based on a previous vote of the Board on May 6, 1963 that a token
' assessment be placed against the properties, Mr. Welch suggested
the following:

Mr. Kenney moved that the above assessments be placed against the
properties. The motion was not seconded and it was withdrawn.
Mr. Leonard moved that the abuttors be assessed one-
quarter of the cost; Mr. Cochrane seconded and it was voted. Mr.
Kenney was opposed.
Read note from the Superintendent in regard to the park-
ing of cars on sidewalk areas of certain streets and Mr. Welch's
suggestion that the Selectmen be requested to make a drive against
such cars, particularly on the following streets : - Main, Salem,
High, Lowell, Minot and Washington Streets.
Mr. Leonard moved that such a letter be sent to the Se-
lectmen signed by the Chairman with the Hill approval of the
Board; it was seconded and voted unanimously.
The Board conferred with James W. Killam, representing
Town Counsel, who stated that the Town of Reading was approached
with what appears to be as nearly a satisfactory solution that can
be expected with the United States Fidelity & Guaranty Company
(Surety Company for Lucchetti sewer contract bond). A three-party
agreement has been reached by the Town of Reading, United States
Fidelity & Guaranty Company, and Frank Reego & Sons of Winchester.
The completion figure is in the vicinity of $80,000 for
the work which is outstanding, and is considerably over Mr.Reego 's
first bid to the bonding company. The completion and correction of
the work which is already in the ground will be done on a cost plus '
fifteen p9rcent,and the basis for payment will be the vouchers sub-
mitted by the Board of Public Works.

Several details of the proposed three-way agreement
were discussed and suggested changes made. As soon as the agree-
ment is typed and signed by the Surety Company and the Contractor,
it will be referred to the Board for signatures.
Mr. Kenney moved to proceed with the details of the
agreement as outlined by Mr. Killam; Mr. Cochrane seconded and the
motion carried. It was agreed that copy of the agreement and let-
ter of explanation be sent to the Chairman of the Finance Committee.
Mr. Leonard moved, it was seconded and voted that the
meeting continue in executive session to discuss report of the pro-
gress on the Water Distribution Main as prepared by E. R. Louanis.
The item - Labor Recruitment - was tabled for one week.
The meeting continued in open session.
The Board signed the following: -
Sidewalk Assessments - Chute Street - Westerly side
Woburn Street to Mt. Vernon Street
Payroll for period October 26 through November 1
Billroll dated November 1
Mr. Welch informed the Board that meetings would be held
November 6 at 8:00 P.M. with the Insurance Committee, and November
19 at 8:00 P.M. with the Space Committee.
Meeting adjourned at 10:50 P.M.

Town of Reading, in compliance with the provisions of
General Laws, Chapter RO, as amended by Chapter 63 of
the Acts of 1933, hereby certify that the list herewith
contains the names of persons against whom we have made
betterment assessments, together with the location of
[ the ].and benefited by the improvement and the nature and
CSE amount of such betterment assessment.
And such list is certified to you for the pur-
pose of committing the same to the Tax Collector, as
provided by law.
