October 28, 1963
Meeting of the Board of Public Works opened at 7:30
P.M. in Room 16, Municipal Building.
Present were Chairman Watt, Secretary Kenney, Board
Members Cochrane and Florence and Superintendent Welch.
Minutes of the previous meeting read and approved.
Read note from Mr. Welch in regard to a meeting on
November 11, 1963, a holiday, which falls on a Monday. Mr.
Florence moved that if a meeting is necessary for the week of
November 11, it be held on Tuesday, November 12, and called at
the discretion of the Chairman; it was seconded and voted.
E Read list of bidders on rock salt taken November 17,
1963, as follows: -
Eastern Minerals $12.2$ per ton delivered
The Chemical Corp. 12.40 " ° it
International Salt Co. 12.40 " " "
The salt sold by Eastern Minerals is imported and the Depart-
ment 's experience indicates it is not as effective as United
States salt. Mr. Florence moved that the salt be purchased from
Chemical Corporation and International Salt Company; Mr. Coch-
rane seconded and the motion carried.
Read letter from the Board of Selectmen forwarding
copy of a letter from Fred Turilli of North Reading, containing
an offer of $800.00 for a piece of land on Mill Street, which
borders on the north bank of the Ipswich River in North Reading.
Mr. Welch informed the Board the land was purchased years ago by
the Water Department and suggested it be retained as a safety
measure and as a possible area for recreational purposes.
Mr. Cochrane moved that the land be retained for the
reasons stated above; Mr. Kenney seconded and it was voted.
Read letter from Board of Selectmen regarding offer for
Tax Title #34, seven acres of land off Libby Avenue, boundaries
unknown, and Tax Title #37, 12,000 square feet of land, Haverhill
Street, boundaries unknown.
Mr. Kenney moved that the Board recommend retention of
the two properties until the sewer study is completed and all the
easements necessary for the interceptor sewer have been taken; Mr.
Florence seconded and the motion carried.
The owner of the property at 2$-27 Minot Street filed a
r
petition and agreement for the installation of a permanent type
sidewalk. The property is owned by Joseph G. Sawtelle Co.,
Wakefield.
Mr. Kenney moved that the petition be approved; Mr.
Florence seconded and it was voted.
Read copy of Article XII - Section 16 of the By-laws,
relating to the amendment to the rules and regulations of the Dump.
Mr. Kenney moved to accept the data as a point of information; Mr.
Florence seconded and it was voted.
Public hearing was held at 8:00 P.M. , E.S.T, regarding
the proposed location of three Reading Municipal Light Department
poles on Vine Street, Easterly side, approximately 280 feet north-
arly of High Street. Kenneth Gaw represented the Light Department.
Mr. Kenney moved that the petition be approved; Mr.
Florence seconded and it was voted.
The Board considered the selection of a consultant for
the study of the garage and surrounding area. Mr. Florence moved
that Clinton F. Goodwin be chosen as consultant. A discussion
followed.
Mr. Kenney moved that the item be held in abeyance for
one week; Mr. Florence seconded and the motion carried.
Read note from the Superintendent in regard to the in-
stallation in 1963 of a sewer extension to the property of G.
Burton Long, 41 Longview Road, a distance of approximately 125
feet, and the necessity for a hearing.
Mr. Florence moved that a hearing be held and sewer ex-
tension be included in the 1963 program, if possible; Mr. Kenney
seconded and the motion carried.
Read note from Mr. Welch in regard to the advertising
and bid dates of the Control and Monitoring System for the Water
Department. Mr. Florence moved that the data be accepted as a
point of information; Mr. Cochrane seconded and it was voted.
Read note from Mr. Welch in regard to the preparation
of the 1964 budget and his suggestion that a list be made of any
unusual items which should be included.
Mr. Florence moved, Mr. Kenney seconded and it was voted
to table Item #9 Report from Superintendent - Labor Recruitment,
' and Item #10 Sidewalk Construction Program - for one week.
