HomeMy WebLinkAbout1963-09-30 Board of Public Works Minutes 107 September 30, 1963 ' Meeting of the Board of Public Works opened at 7:30 P.M. in Room 16, Municipal Building. Present were Chairman Watt, Secretary Kenney, Board Members Cochrane, Florence and Leonard, and Superintendent Welch. Minutes of the previous meeting read and approved. Read notice from the Board of Selectmen stating that the Insurance Committee will meet October 2, 1963 at 8:00 P.M. The Chairman contacted Mr. 'Robert Curtis, Secretary, Board of Selectmen who stated that the meeting had been postponed until October 16. The Board discussed Article #3 - Explanatory Item, and #16 - Sequence of Special Town Meeting Articles. Read letter from G. Burton Long, 41 Longview Road, re- questing extension of the common sewer to service his property. A short extension of 100 feet to the present sewer would be necessary. Mr. Florence moved that the request be included in the 1964 program, Mr. Leonard seconded and the motion carried. The Board moved, seconded and voted to remove from the table two applications for curbing located at 17 Glen Road and 32 Hillcrest Road. It was moved, seconded and voted to indefinitely postpone action on these items. Mr. Leonard moved, Mr. Florence seconded and it was voted to reconsider the motion to hold hearingsfor curbing installation on the South side of Glen Road from Summer Avenue to Hancock Street ' and on the East side of Hillcrest Road from Scotland Road to Howard Street. JOB Mr. Leonard moved, Mr. Florence seconded and it was voted to postpone hearings until after the Board has discussed at length the installation of sidewalks and curbing in many and varied locations. Read letter from Edward K. Jackson, 12 County Road, regarding condition of County Road, the result of work done by the sewer contractor. It was moved, seconded and voted to ac- cept the .letter as a point of Information. Read letter from Cleverdon, Varney & Pike, Consulting Engineers, in regard to the boiler and heating system at the Pub- lic Works Garage, and their recommendations to obtain maximum economies. Mr. Florence suggested that the replacement oil burner recommended by Cleverdon, Varney & Pike should be a low pressure burner. Mr. Leonard moved that if the funds could be made avail- able from the Maintenance Account, the Board proceed to follow the recommendations as outlined in order to save on fuel and realize a return on the investment; Mr. Cochrane seconded and the motion carried. Read note from the Superintendent in regard to the sewer connection at the new Alice M. Barrows School. The Board was in- formed that the sewer itself passes the leakage test but the man- hole leaks substantially. It was moved, seconded and voted that the Superintendent compose a letter to Clinton F. Goodwin, Archi- tect, pointing out the deficiencies. Carbon copy will be mailed to Mr. Kenney. Read letter from R. W. Heald, Chief, Real Property Divis- 109 ion, Utilization and Disposal Service, in regard to the disposition ' of the so-called "Nike Site" off Haverhill Street. Additional copies of the pamphlet will be procured and copy of letter will be sent to the Chairman of the Finance Committee. Read note from Mr. Welch in regard to the cost of pro- ducing water to the distribution system, as follows: - In 1962 - full year $58.25 In 1963 - to date 80_18 Increase 21.83 500,000,000 gallons to date. Read letter from United States Fidelity & Guaranty Company regarding bids, payment arrangements and other facets of the sewer contract; also, the Superintendentts proposed reply thereto. It was ' agreed to proceed along the lines as described in Mr. Welch' s letter. Meeting between the interested parties is scheduled for Thursday, October 3. Mr. Leonard moved that Article 11 - Contract for Bitumi- nous Concrete Surfacing - Sewer Trenches - be laid on the table pending receipt of further information, it was seconded and voted. Read letter from Rev. Jack R. Cavanaugh, Pastor, the First Baptist Church, expressing appreciation for the second sewer connec- tion to Linden Street in order to provide adequate sanitary facili- ties for the class of retarded children. Read request form for transfer from reserve fund of $500.00 for appraiserts fee approved by the Finance Committee. ' Read note from the Superintendent outlining time element for garage repairs. The data will be used for presentation at the Special Town Meeting. 110 The Board discussed the question as to who would initiate proceedings with the Insurance Company when seeking a settlement for a casualty loss. It was moved, seconded and voted that a letter be written to the Chairman of the Insurance Commit- tee suggesting that the vote of the Town authorizing the Insurance Committee to develop an insurance program for the Town be extended to include the authority to make insurance settlements. This would establish a procedure to follow and eliminate any question as to which Board, Agency or Committee of the Town should proceed to obtain insurance settlements.
