Meeting of the Board of Public Works opened at 7:30 P.M.
in Room 16, Municipal Building.
Present were Chairman Watt, Secretary Kenney, Board
Members Cochrane, Florence and Leonard, and Superintendent Welch.
Minutes of the previous meeting read and approved as
amended.
Public hearing was held in regard to the taking of an
easement through private property easterly of Milton Road, for
drainage and sewerage purposes.
Mr. and Mrs. Edward OtSoro, 2,5 Milton Road, attended the
meeting and voted in favor of the easement.
Mr. Kenney moved that the Board of Public Works proceed
with the taking of the easement, Mr. Cochrane seconded and the
motion carried. `
Hearing was held at 7:45 P.M. in regard to the "taking of
an easement through private property westerly of Lee Street to Hunt
Street and northerly of Hunt Street to the High School Main Sewer
for drainage and sewerage purposes.
James T. Putnam, representing Joseph C. Maillet, and
Lewis M. Stockwell, Mystic Valley Gas Company, attended the meeting
and voted in favor of the taking.
Mr. Leonard moved that the Board of Public Works proceed
with the taking of the easement, Mr. Florence seconded and it was
voted.
Hearing was held at 8:00 P.M. in regard to the taking of
an easement through private property easterly of Main Street to
Ash Street for drainage and sewerage purposes.

Hearing was held at 8:15 P.M. in regard to the taking of
an easement through private property westerly of Cumberland Road
for drainage and sewerage purposes. It was moved,seconded and J
voted that the drain easement be approved and the Order of Taking
was signed (see Plan #500-S-120). Release from Damages had been
signed previously by Trustees of Victorian Trust.
Mr. Watt was advised by Paul Nicholas, Chairman, Finance
Committee, that a ,joint meeting would be held at 8:00 P.M. , Septem-
ber 30, to consider the requests for transfers totalling $6,500.00.
Mr. Nicholas stated that as he views the situation, and on the ad-
vice of Town Counsel, there is a fair likelihood that the Board of
Public Works will not obtain the amount requested. Articles will
be prepared for the Special Town Meeting of October 21, 1963 in the
event the request is denied. After a discussion, it was agreed that
the Board would request $3,000.00 ($2,500.00 for repairs to heaters
and $500.00 for appraisal of fire damage).
The Board removed from the table the item of the Contract
for Control and Monitoring System for the Reading Water System. A
lengthy discussion followed.
Reed letter from State Department of Public Works advis-
ing that a Public Hearing would be held on Wednesday, September 25,
at 10:00 A.M. for Middlesex County for the open discussion of
questions relating to the public roads in accordance with the pro-
visions of Section 1, Chapter 81 of the General Laws, in the Court
House at East Cambridge. Chapter 90 construction will be discussed.
Read letter from Austin Preparatory requesting permission
to use Glen Meadow Park on Tuesdays, Thursdays and Saturday mornings
commencing September 17 and terminating November 11; in the spring,
the use of Washington Street Park for practice and games.

Mr. Leonard moved that the decision be held in abeyance
' and a ruling requested from the Town Counsel as to whether or not
the Board of Public Works has the authority to issue such a permit;
Mr. Kenney seconded and it was voted.
Read note from the Superintendent in regard to the cost
of producing water into mains at a cost of $91.30 per million gal-
lons as compared with $120. 00, the MDC cost. The figure includes
power, chemicals, salaries, repairs, etc. as they apply only to
the two supply areas. Mr. Leonard requested that the cost be based
on total pumping station expenses for 1963 to date.
Read notice from Board of Selectmen stating that articles
for the warrant for a Special Town Meeting to be held on Monday,
October 21, 1963, must be filed in the Selectmen's Office not later
' than 9:00 P.M. on Monday, September 30, 1963.
Mr. Leonard brought to the attention of the Board the
potential danger in teenagers climbing the standpipe located on
Auburn Street, and the suggestion by the Board of Selectmen that
the approach to the ladder be fenced in with at least an 8-foot
fence, with barbed wire at the top.
Mr. Leonard moved, Mr. Florence seconded and it was
voted that the Superintendent prepare a proposal for the prevention
of teenagers from climbing the standpipe.
The Board considered the labor recruitment program and
discussed in detail the various facets in regard thereto.

Town of Reading, in compliance with the provisions of
General Laws , Chapter 80, as amended by Chapter 63 of
the Acts of 1933, hereby certify that the list herewith
contains the names of persons against whom we have made
betterment assessments, together with the location of
the land benefited by the improvement and the nature and
amount of such betterment assessment.
And such list 1s certified to you for the pur-
pose of committing the same to the Tax Collector, as
provided by law.
