HomeMy WebLinkAbout1963-09-16 Board of Public Works Minutes 99 September 16, 1963 Meeting of the Board of Public Works opened at 7:30 P.M. in Room 16, Municipal Building. Present were Chairman Watt, Secretary Kenney, Board Members Cochrane, Florence and Leonard and Superintendent Welch. Minutes of the previous meeting read and approved. Read letter from Commonwealth of Massachusetts, Depart- ment of Public Works, advising that Warren Brothers Roads Company had written requesting permission to sublet certain items of work under the Chapter 90 contract with the Town of Reading, dated June 11, 1963, covering work on John and Village Streets to Reynolds Brothers, Inc, of Canton,and Southeastern Construction Company, Avon. - Mr. Florence moved permission be granted; Mr. Cochrane seconded and the motion carried. - Read letter from Paulini & Vespa Brothers, Inc., quoting rental prices on a Royer Shredder. Mr. Welch suggested that 3,000 yards of peat be mixed this year - 2,000 for Birch Meadow and Sturges Park and 1,000 for general purposes. It was estimated that a usable loam (peat and sand mixed) ,could be made for $1.7$ per yard as compared with a price of about $2.30 per yard which the Department paid this year. _ Mr. Leonard moved, Mr. Kenney seconded, and it was voted that the Department employ Paulini & Vespa Brothers on an hourly basis to process the peat, this project not to exceed $3,000.00. The Board removed from the table the item of the pur- chase of two sidewalk tractors. 100 Mr. Leonard moved that the Board of Public Works pur- chase two Oliver OC4-31 Tractors from H. F. Davis Tractor Company, Boston, at a price of $10,9$6.40; Mr. Kenney seconded and it was voted. The Board adjourned temporarily at 8:15 P.M. to meet as the Board of Survey. The Board reconvened at 8:30 P.M. The Board discussed estimates for various items which might be included in the Warrant of the Special Town Meeting of October 21, 1963- It was moved, seconded and voted to table the item of Monitoring and Automation of the Water Distribution System for one week. Mr. Leonard moved that the Water Main in Charles Street be installed in accordance with the Water Department Regulations and betterments assessed; Mr. Kenney seconded and it was voted. - Mr. Welch informed the Board funds would be available from the Water Construction Account to install a main in Condor Road. A petition was presented by abuttors at the September 9 meeting and a hearing will be set up in the near future. Mr. Leonard also requested that the Superintendent pre- pare figures to show the coat of pumping water per million gal- lons in 1963 to date. - The Board considered transfers of funds at the Special Town Meeting. It was moved, seconded and voted to request that the sum of $10,000.00 be transferred from Water Surplus to Water Main- tenance. Mr. Florence moved, Mr. Cochrane seconded and the motion carried to request a transfer of $1,500-00 from Dump Salaries to Dump Expenses. 101 Read note from the Superintendent in regard to meeting with the Insurance Committee on the Garage fire. It was noted that the Town did not have an appraisal made of the damage. At the request of the Insurance Committee, Mr. Watt agreed to obtain a professional appraiser and request funds to pay the fee. Mr. Leonard felt that the services of three good contractors should be obtained in this regard. Mr. Florence moved that the Department employ Clinton F. Goodwin - Architect - to make an estimate of the cost to put the building in its former conditJon; Mr. Kenney seconded and it was voted. The Board will request the funds from the Finance Committee under an emergency. The Board removed from the table the item of installation of sloped curbing in front of the properties of Paul Mich, 17 Glen Road, and Raymond Temple, 32 Hillcrest Road. Mr. Leonard moved, it was seconded and voted to hold a hearing and ascertain if the abuttors on the South side of Glen Road from Summer Avenue to Hancock Street desire sloped curbing. Mr. Florence moved, Mr. Kenney seconded and it was voted to hold a hearing and ascertain if the abuttors on the East side of Hillcrest Road from Scotland Road to Howard Street desire sloped curbing. Read petition from New England Telephone & Telegraph Com- pany requesting permission to install 370 feet buried cable instead of buried conduit in Grove Street, Northerly side, Easterly then ' Northeasterly from Pole 31/46 to Pole 31/49. A hearing was held July 15 requesting permission to install buried conduit. 10' Mr. Kenney moved, Mr. Florence seconded and it was voted to approve the above petition. Read note from the Superintendent in regard to the ru- mored release by the Defense Department of the "Nike Site" off Haverhill Street and his suggestion that the Board write to the General Services Administration stating that the Board of Public Works wishes to be considered as a buyer of the property. Mr. Florence moved, Mr. Kenney seconded and it was voted a letter be sent stating that the Town of Reading, through the Board of Public .Works would like consideration as a purchaser of the property for future Town use - a copy to be sent to the Board of Selectmen. The Board considered the Duty Specifications for garage and yard prepared by Mr. Welch. If this is not feasible, a transfer will be requested at the Special Town Meeting of October 21, 1963. Read note from Mr. Welch in regard to selling strip of land off Grove Street, abutting land of Edward Resnik. The article was omitted in error from the March Town Meeting Warrant. Mr. Florence moved, Mr. Kenney seconded and it was voted to insert an article in the Special Town Meeting Warrant asking for authority to sell the land to Mr. Resnik. Read letter from abuttors on Greenwood Road requesting a partial abatement on Street Betterment assessments'. Mr. Leonard moved, Mr. Florence seconded and the motion carried that abatements on Greenwood Road be denied.
