July 15, 1963
Meeting of the Board of Public Works opened at 7:30 P.M.
in Room 16, Municipal Building.
Present were Chairman Watt, Secretary Kenney, Board Mem-
bers Cochrane, Florence and Leonard, and Superintendent Welch.
Minutes of the previous meeting read and approved.
Read note from Mr. Welch in regard to the reclaiming of
peat and the possible renting of a machine called the Royer
Shredder which shreds and mixes peat, loam, leaves, etc. at a net
cost of $2.50 per yard. In lieu of definite details, it was moved,
seconded and voted that the data be accepted as a point of informa-
tion.
Read note from the Superintendent stating that opinions
' on the following items would be delayed as the Town Counsel is on
vacation: -

Photographs of Sewers
Awards to Low Bidders
Read list of bids received for additional pumps at Willow
Street Sewer Pumping Station, as follows: -
Ralph Hall, Inc. $4,344.00
R. W. Jones Electrical Co. 4,810.00
R. T. Berke Co. 5,300.00
Modern Plumbing and Heating Co. 5,816.00
Mr. Leonard moved that the contract be awarded to Ralph Hall, Inc. ,
low bidder, in the amount of $4,31. 4.00; it was seconded and voted.
Read list of bids received on the Station Wagon to be
used by pumping station personnel, as follows: -
Gray's Ford Falcon $1,991.00
Hillcrest Motors Plymouth 2,015.00
Carleton Ford Falcon 2,035.00
Blais-Porter Chevy II 2,037.41
Mr. Leonard moved that the Falcon Station Wagon be purchased from
Gray's Ford, low bidder, in the amount of $1,991.00; Mr. Kenney
seconded and the motion carried.
Read list of bids on two Pickup trucks as follows: -
Newhouse Sales Dodge Dart $3,365.92
Seymour Chevrolet Chevrolet 3,454.00
Blais-Porter it 3,478.00
Mr. Watt stated that he had looked into the relative merits of the
two types of vehicles being bid and found they were rated equally.
Fleet Owners ' Guide and Consumers are both favorably impressed. All
other comments have been hearsay.
Mr. Leonard moved that the two pickup trucks be Dodge
Darts purchased from Newhouse Sales at a bid price of $3,365.92.
Mr. Kenney questioned maintenance. Mr. Watt seconded Mr. Leonard's
motion.
Mr. Florence moved that the motion be amended and purchase
one Pickup truck from Newhouse Sales and one from Blais-Porter; Mr.
Kenney seconded the amendment. A discussion followed on the inef-
fectiveness of the bidding procedure.
The Board voted on the amendment as follows: - In favor -
2; opposed - 3; on the original motion - In favor - 2; opposed - 3.
Further discussion was deferred until after the Board
conducted the following hearings.
The Board adjourned temporarily at 8:00 P.M. to meet as
the Board of Survey.
The Board reconvened at 8:15 P.M.
Public hearing was held at 8:15 P.M. regarding the peti-
tion of the New England Telephone & Telegraph Company to install
underground conduits as follows: -
GROVE STREET northerly side, easterly then northeasterly
rom Po a /46 to Pole 31/49, approximately 370 feet of
buried cable. Conduits will be located in the space us-
ually reserved for such utilities.
Mr. George Larson represented Meadow Brook Golf Club and
voted in favor.
' Mr. Leonard moved the petition be approved; Mr. Kenney
seconded and it was voted.
Public hearing was held at 8:30 P.M. regarding the pro-
posed extension of gas mains as requested by the Mystic Valley Gas
Company in the following location: -
SUMMER AVENUE - Northwesterly from #78, a distance of 475
Feet more or less. The pipes will be located within the
limits of the above-mentioned street in the space usually
reserved for such utilities.
Mr. Louis Stockwell represented the Mystic Valley Gas Company.
Mr. Kenney moved the request be granted; Mr. Florence
seconded and the motion carried. The Board signed the approved
plan.
Read comments from Mr. Welch in regard to installation
of sidewalks on certain streetsin the vicinity of schools and pub-
lic buildings on a 75/25 basis. The Superintendent also presented
to the Board a list of such possible sidewalks totalling
$84,000.00; also, a map with the streets indicated in red crayon. '
The maps will be studied at home by the various members and a
discussion held on September 9.
The Board resumed discussion of the bids on the two
Pickup trucks. Action was deferred until Messrs. Watt and Leon-
ard have viewed both cars.
Read note from the Superintendent requesting clarifica-
tion of the Board 's wishes in regard to selecting Consulting Engi-
neers for the Sewer Study. It was agreed that three engineering
firms be invited to confer with the Board on August 26; namely,
Whitman & Howard; Camp, Dresser & McKee and Cleverdon, Varney &
Pike .
Read letter from Robert D. Goodoak and Assoclates,Inc. '
with reference to sewer connection at the proposed Fireside Apart-
ments, east side of Main Street, Reading, and Mr. Welch's comments.
Mr. Robert Goodoak conferred with the Board regarding proposal to
connect the building with the sewer manhole in Minot Street. Mr.
Goodoak agreed to pay the frontage assessment in the amount of
$325.00 and the cost of the proposed connection, about 210 feet
long, roughly estimated at between $2,$00.00 and $3,000.00. The
work will be done by contract. Sewer hearing will be scheduled
for August 26, 1963.
Read note from Mr. Welch regarding new parking lanes
which have been established on Lincoln Street with 750 parking on
the east side and no parking on the west side. For the first 300
feet in from Woburn Street, the usable travelled way is quite nar-
row. During the winter, with windrows on each side, it would be
impossible for two vehicles to pass; also, plowing and removal of
snow will be impeded and made more costly.
Mr. Leonard moved that the matter be brought to the at-
tention of the Board of Selectmen with the suggestion that they re-
consider the parking problem; it was seconded and voted.
Chairman Watt, at aprevious meeting, suggested that all
bids be opened at Board Meetings. Mr. Leonard moved that bids on
budget items - major pieces of equipment - should be scheduled for
opening at Board Meetings; Mr. Florence seconded and it was voted.
Read letter from Board cf Public Works, Wakefield, which
stated they had received a request from Regional Homes, Inc. ,George
Mahoney, President, for the connection to the Wakefield sewer and
water systems of Lots 11 and 12 Summer Avenue in Reading. Wake-
field has both sewer and water in this section of Summer Avenue, -
Reading does not.
Mr. Kenney moved the request be granted; Mr. Florence
seconded and it was voted.
Read letter from the County of Middlesex stating that the
County Commissioners were in receipt of petition for relocation and
specific repairs to Haverhill Street. Hearing will be held Tuesday,
July 301 1963, at 10:30 A.M. It was moved, seconded and voted to
accept the data as a point of information.
Read note from the Superintendent regarding the coopera-
tion of the people on the use of water. Mr. Welch presented a
proposed flyer lifting the rigid restrictions which would be
ho distributed to the residents. Mr. Leonard moved that the notice
be signed by the Board Members and Superintendent of the Board of
Public Works; Mr. Florence seconded and it was voted.
Read list of bids taken July 11, 1963 for furnishing ,
and laying Bituminous Concrete: -

Due to unsatisfactory work done in 1961 and 1962 by Essex Bitumi-
nous Concrete as reported by the Superintendent, Mr. Florence
moved that the bid be awarded to Trimount Bituminous Concrete
Company, second low bidder, in the amount of $5,419.20; Mr. Kenney
seconded and it was voted.
The Board discussed at length fire repairs at the
Garage.

The undersigned, Board of Public Works of the
Town of Reading, in compliance with the provisions of
General Laws , Chapter 80, as amended by Chapter 63 of
the Acts of 1933, hereby certify that the list herewith
contains the names of persons against whom we have made
betterment assessments, together with the location of
the land benefited by the improvement and the nature and
amount of such betterment assessment.
And such list is certified to you for the pur-
pose of committing the same to the Tax Collector, as
provided by law.
