June 24, 1963
Meeting of the Board of Public Works opened at 7:30
P.M. in Room 16, Municipal Building.
Present were Chairman Watt, Secretary Kenney, Board
Members Cochrane, Florence and Leonard, and Superintendent Welch.
Minutes of the previous meeting read and approved.
Read note from the Superintendent regarding work load
of the Engineering Division; namely, full capacity of the division
for six months is required to complete present engineering work,
and full time of the Survey Party for six months is required to
complete the present surveys. It was moved, seconded and voted to
accept the data as a point of information.
The Board adjourned temporarily at 7:45 P.M. to meet as
' the Board of Survey.
The Board reconvened at 7:50 P.M.
Read note from Mr. Welch regarding item of $1,500.00 in
the 1963 budget to take photographs or make a TV study of the main
sewer from Brook Street to John Street. The Department, after a
thorough investigation, recommends that the work be done by
Associated Services, and three-dimensional photography done with
a patented camera. This is a patented device and the Department
could not obtain three bids.

It was moved, seconded and voted to request an interpre-
tation of the service from Town Counsel, and contingent upon the
opinion of Town Counsel, the Board will proceed to enter into an
!{ ' agreement with Associated Services for the filming of the Sewer
from Brook Street to John Street.

Chairman Watt opened bids on one new Station Wagon as
follows; -

Town Counsel and George E. Millner, Chairman, Sub-Committee of the
Finance Committee attended the meeting.
Mr. Leonard moved that since the matter of the disposi-
tion of the 1956 Dodge is under investigation by the Sub-Committee
of the Finance Committee, definite action on the bids be held in
abeyance until the Board of Public Works has been contacted by the
aforementioned Committee; Mr. Kenney seconded and the motion car-
ried.
Mr. itatt produced check for $2.40 from the Reading
Municipal Employees Fund payable to the Town of Reading in payment
for the dismantled motor of the 1956 Dodge.
Read note from the Superintendent regarding number and
quality of temporary employees hired this year. Mr. Leonard sug-
gested that union rates be made available to the Board and a
future detailed discussion held.
Read note from Mr. Welch requesting two vacation periods -
June 29 to July 7, and August 3 to August 18.
Mr. Florence moved that the request be approved and that
the Superintendent be granted a fourth week's vacation. Mr.
Leonard stated the motion should be amended - if the Superintendent
feels he requires the fourth week; Mr. Cochrane seconded and it
was voted.

' Mr. Leonard questioned Mr. Welch's replacement during
his vacation, particularly in regard to the filter plant. Mr.
Leonard moved, Mr. Florence seconded and it was voted that the
Chairman, Secretary and Superintendent confer in this regard.
Public hearing was held at 8:30 P.M. regarding the pro-
posed extension of the main trunk sanitary sewer in Summer Avenue
from Bear Hill Road to Main Street.
Details were explained by the Superintendent.
Six persons attended the hearing and voted in favor of
the extension of the sanitary sewer.
Mr. Leonard moved that the sanitary sewer be installed
in Summer Avenue from Bear Hill Road to Main Street; Mr. Florence
seconded and the motion carried.
The Board adjourned temporarily at 8:45 P.M. to meet as
the Board of Survey.
The Board reconvened at 9:00 P.M.
Public hearing was held at 9:00 P.M. for the purpose of
taking an easement for drainage and sewerage purposes Easterly of
Main Street and Easterly of Pearl Street. Charles Laquidara and
Joseph Viveiros - C & J Homes, Inc. - acknowledged by letter their
approval of the taking of the easement and signed Release from
Damages.
Mr. Kenney moved, Mr. Leonard seconded and it was voted
to approve the taking of the above-described easement (see Plans
500-S-118 and 500-3-119). The Board signed the Order of Taking.
The Board discussed theP ossible curtailment in the use
of water. It was moved, seconded and voted that if an emergency

arises, the Superintendent would have the authority to prepare a
flyer which would be distributed throughout the Town.
Read note from Mr. Welch with reference to an appropri-
ation of $10,000.00 to hire consultants to make a study of the
main sewers in the Southeasterly section of the Town. A discus-
sion ensued with reference to interviewing various firms.
Mr. Leonard moved the ethical procedure on consulting
engineers be in the hands of the Chairman, it was seconded and
voted.
Public hearing was held at 9:45 P.M. regarding the pro-
posed locations of two Municipal Light Department manholes, ap-
proximately 165 feet of underground conduit, and one new pole
location near the corner of Ash and Avon Streets, as shown on
Reading Municipal Light Department Plan #1314. Kenneth E. Gaw
represented the Municipal Light Department. It was moved, seconded J
and voted to approve the petition.
Read note from the Superintendent suggesting the pay-
roll closing day be changed from Friday at midnight to Thursday
at midnight, and his reasons therefor. Mr. Florence moved the
Superintendent's recommendation regarding payroll closing day be
followed; the motion was not seconded. The Board agreed there
would be no change in the closing day.
The Board discussed the vacancy in the Department as a
result of the retirement of Mr. Putnam; also Mr. Welch's suggest-
tion that an employee with engineering experience, but not as-
signed to the Engineering Division, be "added to the staff and
assist in purchasing, unit cost records and other related matters.

' Read note from Mr. Welch with reference to bids for two
pickup trucks, It was moved, seconded and voted to defer any
action and that the item be placed on the July 15 Agenda.
Read letter from Goodall Vinyl Fabrics requesting that
the company be allowed to hire the Department 's bucket-type cleaner
and men to clean out an 18e concrete drain line which takes care of
surface water that discharges into a creek on their property. The
matter will be referred to Town Counsel for his opinion regarding
Town equipment and men working on private property, and appear on
the Agenda of July 15.
Read bids received on June 20, 1963 for Bituminous Con-
crete Tennis Court Surfacing at Washington Street Park and Bitumi-
nous Concrete Tennis Court and Basketball Court Surfacing at
Sturges Park, as follows: -

A. Cocco & Sons 6,256.00
F. Reego & Sona 8,160.00
Mr. Kenney moved that the contract be awarded to Warren Brothers
Roads Company, low bidder, in the amount of $5,602.00; it was
seconded and voted.
Read letter from the Commonwealth of Massachusetts,
Department of Public Works, listing bidders on 1963 Chapter 90
Highway work on John and Village Streets.
Mr. Florence moved, Mr. Leonard seconded and it was
voted to award the contract to the lowest bidder, Warren Brothers
' Roads Company, in the amount of $50,236.25•
The Superintendent was requested by the Chairman to

schedule for the JYzly 15 Agenda the item of opening future bids
at Board Meetings.
The Board Members signed a petition as inhabitants of
the Town of Reading in anticipation of the work contemplated this
season on Haverhill Street - Chapter 90.
The Board signed the following: -
