May 27, 1963
Regular meeting of the Board of Public Works opened at
7:30 P.M. in Room 16, Municipal Building.
Present were Chairman Watt, Secretary Kenney, Board Mem-
bers Cochrane, Florence and Leonard, and Superintendent Welch.
Minutes of the previous meeting read and approved.
The Board read and signed letter to the Board of Select-
men regarding the purchase of a Station Wagon. The letter was
delivered by Secretary Kenney to Mr. Bens, Chairman.
Read note from Mr. Welch regarding vacation for the labor
force and his suggestion that July 14 to July 28 be the designated
period. Mr. Cochrane moved that the Superintendent's recommenda-
tion be followed; Mr. Kenney seconded and it was voted.
Read note from the Superintendent regarding summer
schedule for Board Meetings. Mr. Kenney moved that no meetings be
held in July and August except on call by the Chairman, Mr. Cochrane
seconded.
Mr. Florence moved to amend the motion to include the
month .of June; Mr. Cochrane seconded and it was voted. The Board
voted the original motion.
J Read note from Mr. Welch and letter from Winfred Spurr,
Chairman, Municipal Light Board regarding anticipated completion
!1 date of the Municipal Light Department's New Service Center in early
spring of 1964. -
Mr. Florence moved that the Department proceed with the
original plans to install the sanitary sewer in Summer Avenue from
Bear Hill Road to Main Street in 1963 and include Ash Street to the

proposed Municipal Light garage extension in the 19614 contract;
it was seconded and the motion carried.
Read letters from the Commonwealth of Massachusetts,
Department of Public Works, advising that the Commissioners have
assigned under the Provisions of Section 34, Chapter 90 of the
General Laws the following: -
The sum of $18,600.00 for the improvement of John Street,
Haverhill Street, Village Street and Lowell Street in
Reading on condition that at least $9,300.00 shall be con-
tributed by the Town and $9,300.00 by the County and that
the cost to be borne by the Commonwealth on account of said
work shall not exceed the amount assigned.
The sum of $1,500.00 for the maintenance of Chapter 90
roads in Reading, on condition that at least $1,500.00 shall
be contributed by the Town and $1,500.00 by the County. . . .. .
It was moved, seconded and voted to accept the data as a point of
information.
Read note from Mr. Welch with reference to prices sub-

Mr. Florence moved, Mr. Leonard seconded and it was ,voted to pur-
chase a plaque 18" x 12" from McGann Bronze Company at $85.00.
The aforementioned company was the only bidder.
The Board discussed the advertising for bids on one New
Station Wagon for the pumping station personnel. Mr. Leonard moved
that the Board of Public Works proceed to advertise for bids and
purchase one New Station Wagon; Mr. Florence seconded and it was
unanimously voted.
The Board adjourned temporarily at 8:05 P.M. to meet
as the Board of Survey.
The Board reconvened at 8:15 P.M.

Read letter from the Board of Selectmen regarding sale of
Tax Title land on Dunbar Road and Hurlburt Road. Mr. Leonard moved
that the Board of Selectmen be advised that this is a potential
route for the new water main and until the route is definitely estab-
lished, the Board of Public Works would suggest the Selectmen hold
the sale in abeyance. At the present time the Public Works has no
use for the land but in the event the water main goes through this
area, easements would be necessary; Mr. Kenney seconded and it was
voted.
Read request from Leroy H. Edwards and Cecelia A. Edwards,
3 Smith Avenue, for a bituminous concrete sidewalk in front of
their premises. Mr. Leonard moved, Mr. Kenney seconded and the
motion carried to install a bituminous concrete sidewalk at the
1 aforementioned premises.
Read letter from R. H. Holmes, 132 Middlesex Avenue, re-
questing installation of bituminous concrete sidewalk and granite
curb in front of his premises at Middlesex Avenue and Vine Street.
Mr. Welch was of the opinion that the Board should visit the location
before arriving at a decision. Mr. Kenney moved that the item be
tabled for one week; Mr. Florence seconded and it was carried.
Read letter from Jane P. Flynn, 146 Willow Street, ex-
pressing appreciation for the fine work done to alleviate the drain-
age problem in front of her residence.
The Board discussed in detail the visit made to the
Garage recently. Concern was shown over congestion, - dead and live
storage and fire resistant room for lubricants. It was proposed
that a separate building (carriage house type) of three bays be
built each year by Town employees for the housing of equipment.

The Engineering Department will be requested to review the situa-
tion and prepare sketches for further consideration by the Board.
The Board considered the Consulting Engineers for the
Incinerator Study. Mr. Florence moved, Mr. Leonard seconded and
it was unanimously voted to retain the services of Camp, Dresser
& McKee to prepare the Incinerator Study as previously outlined.
Read letter from George M. Sanford, Jr. , President of
the Tennyson Club requesting permission to block off Tennyson
Road from 2:00 P.M. until 11:00 P.M. on Saturday, June 15, 1963;
in the event of inclement weather, June 22, 1963.
Mr. Kenney moved permission be granted, Mr. Florence
seconded and it was voted.
The Board signed the following: -
Lot Plan - A portion of James Road Southerly from
Whitehall Lane (see Plan ,900-5-598) '
Order of Taking - Shelby Road - Easement through Pri-
vate Property for Drainage, Water and
Sewerage Purposes (see Plan 50o-s-116)
- Payroll and billroll for the period May 18 through
May 24, 1963
Meeting adjourned at 9:50 P.M.

Town of Reading, in compliance with the provisions of
General Laws, Chapter 80, as amended by Chapter 63 of
the Acts of 1933, hereby certify that the list herewith
' contains the names of persona against whom we have made
betterment assessments, together with the location of
the land benefited by the improvement and the nature and
amount of such betterment assessment.
And such list is certified to you for the pur-
pose of committing the same to the Tax Collector, as
provided by law.
