HomeMy WebLinkAbout1963-05-06 Board of Public Works Minutes v J May 6, 1963 Regular meeting of the Board of Public Works opened at 7:30 P.M. in Room 16, Municipal Building. Present were Chairman Watt, Secretary Kenney, Board Members Cochrane, Florence and Leonard, and Superintendent Welch. Minutes of the previous meeting read and approved. Read note from the Superintendent regarding amount in the Highway Maintenance budget of $6,000.00 and the recovering of streets which could be accomplished, with individual estimates. They follow: - 1. Chute Street - Woburn Street to Mt. Vernon $1,800.00 Street - After Sidewalk and Curb are installed at Church property 2. Sanborn Street - Woburn Street to Lowell 2,400.00 Street ' 3. Pleasant Street - Main Street to Middle 1,800.00 Street 4. Parker Street - In front of Fire Station 700:00 and including Station apron 5. Main Street - Washington Street to Railroad 1,800.00 $8,500.00 Also to be done, but to come out of Treatment Plant appropriation, are a piece of road and parking lot at the New Treatment Plant. Mr. Florence moved that Items #1, 3, 4 and 5 be done and charged to the Highway Maintenance budget; Mr. Leonard seconded and it was voted. Mr. Florence moved that the road to the New Treatment Plant and the parking lot be done and charged to the Treatment Plant appropriation; Mr. Leonard seconded. A discussion followed in which it was pointed out that a J� drainage survey is being made at the Treatment Plant. Mr.Leonard was of the opinion that the Board should have a complete picture ' before any decision is made. The matter was taken under advise- ment. Read letters from the Consulting Firms of Cleverdon, Varney & Pike ; Whitman & Howard; Fay, Spofford & Thorndike, Inc.; and Camp, Dresser & McKee. Due to prior commitments, Cleverdon, Varney & Pike and Whitman & Howard could not at this time make any studies on rubbish disposal. Mr. Florence moved that the Superintendent set up a meeting on May 13 and one on May 20 with a representative of Fay, Spofford & Thorndike and Camp, Dresser & McKee respectively; Mr. Leonard seconded and the motion carried. Read note from Mr. Welch regarding inability to find , any proposed plan for Bancroft Avenue beyond Hartshorn Street. Mr. Pendergast appeared before the Board and presented a new plan. It was moved, seconded and voted to accept the plan for the Engi- neering Department. Read note from the Superintendent regarding the proposed pole locations on Franklin Street. It was determined that the poles would not be near the properties of the abuttors who ap- peared at the meeting on April 29. Mr. Kenney moved, Mr. Florence seconded and it was voted to approve the petition as presented at a hearing on April 29, 1963 by the New England Telephone & Tele- graph Company - Reading Municipal Light Department. Read note from Mr. Welch relative to installation of Bituminous Concrete sidewalk and Slope Curb on Chute Street and ' the fact that being a victim of circumstances, it would seem fair J bi to assess Mrs. Gascoigne a token payment similar to that assessed to the Church. Mr. Florence moved that Bituminous Concrete sidewalks and Slope Curb be installed on Chute Street and Mrs. Emma Gascoigne be assessed a token payment, the same as the Church of the Good Shep- herd; Mr. Kenney seconded. Mr. Leonard was opposed to the motion. Mr. Leonard was of the opinion that Mr. Gascoigne, who appeared at the Hearing on April 29, was not opposed to the assessment for Bituminous Concrete sidewalks but to Slope Curb. A discussion ensued. The motion carried; Mr. Leonard was opposed. Read data from the Superintendent on the operation of the Dump at the present time and his opinion that the present schedule ' is generous and adequate and fits the overall conditions well. Also read was a letter from John Sullivan, Manager, Atlantic Food Mart requesting that the Dump be open from at least 3:00 P.M. to 6:00 P.M. on Monday. The Board discussed conditions at the Dump, hours of opera- tion and manpower. Mr. Leonard was of the opinion that the Dump policing and operations could be improved and the overall picture is not being treated properly. Mr. Florence felt that the hours of operation should re- main unchanged until the survey is made by the Consulting Engineers. Mr. Kenney moved that the Board hold in abeyance any changes in the Dump schedule until such time as a study of the Dump has been considered; Mr. Cochrane seconded and it was voted. Mr. Leonard was opposed. JS Read letter written by the Superintendent to be sent to Richmond Woodward, 24 Weston Road, thanking him for his compli- mentary note to the Board in regard to the Sanitary Sewer House �. connection. Mr. Kenney moved the letter be signed, it was seconded and voted. Read letter from Mrs. Ruth S. Nash, requesting that Salem Street in front of the Old South Methodist Church be closed to traffic Saturday, May 11, from 9:00 A.M. to 4:00 P.M. in order that the Senior Girl Scouts, Troop 284, hold an auction. Mr. Florence moved that permission be granted; Mr.Kenney seconded and it was voted. Read letter from Mrs. Gordon W. Tennett, Parish Secretary of the Church of the Good Shepherd, requesting permission to make Chute Street oneway on May 18 in order to hold a Church Fair. ■■ Mr. Cochrane moved permission be granted; Mr. Florence seconded and it was voted. The Board signed the following : - Letter to James F.
