April 29, 1963
Board Members Cochrane, Kenney and Leonard, and Super-
intendent Welch met at the Department Garage at 181 John Street
at 7:00 P.M. and made a tour of the premises.
The Board adjourned to Room 16, Municipal Building at
7:30 P.M. to hold its regular meeting.
Present were Chairman Watt, Secretary Kenney, Board
Members Cochrane, Florence and Leonard,and Superintendent Welch.
Minutes of the April 22 and 24 meetings read and ap-
proved.
Public hearing was held at 7:45 P.M. regarding the pro-
posed location of three jointly-owned New England Telephone &
Telegraph Company-Reading Municipal Light Department poles on
Franklin Street, Southwesterly of Van Norden Road; also to aban-
don three joint pole locations.
Mrs. Helen S. Bridges and Mr. and Mrs. John W. Darrin
attended the meeting and questioned the location of the new poles.
It was moved, seconded and voted to postpone any de-
cision for one week during which time the locations would be de-
termined.
Public hearing was held at 8:00 P.M. regarding the con-
struction under the Betterment Act of a Bituminous Concrete side-
walk and slope granite curbing on the Westerly side of Chute Street
from the Church of the Good Shepherd to Mt. Vernon Street.
Mr. and Mrs. Albert P. E. Gascoigne, and Edward Hall,
Junior Warden representing the Church of the Good Shepherd, were
present at the hearing.
Mr. Gascoigne spoke in favor of Bituminous Concrete
sidewalks but was opposed to the slope curbing. He was also of
the opinion that if curbing were to be installed, it should be
vertical type to match that at the corner of Woburn and Chute
Streets. Mr. Hall favored the slope curbing. It was agreed that
the Board would visit the location before the next meeting.
Mr. Kenney moved that the decision of the Board be post-
poned for one week; Mr. Cochrane seconded and the motion carried.
The Board conferred with Messrs. Alpedo and Stewart with
reference to changing the hours at the Town Dump. It was the opin-
ion of Mr. Stewart that the Dump should be open on Monday for
stores, filling stations, etc. It was pointed out to the inter-
ested parties that the low point of usage was on Monday, Tuesday
and Wednesday. Mr. Welch stated that the Dump is closed on Monday
to clean up after the week-end which is for householders. Mr.
Alpedo suggested that the Dump be closed on two mornin® and opened
the . Superintendent
Monday afternoon. The Board requested/to study the suggestion by
Mr. Alpedo and report to the Board.
It was moved, seconded and voted to take under advise-
ment the aforementioned petition in regard to the Dump.
Albert Lucchetti, sewer contractor, appeared before the
Board and presented his program. Mr. Welch advised Mr. Lucchetti
that he would contact him regarding the program.
A. Russell Barnes appeared before the Board regarding
property owned by him bounded by Willow Street, Lowell Street,
Boston & Maine Railroad, and Plymouth Road, and the possibility of
a
improving drainage conditions in the area. Mr. Barnes was informed ,
that the Department does not do work on private property for the

benefit of individuals, but if plans develop which may affect Mr.
' Barnes ' land, he will be advised.
Read note from the Superintendent regarding summer em-
ployment. Mr. Kenney moved it be accepted as a point of informa-
tion; Mr. Cochrane seconded and it was voted.
Read note from Mr. Welch regarding the sewer construc-
tion appropriation, as follows: -
Original Appropriation $139,000.00
Paid on 1962 Contract $13,000.00
Salaries, Eng. , Inspect. , etc. 5, 000.00
Basic Contract 103,000.00
Allow for Contingencies 10,000.00 131,000.00
Available for Added Construction $ 8,000.00
Mr. Cochrane moved the Superintendent ' s recommendation be followed,
contingent upon the money being available, and the outcome of a
hearing; Mr. Kenney seconded and the motion carried.
Read letter from William J. McCarthy, Commander, Post 62,
American Legion, and James E. Harte, Commander, Post 685, V.F.W.,
requesting that the Board of Public Works restore Leach Park as a
suitable monument to Ernest H. Leach, killed in Isoudum, France,
on January 21, 1918; namely, a suitable plaque with the following
information; name of deceased, date killed and location.
Mr. Leonard moved, Mr. Kenney seconded and it was voted
that Mr. Welch meet with a Committee to discuss a suitable marker.
Read letter from Richard H. Holmes, 132 Middlesex Avenue,
' requesting that the tree lawn at the above address be replaced
with Bituminous Concrete; also, as the property is a corner lot,
that the same be done on Vine Street.

Mr. Leonard stated that in so doing a precedent would
be established, and moved that the petition be denied; Mr. Kenney
seconded and it was voted.
Read letter from Richmond W. Woodward, 24 Weston Road
complimenting the Board on the efficiency of the crew of men who
worked on his house connection to the sanitary sewer.
