April 22, 1963
Regular meeting of the Board of Public Works opened at
7:30 P.M. in Room 16, Municipal Building.
Present were Chairman Watt, Secretary Kenney, Board Mem-
bers Cochrane, Florence and Leonard, and Superintendent Welch.
Minutes of the previous meeting read and approved.
Read note from Mr. Welch relative to the sidewalk budget
allotment of $8,000.00 for sidewalk construction. It was suggested
by the .Superintendent that the following program be given considera-
tion: -

A discussion ensued on the definition of the limits of the 75/25
assessment.
Mr. Leonard moved to accept Item 2 on the Agenda relative
to sidewalk and maintenance as outlined by the Superintendent and
set up a program which will include public properties to continue
into next year; Mr. Florence seconded and the motion carried.
The Board conferred with the sewer contractor, Albert
Lucchetti and his financial advisor, Mr. Baker. Mr. Lucchetti re-
auested that he be granted a weekfs extension as the bonding com-
pany required an audited certified statement of the company's assets
and liabilities, and if not a week, at least 48 hours. According to
Mr. Baker, time had been lost because of two holidays - Good Friday
and Patriotts Day - and it being income tax time.

Mr. Lucchetti was meeting with officials of the bonding
company April 23 at 9:30 A.M. and hoped to obtain a bond at that
time. Mr. Watt was of the opinion that the Board should grant a
24-hour extension. The Board, Mr. Lucchetti and Mr. Baker dis-
cussed the equipment and crews to be used on the installation of
the sanitary sewer. Also discussed were the Lexington and Revere
,jobs on which Lucchetti worked as a sub-contractor and the delays
which were experienced on the completion of the work. According
to Mr. Lucchetti, his work was approved in both locations.
A detailed discussion followed which covered all the
legal aspects and it was moved, seconded and voted to continue
in executive session. The Board discussed a 24-hour extension and
continued the meeting in open session. According to Town Counsel,
such an extension would be legal.
Mr.Luochetti was informed he would be granted a 24-hour
extension and that he must have in the Board of Public Works of-
fice by April 23 at 5:00 o 'clock, the bond or a letter from the
agent on his letterhead stating that he will issue the bond.
Failure to produce the bond will result in loss of the contract
and forfeiture of the bid deposit.
Read report from Mr. Welch on proposed construction on
a lot plan for Bancroft Avenue. Application has been received
for permit to construct a house on alleged lots beyond Hartshorn
Street as shown on an old lot plan. Necessary permits depend on
the availability of utilities. An old plan signed by the Board
of Survey in 1921 was loosely drawn and it is impossible to spe-
cifically identify either alleged road or alleged lots. The plan
does not include any profile. It is the Superintendent' s opinion
that the area should be processed through the Board of Survey and

the final decision will have to be made by the Board of Public Works.
Messrs. Joseph Pendergast and Robert Curtis attended the
meeting. Mr. Curtis expressed the opinion that a plan had been
filed in 1925,
Mr. Kenney moved that the matter be tabled for one week
while further data is being assembled; Mr. Florence seconded and it
was voted.
Read note from Mr. Welch with reference to the suggestion
of stamping or affixing 'A sticker on the face of averaged water
bills. After some discussion, Mr. Kenney moved, Mr. Florence
seconded and it was voted that the word 'average ' and explanation
thereof would appear on the face of the hew bills fust above the por-
tion where the name and address appear.
' Read letter from Donald Swain, Co-chairman of the Reading
Congregational Church Fair requesting permission to close Sanborn
Street from Woburn Street to Lowell Street, September 13, 1963,
5:00 P.M. to 12M and September 14, 1963, 7:00 A.M. to 12M.
Mr. Kenney moved that permission be granted; Mr. Leonard
seconded and the motion carried.
Read note from the Superintendent stating that Seymour
Chevrolet Sales, low bidder on the truck purchase, reported that
the aforementioned truck would have to be ordered directly from
the factory. Mr. Florence moved that the truck be purchased from
Seymour Chevrolet Sales of Cambridge, low bidder, at a net price
of $2,841.$2; Mr. Leonard seconded and it was voted.
' Read note from the Superintendent regarding inclusion in
the Highway Maintenance budget of an item of $2,000.00 for a new
box-type sand spreader. Prices follow: -

The Department's present spreader is a Burch, 20 years old, and
has given excellent service.
Mr. Florence moved that the Superintendent 's recommenda-
tion be followed and a Burch spreader be purchased from Hedge &
Mattheis at a bid price of $1,830.00; Mr. Kenney seconded and it
was voted.
The Board signed the Order of Taking for Drainage Ease-
ment off Pleasant Street.
The Board also signed Billroll and Payroll for the period
April 13 through April 19, 1963.
