April 15, 1963
Regular meeting of the Board of Public Works opened at
' 7;30 P.M. in Room 16, Municipal Building.
Present were Chairman Watt, Secretary Kenney, Board Mem-
bers Florence and Cochrane, and Superintendent Welch.
Minutes of the previous meeting read and approved.
Read letter from Albert A. Tarpin, 11 Tarpin Terrace,
questioning his April 1, 1963 bill of $85.3$ as compared with a pre-
vious bill for a similar period of $27.10 and requesting an abatement.
The Board voted previously to give Mr. Welch authority to
review and abate bills up to $75.00. Due to the increase in rates,
Mr. Florence moved the limit be raised to $100.00; Mr.. Kenney seconded
and it was voted,
-Due to the aforementioned motion, Mr. Tarpin's bill will be
reviewed and acknowledged by the Superintendent.
Read letter from Jasper D. Stewart, 18 Cherry Lane Drive,
' requesting that the dump remain open on Monday, particularly to the
disposal contractors and that he and Joseph Alpedo be granted a hear-
ing before the Board.
Mr. Cochrane moved that Messrs. Stewart and Alpedo be in-
vited to appear before the Board and state their case; Mr. Kenney
seconded and the motion carried.
Read note from the Superintendent giving a list of persons
and companies who might be interested in the Incinerator Study. Mr.
Florence moved that the Board contact the four concerns listed and
request six copies of a summary sheet, after which the Board will
discuss the information and set up a series of conferences - tenta-
tively on the evening of May 6; Mr. Kenney seconded and the motion
carried.
Mr. Luechetti, the sewer contractor, was present at 8:00
' P.M. but the Board was unable to meet with him until 9:00 P.M.
Since he had an engagement at 9:00 P.M., he could not wait. There-
fore, the meeting scheduled for 8:00 P.M. was deferred until Monday

night, April 22, at 8:00 P.M. The contractor stated that he was
unable to obtain necessary bonds because of Good Friday and con-
sequently was not able to present copies of executed contracts.
Read letter from J. R. Vaughan, Jr. requesting permis-
sion to connect a drain from his yard at 44 Hartshorn Street to
the existing public storm drain in Hartshorn Street.
Mr. Florence moved that Mr. Vaughan be granted permis-
sion to connect to the 'existing manhole providing the work meets
the specifications of the Department; Mr. Cochrane seconded and
it was voted.
Read note from Mr. -Welch regarding bids on truck
(chassis and cab only) . The bids follow:

Mr. Florence moved that the awarding of the bid be held in abeyance ■■■
for one week during which time Mr. Welch will check on the present
location of the aforementioned truck; Mr. Kenney seconded and the
motion carried.
Mr. Richard Priebe of Dividence Road appeared again be-
fore the Board requesting information on the acceptance of Divi-
dance Road as a public way. He requested information relative to
the Law on unaccepted ways. The Board stated that it felt he
should obtain legal advice from an attorney.
It was agreed that the Board would meet and inspect the
Garage Monday evening, April 29 at 7:00 P.M.
The Board signed the Billroll dated April 12, 1963.
