April 8, 1963
' Regular meeting of the Board of Public Works opened at
7:30 P.M. in Room 16, Municipal Building.
Present were Chairman Watt, Secretary Kenney, Board .
Members Cochrane, Florence and Leonard, and Superintendent Welch.
Minutes of the previous meeting read and approved as
amended.
Mr. Richard G. Priebe, 9 Dividence Road, again dis-
cussed road conditions on Dividence Road.
J. Warren Killen, Town Counsel, approached the Board
in regard to the January 1, 1963 water bill of Timothy Spillane,
23 King Street, in the amount of $1h,.63. Mr. Spillane had been
denied an abatement previously by Mr. Welch. Mr. Killam inquired
if an abatement might not be in order but it was unanimously de-
nied by the Board. Town Counsel was advised that Mr, Welch would
review the data and forward it to Mr. Killen.
In view of the aforementioned case, Mr. Leonard moved
that water bills be provided with some identification that an
average bill was presented for payment; Mr. Kenney seconded and
it was voted. _
Read note from the Superintendent regarding the-with-
drawal of the bid on the Sanitary Sewer Project by A. Buco &
Sons, and the awarding of the contract to A. Lucchetti & Son, Inc.
Read letter from Town Counsel stating that in his opinion the
Board would be well justified in accepting a bid other than the
' low bid and returning the low bidder's deposit.
Mr. Florence moved that the 1963 Sewer Contract be

awarded to A. Lucchetti & Son, Inc. , low bidder in the amount of
$102,240.40.
Mr. Leonard seconded and amended the motion to read that
Mr. Lucchetti, or his representative, be invited to appear before
the Board and obtain a clear-cut understanding of the specifica-
tions prior to the signing of the contract; Mr. Cochrane seconded
the amendment to the motion and it was voted. Mr. Cochrane
seconded the original motion and it was voted.
Read note from the Superintendent recommending installa-
tion of sloped curbing as well as sidewalks in the area on the
west side of Chute Street between Woburn and Mt. Vernon Streets.
The abutters are the -Chureh of the Good Shepherd and Mr. Albert
Gascoigne. It was agreed that the assessments would fall in the
75/25 category, with the Town paying 75%.
Mr: Leonard moved that when the sidewalks are in-
stalled on the entire west wide of Chute Street between Woburn
and Mt. Vernon Streets, sloped curbing be included; that after
two weeks had elapsed and no reply had been received from Mr.
Gascoigne, that a hearing be set up on the installation of side-
walks and sloped curbing; Mr. Florence seconded and the motion
carried.
The Board discussed the Installation of sidewalks in
the vicinity of schools and more particularly on the west side
of High Street from Middlesex Avenue northerly to Vine Street;
also the maintenance of presently installed hard surfaced side-
walks.
A master plan will be prepared showing location of grano-
lithic and bituminous concrete sidewalks in the Town of Reading.

It was also suggested that the Superintendent prepare a list of
' streets for the installation of sidewalks and present it to the
Board for approval. After a vote of approval, hearings will be
set up.
Read petition from Mrs. Gilds Tammaro, 20 Manning Street,
requesting extension of the sewer in Manning Street. It was moved,
seconded and voted that Mrs. Tammaro be advised that a program has
been developed and Manning Street is slated for construction in
1968.
Read petition from New England Telephone & Telegraph
Company-Reading Municipal Light Department to validate the follow-
ing: - Franklin Street - .three poles - southwesterly from Van
Norden Road; also to abandon three joint pole locations.
' Mr. Kenney moved, Mr. Florence seconded and the motion
carried to approve the petition.
Read note from the Superintendent regarding a narrow
strip of land on the south side of Ridge Road, five feet wide,
through which a narrow drainage ditch runs. Boyd Stewart, owner
of the property, wishes to deed the property to the Town free of
charge. A sewer assessment has been placed against the property.
Mr. Florence moved the sewer assessment be abated,
that the Board request Town Counsel to prepare a deed running to
the Town, and at a later date request the Town Meeting to accept
the land; Mr. Kenney seconded and it was voted.
Mr. Florence discussed letter from Alonzo B. Reed, Inc. ,
' Consulting Engineers. A discussion followed on waste disposal,
Study Committee and companies interested in the Incinerator Study.
The latter will be contacted for interviews.
