March 4, 1963
' Regular meeting of the Board of Public Works opened at
7:30 P.M. in Room 16, Municipal Building.
Present were Chairman Hodson, Secretary Watt, Board
Members Brown, Florence and Kenney, and Superintendent Welch.
Minutes of the previous meeting read and approved.
Read note from Mr. Welch stating that a Release from
Damages had been signed by the abutters to the storm drain
easement between Tennyson Circle and the Coolidge Junior High
School (See Plan 500-S-111). Hearing was held on Monday,
January 111, 1963.
Mr. Kenney moved that the Board of Public Works take
the easement as shown on Plan 500-S-111 and sign the Order of
LTaking; Mr. Brown seconded and it was voted. The Board then
signed the Order of Taking.
Read note from the Superintendent with reference to a
request by Arthur Scott, 23 Ridge Road, that the Department plow
out the narrow dirt road from the end of Ridge Road to his
garage - in the rear of his house - and which faces onto the dirt
road. Mr. Scottfs garage is the only building on the road which
is used during winter months. Mr. Welch informed the Board that
in the past the road has been plowed in heavy snowstorms but that
Mr. Scott now wishes it to be plowed after every storm. A motion
was passed some years ago that the Town would not plow any road-
way regardless of its legal status unless two or more residences
abutted on it.
LMr. Florence moved that the request of Mr. Scott be
denied with the understanding that the Department might at its
convenience assist in heavy storms; Mr. Kenney seconded and the
motion carried.
Read note from Mr. Welch regarding the clearing of
skating areas and costs, and his opinion that the expenditure
of funds at this time of year is not warranted.
It was the Board's decision that the skating areas be
drained; Mr. Brown so moved, Mr. Kenney seconded and it was
voted.
Read letter from Jane P. Flynn, 146 Willow Street, re-
garding surface drainage condition on Willow Street and the im-
pounding of water in front of her home, and Mr. Welch's comments
in relation thereto.
Mr. Brown moved that the Superintendent write and ad-
vise Miss Flynn that the Willow Street problem is on the storm
drain program and will be given consideration; Mr. Florence
seconded and the motion carried.
The Board signed the following: -
Sewer Frontage Assessment Commitment Sheet - Willow Street
Billroll and Payroll for the period February 23 through
