HomeMy WebLinkAbout1963-02-25 Board of Public Works Minutes Pr 25 February 25, 1963 Meeting of the Board of Public Works opened at 7:30 P.M. In the Auditorium of the Community Center, 52 Sanborn Street. Present were Chairman Hodson, Secretary Watt, Board Mem- bers Brown and Kenney, and Superintendent Welch. Hearing was held regarding the proposed extension of the Sanitary Sewer in the following locations: - 1. IDE STREET, from Wilson Street, Easterly to House No.9 2. R DGI E ROAD, from Waverly Road, Southerly to Cold Spring Road 3. RL ST E8T, from Willard Road, Northerly to House No.376 4- _BE_X_R _HrLrMD, from Summer Avenue,Southerly to Cedar Street 5. WINTHROP AVE , from Hartshorn Street to Lowell Street 6. WENT ORTHROAD, West Street to Lewis Street 7. 0 TY R AD, eat Street to Lewis Street 8, SSR AVENUE, from Willow Street Southerly to House No-107 9. HAN COM AVE , Hartshorn Street Southerly to House No.60 10. URN from Highland Street Easterly to House No.45 11. LOCUST STREET, Highland Street to Beacon Street ' Each person in attendance was given a form showing his/her frontage assessment, form on which to vote, illustration of typical sewer connection and application form for house connection. A discussion took place. A total of 112 persons attended the meeting with the voting as follows: - In favor Opposed Non-Committal Ida Street Ridge Road 1 1 Pearl Street 6 Bear Hill Road 8 - _ Winthrop Avenue 16 1 - Wentworth Road 7 - County Road 6 - 1 Summer Avenue 20 - _ Hanscom Avenue 6 - - Auburn Street 7 - _ Locust Street 5 _ _ The Board convened to Room 16, Municipal Building. Minutes of the previous meeting read and approved. 26 Hearing was held at 8:30 P.M. regarding a proposed ease- ment for a Water Main Extension through private property Easterly of Main Street. Mr. Welch informed the Board that the 15-foot easement was to provide water service at 1457 Main Street. (See Plan 500- 5-112) Release from Damages was signed by the property owners, Mr. and Mrs. Lester Bowen. Mr. and Mrs. Malcolm Larkin, prospec- tive owners of the property attended the meeting. Mr. Brown moved the easement be taken, it was seconded and voted. The Board signed the Order of Taking. The Board adjourned temporarily at 9:00 P.M. to meet as the 'Boardof Survey. The Board reconvened at 9:15 P.M. The Board discussed the subject of the Sewer Extension. Mr. Watt moved that the Sanitary Sewer be installed in the streets as outlined at the hearing; Mr. Brown seconded and the motion car- ried. The Board discussed the proposed new water rates which have been under consideration for some time. Mr. Watt moved that the Board approve the proposed rate schedule and that it be placed in effect on bills dated April 1, 1963. The new rate schedule follows: - Minimum $10.00 First $,000 CF @ 55¢ per 100 Next 5,000 CF @ 50¢ per 100 Next 10,000 CF @ (}5¢ per 100 Next 10,000 CF @ 40. per 100 Next 10,000 CF @ 35� per 100 All in excess @ 30¢ per 100 Mr. Kenney seconded and the motion carried. ti ' Read note from Mr. Welch regarding the advisability of taking low-level pictures of the location of the new water main from 100-Acre Meadow to Reading Square and also some photographs of Cedar Swamp which could be part of the Incinerator Study. Companies doing this type of work will be contacted by the Superintendent and fur- ther information sought, including costs, scale of photographs,etc. Read note from the Superintendent regarding the plans for the new elementary school on Edgemont Avenue which show the surface drainage of the finished area being discharged through four paved waterways onto the surface of the abutting land. The Board of Public Works is responsible for a developed play area a short dis- tance away. Mr. Welch is of the opinion that the discharge will ' dig furrows in the abutting area and eventually in the play area. A discussion ensued. A plan was suggested whereby two catch basins, plus about 90 feet of 12-inch concrete pipe would be placed in the westerly limits of the graded area with an outlet of about 30 feet of pipe to the bottom of the proposed embankment. The Board of Public Works will request funds to install a manhole and a drain to Stewart Road. Mr. Watt moved that the Board include this item in next year's storm drain appropriation and notify the Com- mittee by letter that the Department is planning to take this action; it was seconded and voted. Read note from Goodall-Sanford regarding their connection to the Reading sanitary sewer. It was Mr. Welch' s suggestion that as only the personal sanitary facilities empty into the sewer, that the usual method of figuring sewer rental would be unfair: Goodall- Sanford is a large user of water. The company is willing to remodel 28 the plumbing and install three additional meters. It was Mr.Welch' s opinion that a rental bill could be issued based on an assumed con- sumption of 50 gallons a day per employee. Mr. Watt moved that the Board of Public Works accept Goodall-Sanford's plan for remodelling the plumbing and install- ing additional meters for the purpose of metering water on which - to base the sewer rental charge; Mr. Brown seconded and it was voted. Mr. Kenney moved, Messrs. Brown and Watt seconded and it was voted to approve the following pole locationst - PUTNAM ROAD - Easterly from Main Street (13 poles) SHADY HILL LANE - Southerly then Southwesterly from Putnam Road (4 poles) SCOUT HILL LANE - Easterly then Southeasterly from Shady Hill Lane (4 poles) Read report from the Superintendent that the Finance Com- mittee had approved, in general, the Board of Public Works Budget. This was accepted as a point of information. Read additional information compiled by the Superintendent in reference to Greenwood Road. Mr. Watt moved the material be accepted as a point of information as .it can be used as basic data on the project; Mr. Brown seconded and the motion carried.
