January 28, 1963
LRegular meeting of the Board of Public Works opened at
7:30 P.M. in Room 16, Municipal Building.
Present were Chairman Hodson, Secretary Watt, Board
Members Brown and Kenney, and Superintendent Welch.
Minutes of the previous meeting read and approved.
Read so-called "Duty Specs" for Sewer System Study re-
quested by the Finance Committee and prepared by Superintendent
Welch. The specifications were accepted by the Board as a point
of information.
Read letter from Jasper D. Stewart, 18 Cherry Lane
Drive regarding delay in commercial dumping at the Town Dump on
Saturdays, and the opening of another face to alleviate the
problem.
Mr. Welch in his comments to the Board stated that it
would not be economically feasible for the Town to operate two
faces of the Dump and that Mr. Stewart has exaggerated the time
loss. A discussion ensued.
Mr. Watt moved that two faces of the Dump be operated
on a trial basis on Saturday for two or three weeks with no
special concession to the commercial dumper; Mr. Kenney seconded
and it was voted.
The Board adjourned temporarily at 8:$0 P.M. to meet
with the Board of Selectmen to discuss the aforementioned situa-
tion and to arrive at a solution.
The Board mawened at 9:10 P.M.

Read letter from C. J. and A. G. Kray dated January
11, 1963 requesting abatement of a Street Betterment Assessment
of $34.28 on property at the corner of Haverhill Street and
Batchelder Road and stating that the value of the property was
decreased by the Street Acceptance. A letter dated January 21,
1963 requesting fill to offset the supposed loss was also read
to the Board.
Mr. Welch explained a sketch and cited the favorable
factors.
Mr. Watt moved the abatement be denied, Mr. Kenney
seconded and the motion carried.
Read letter from the Commonwealth of Massachusetts,
Department of Public Works listing the Chapter 90 Construction
allotments and Chapter 90 Maintenance as follows:

Chapter 90 Maintenance 1,500 1,500 1,$00
Mr. Watt moved the allotments be accepted and that an
attested copy of the Town votes after the Annual Town Meeting be
forwarded to the State; Mr. Brown seconded and the motion car-
ried.
Read letter from Philip Clough, 5 Greenwood Road, re-
garding present condition of said road, work which supposedly
was not done, and his request that the situation be reviewed.
Mr. Welch informed the Board that a total of $1,020.10
had been spent on the project; appropriation was $850.00. Con- ,
struction was delayed for several months awaiting the abutters'
decision on whether or not the bituminous concrete surface was -

acceptable. Part of the work was done late in 1961 to prepare
the road for the winter season, and the balance in 1962. A dis-
cussion followed.
Mr. Watt moved Mr. Clough be advised that the Board
has considered his letter and will take the matter under ad-
visement. Upon the advent of warm weather, the matter will be
checked and the abutters notified of the Board's finding;
Mr. Brown seconded and the motion carried.
The Superintendent presented to the Board Cost Esti-
mate for Acceptance as a Public Way for Prospect Street Exten-
sion. The Board considered the figures.
Mr. Watt moved that the Hearing be held on February
4 to obtain the abutters' reactions; Mr. Kenney seconded and
it was voted.
The Board signed the Payroll and Billroll for the
period January 19 through January 25.
