HomeMy WebLinkAbout1963-01-21 Board of Public Works Minutes January 21, 1963 ' Meeting of the Board of Public Works opened at 7:30 P.M. in the Auditorium of the Community Center, 52 Sanborn Street, Reading. Present were Secretary Watt, Board Members Brown, Florence and Kenney, and Superintendent Welch. Hearing was held on the proposed acceptance as Public Ways under the Betterment Act of the following Private Ways: - HENZIE STREET which runs in an Easterly direction from t e aster y end of the 1930 Acceptance of Henzie Street, a distance of 400.00 feet more or less to a dead end; WENTWORTH ROAD which runs in a Southeasterly direction - rom a ou easterly end of the 1953 Acceptance of Wentworth Road, a distance of 335.00 feet more or less to West (Public) Street. ' Fourteen persons attended the meeting with the voting as follows: - Non- In Favor Opposed Committal Henzie Street 7 - Wentworth Road 5 -The Board convened in Room 16, Municipal Building, where Mr. Hodson joined the meeting. Minutes of the previous meeting read and approved. Mr. Hodson signed Project Request, Chapter 782, Acts of 1962. Funds will be used in conjunction with Chapter 90 Con- struction Funds of $37,200.00 - Total available $65,974.54• Read information prepared by Mr. Welch and sent to George H. Millner, Chairman, Finance Committee, regarding meter costa and new equipment for engineering division. The data was accepted as a point of information. iU The Board discussed the Andover Sick Leave Policy and recommended several changes. Mr. Welch will advise the Personnel Board by letter of the Board of Public Works ' thoughts on the matter. The Board adjourned temporarily at 8:$0 P.M. while Chair- man Hodson, Board Member Watt and Mr. Welch conferred with the Finance Committee. The Board reconvened at 9:40 P.M. William F. Murphy, Chairman, Personnel Board met with the Board and advised that his Board had approved the salary schedule as presented. Read notice from. the Board of Selectmen that Articles for the Warrant for a Special Town Meeting to be held on Monday, February 18, 1963, must be filed in the Selectmen' s Office not later than 9:00 P.M. on Monday, January 28, 1963. Mr. Watt, after meetingrecently with members of the Recreation Committee, requested that permission be granted to the Pee Wee Hockey group to use the hockey rink at Birch Meadow on Saturdays during the skating season from 7:00 A.M. to 9:00 A.M. instead of 7:00 A.M. to 10:00 A.M. Mr. Brown, as previously, questioned the Board of Public Works granting permits for the use of recreational areas. Mr. Welch informed the Board that the By-Law of the Town has established that the Board of Public Works shall grant the permits. Mr. Brown moved, it was seconded and voted that the Recreation Committee, acting as agent for the Public Works, in the future would issue permits for the use of the hockey rink. 11 The Board took up the Acceptance of Streets: - HENZIE STREET - Mr. Kenney moved that the Board recommend acceptance of Henzie (Private) Street as a Public Way under the Betterment Act at the Annual Town Meeting; Mr. Brown seconded and it was voted. WENTWORTH ROAD - Mr. Kenney moved that the Board recommend acceptance o Wentworth (Private) Road as a Public Way under the Betterment Act at the Annual Town Meeting; Mr. Brown seconded and it was voted. Signed the Payroll dated January 25, 1963. It was moved, seconded and voted to continue the meeting in Executive Session. A proposed list of individual salary increases as sub- mitted by the Superintendent and covering the entire department personnel was considered and discussed.
