January 14, 1963
Meeting of the Board of Public Yorks opened at 7:30
P.M. in the Auditorium of the Community Center, 52 Sanborn Street,
Reading.
Present were Chairman Hodson, Secretary Watt, Board
Members Brown, Florence and Kenney, and Superintendent Welch.
Hearing was held on the Proposed Acceptance as Public
Ways under the Betterment Act of the following Private Ways: -
ASH HILL (Private ROAD which runs in a Southwesterly '.
dTrection�om s ut Street, a distance of 1090.00
feet more or less to Maple Ridge (Private ) Road;
TENNYSON (Private CIRCLE which runs in a Southwesterly
BEion rom Tennyaon Road, a distance of 315.00 feet
more or less to a dead end;
- WHITEHALL (Private) TAKE which rune in a Westerly di-
recTion from valon Road, a distance of 740.00 feet
more or less.
Also, concurrent Storm Drain Hearing for Tennyson Circle - refer
to Plan 500-S-111.
Twenty persons attended the Hearing with the voting as
follows: -

Whitehall Lane 3 -The Board convened in Room 16, Municipal Building.
Read note from the Superintendent regarding water bond
issue to be proposed at the Special Town Meeting in February in
' the amount of $320, 000.00
The Board adjourned temporarily at 8:30 P.M. to meet
with the Finance Committee to discuss the 1963 budget.
The Board reconvened at 11:20 P.M.
Minutes of the previous meeting read and approved.
It was moved, seconded and voted to table Article 7
regarding Andover Sick Leave Policy and Article 8 relative to
Making Employees Special Police. Both Articles were tabled un-
til next meeting.
Read note from Stanley W. Boyd, Jr., 109 Oak Street,
requesting sewer frontage reassessment due to a drain easement
ten feet wide through the property, and Mr. Welch's suggestion
that $25.00 be abated.
Mr. Kenney moved that the Superintendents recommenda-
tion be followed; Mr. Brown seconded and the motion carried.
Read note from Mr. Welch with reference to an estimate
of the cost of construction for Prospect Street. It was moved,
seconded and voted to postpone the hearing scheduled for January
21. It will be held February 4, 1963.
Read note from the Superintendent regarding abatement
of two sidewalk assessments at Numbers 21 and 23 Middlesex Avenue
sent in error. Mr. Kenney moved, Mr. Watt seconded and it was
voted to abate the aforementioned assessments.
It was moved, seconded and voted to accept copies of
the proposed Sewer Program as information to the Board.
Read letter from Benjamin E. Nichols requesting permis-
sion to occupy and use the Reading Common on Saturday, February 9,
1963 for the observance of the Boy Scout Anniversary. '
Mr. Kenney moved permission be granted; Mr. Brown
seconded and the motion carried.

Read anonymous letter received from former Town Employ-
ees protesting their displeasure at losing their fobs with the
Department of Public Works.
Mr. Watt moved that the letter be accepted as a point
of information; Mr. Brown seconded and it was voted.
The Board took up the Acceptance of Streets: -
ASH HILL ROAD - Mr. Kenney moved that the Board recom-
mend acceptance of Ash Hill (Private ) Road as a Public
Way under the Betterment Act at the Annual Town Meeting;
Mr. Brown seconded and it was voted.
TENNYSON CIRCLE - Mr. Kenney moved that the Board recom-
mend acceptance of Tennyson (Private) Circle as a Public
Way under the Betterment Act at the Annual Town Meeting;
Mr. Brown seconded and it was voted.
WHITEHALL LANE - Mr. Kenney moved that the Board recom-
mend acceptance of Whitehall (Private) Lane as a Public
' Way under the Betterment Act at the Annual Town Meeting;
Mr. Brown seconded and it was voted.
Signed the Payroll and Billroll for the period from
January 5 through January 11, 1963.
