HomeMy WebLinkAbout1962-11-05 Board of Public Works Minutes 1 ,' 1 November 5, 1962 i` Regular meeting of the Board of Public Works opened at 7:30 P.M. in Room 16, Municipal Building. _ Present were Chairman Hodson, Secretary Watt, Board Members Brown and Kenney, and Superintendent Welch. Minutes of the previous meeting read and approved as amended. The Board adjourned at 7:45 P.M. to meet as the Board of Survey. The Board reconvened at 7:55 P.M. The Board confirmed meeting with the Planning Board on November 19 at 8:00 P.M. to discuss availability of utilities at the Industrial Areas appearing on Map 10 of the Master Plan. LRead note from the Superintendent with reference to the abandonment of the car which was used to make the rounds to the pumping stations because of the necessity to spend about $600.00 for repairs. As a temporary measure, Mr. Welch suggested that Mr. Lousnis be allowed the sum of $7.50 per week and Mr. MacLeod the sum of $3.00 per week for the use of their cars. The two employees have been using their cars for this purpose for the past four or five weeks. Mr. Hodson questioned whether or not both employees carried the proper insurance. It was moved, seconded and voted to place the item on file pending investiga- tion by the Superintendent. t Read letter from the Capital Expenditures Committee F requesting the Board of Public Works to review plans for future capital expenditures and prepare an outline of the Board's thoughts for six years ahead. Mr. Welch will compile information from last year' s Capital Expenditures report for presentation to the Board for �tl approval. The Sewer Program, Water Distribution System and Incinerator will be included. A discussion ensued on the Sewer Program as outlined for the years 1963 to 1968 and acceleration of same. Hearing was held at 8:00 P.M. for the purpose of taking an easement for drainage and sewerage purposes, through private properties on Blueberry (Private ) Lane. No persons attended the hearing. Mr. Brown moved the easement be taken, Mr. Watt seconded and it was voted. (Refer to Plan No. 500-S-109). The Board signed the Order of Taking. The Board adjourned at 8:25 P.M. to meet with the Board of Selectmen for a discussion of Civil Defense. , The Board reconvened at 8:50 P.M. The Board met with Mr. Stanley Perry, factory repre- sentative for Hersey-Sparling Meter Company, who demonstrated the Teleread Remote Meter Reading System. It was agreed that a .flier describing the above will be prepared and mailed to homeowners in early April to ascertain their interest. Read comments of Mr. Welch with reference to the Batchelder land on Franklin Street being used as a temporary play area. Figures of $200.00 for mowing and rolling the two small areas or $1,500.00 for leveling, seeding, etc, the same areas, were quoted by the Superintendent. Mr. Watt moved that the item be tabled until the area has been scrutinized by the Board , on November 10, 1962 at 9:00 o 'clock; it was seconded and voted. 123 Read letter from the School Committee recommending that the operation and care of the new baseball field at Birch Meadow be under the control and care of the Board of Public Works. Mr. Watt moved the Board of Public Works notify the School Committee that it will accept the care and maintenance of the new baseball field at Birch Meadow and is prepared to submit a budget item to provide same; Mr. Kenney seconded and it was voted. Read letter from Fay, Spofford & Thorndike, Inc, stating that an appropriation within $3,000.00 to $$,000.00 should suf- fice for study as to whether or not to construct an incinerator. Mr. Welch informed the Board that he had conversed with Frank Heaney of Camp, Dresser & McKee. Mr. Kenney moved that the item regarding the study of � incineration be tabled until information is received from Camp, Dresser & McKee; it was seconded and voted. Mr. Kenney moved that the report on the John Street Dump be tabled until a full Board is present; it was seconded and voted.
