October 29, 1962
Regular meeting of the Board of Public Works opened
at 7:30 P.M. in Room 16, Municipal Building.
Present were Secretary Watt, Board Members Brown,
Florence and Kenney, and Superintendent Welch.
Mr. Watt acted as Chairman in the absence of Mr. Hod-
son; Mr. Florence acted as Secretary.
Minutes of the previous meeting read and approved.
A delegation of abuttors on Summer Avenue from Brook
Street to Bear Hill Road appeared before the Board protesting
condition of the road. Mr. Welch informed the group that the
road would be resurfaced temporarily with gravel, graded and
oil treated.

11 8:00 P.M.
The Board reconvened at 8:20 P.M.
Read note from the Superintendent regarding "Tele-Read",
a device which has been developed for remote reading of water
meters. Mr. Kenney moved that the salesmen be invited to demon-
strate the device at a meeting of the Board, Mr. Brown seconded
and it was voted.
It was moved, seconded and voted to remove from the
table the item of the "Duty Specs" on the incinerator. It was
agreed that the Board should request an appropriation from the
Town for a study as to whether or not an incinerator should be
Lconstructed in Reading.

Mr. Brown moved that Fay, Spofford & Thorndike and
Camp, Dresser & McKee be requested to furnish an estimate of the
cost of a study as described above. This will enable the Board
to arrive at a cost estimate to present to the Town Meeting. The
estimate will be based on the two firms ' experience in this field
and the so-called "Duty Specs" prepared by the Board of Public
Works.
Read copy of notice in regard to removing caps from
cleanouts as prepared by Messrs. Brown and Welch. Mr. Brown
moved that the two notices be consolidated and copy sent to each
homeowner with a sewer house connection; Mr. Kenney seconded and
it was voted.
Read note from Mr. Welch regarding the meeting which
would normally be held on Monday Evening, November 12. As
Armistice Day will be celebrated on that date, Mr. Kenney moved,
Mr. Florence seconded and it was voted to hold a meeting on
Thursday, November 15.
Read comments of the Superintendent with reference to
the issuance of new permits at the dump and the enforcement of
the regulations. A discussion ensued regarding inclusion in the
Board of Public Works budget of an amount to cover police pro-
tection on the several Public Works projects.
Mr. Florence moved that the Board request the Selectmen
to assign police to the dump gate for 12 hours each day and that
the police follow instructions on checking to be given by the
Board of Public Works. The new routine will start Wednesday, '
November 7, and extend to November 27, 1962; Mr. Brown seconded
and the motion carried.

Read mete from the Recreation Committee recommending
that the Board of Public Works develop a neighborhood play area
on the Franklin Street land owned by the Town of Reading and that
the item be included in the Board of Public Works 1963 budget.
The area would not be used for baseball or any competitive games.
Mr. Brown moved that an estimate be prepared and the Recreation
Committee be contacted; Mr. Kenney seconded and it was voted.
Read letter from Planning Board in regard to utilities
in the vicinity of the five proposed Industrial Areas and Zoning
changes; also Mr. Welchts comments in relation thereto.
Mr. Brown moved that the data previously sent to the
Industrial Sites Committee be edited and sent to the Planning
Board; also that the Board be invited to confer with the Board
of Public Works on November 1$, 1962; Mr. Kenney seconded and
the motion carried.
Mr. Brown moved, Mr. Florence seconded and it was voted
to table for one week the report on the John Street Dump.

It was moved, seconded and voted to go into Executive
Session.
Conferred with Town Counsel Killen relative to several
matters of legal and financial import.
Considered list of recommended salary increases sub-
mitted by Superintendent Welch.
It was moved, seconded and voted to approve the pro-
6" posed list of salary increases and submit them to the Personnel

Board for approval.
Meeting adjourned at 11:15 P.M.
