October 8, 1962
Regular meeting of the Board of Public Works opened at
7:30 P.M. in Room 16, Municipal Building.
Present were Chairman Hodson, Secretary Watt, Board
Members Brown, Florence and Kenney, and Superintendent Welch.
Minutes of the previous meeting read and approved.
The Board adjourned at 7:40 P.M. to the Selectmen's
Office to confer with the Personnel Board to discuss sick leave
policy.
The Board reconvened at 8:50 P.M.
Mr. Watt moved that any information which is received
in regard to the sick leave policy be duplicated and mailed to
the respective members for study. It was seconded and the mo-
tion carried.
Mr. J. F. Springfield, 8 Milton Road, presented to the
Board a declaration stating that the lack of sewerage on Milton
Road is a general nuisance and a menace to the health and well-
being of the neighborhood and that the situation should be cor-
rected by the Town immediately. The declaration was signed by
seven abuttors of Milton Road, two residents of Howard Street
and four residents of County Road.
Mr. Springfield informed the Board that his problem
was an emergency and requested that an article be placed on the
warrant asking for an appropriation to install sewer in Milton
Road. Mr. Springfield was advised that due to the way the pro-
gram is set up, and in fairness to other citizens with similar

problems, the Board of Public Works cannot do anything on Milton
Road at this time or in the immediate future, in terms of one or
two years, because of the many pressing cases on file.
Mr. Brown moved that the declaration be turned over to
Kenneth Shaw, Agent for the Board of Health, and request that an
investigation be made of Mr. Springfieldfs sanitary facilities to
see what improvements, if any, might be made to his system; Mr.
Kenney seconded and the motion carried.
Read note from the Superintendent regarding a meeting
on Monday, October 22, 1962. Mr. Florence moved that no meeting
be held that evening. Board Members will attend the Special Town
Meeting. It was seconded and voted.
Read note from the Superintendent on the recent Depart-
ment Report on Water Distribution. The Board discussed briefly
the possibility of driving new test wells, and various segments
of the report. Mr. Florence moved the Water Distribution Report
be tabled for one week for further study; it was seconded and
voted.
Read comments from the Superintendent on the study of
possible automation of the various parts of the Water System,with
particular regard to the supervisory controls. Mr. Welch sug-
gested that an alarm center (consisting of a panel board) be
situated in a location which is manned 24 hours a day; such as
(1) Municipal Light Plant on Ash Street; (2) Police Station; and
(3) Fire Station.
Mr. Watt moved that the Board contact the Light Depart-
ment according to the Superintendent' s recommendation, ascertain
if the Plant is manned 24 hours a day, and if these facilities
r can be installed; Messrs. Florence and Brown seconded and the
motion carried.
Read list of bids, opened October 4, on trucks, based
on a six-in-line gasoline powered engine, and Mr. Welch's com-
ments. The bids follow -
Mack Trucks $6,442.00
White Motor Co. 6,870.00
Mr. Brown moved the bid be awarded to Mack Trucks, low bidder,
in the amount of $6,41}2.00; Mr. Kenney seconded and the motion
carried.
Read note from Mr. Welch regarding work on the New
Filter Plant. It was moved, seconded and voted to accept the
_ data as a point of information.
Read report from the Superintendent on the heavy rain-
storm of October 6 and 7, 1962, and his recommendations. An
article will be inserted in the warrant of October 22 to cover
additional expenses incurred. A short discussion ensued on the
purchasing of additional pumps capable of pumping cellars and
large pumps capable of pumping fields. No action was taken. It
was suggested that the people of Reading be advised of the con-
sequences if the sewer clean-out caps are removed without author-
ity from the Board of Public Works.
Mr. John Hogan of Summer Avenue appeared before the
Board and voiced his concern regarding the sewage which was
pumped into the Aberjona River during the severe storm. He was
assured that all necessary precautions were taken by the Town to
prevent the possibility of spreading disease.

General Laws, Chapter 80, as amended by Chapter 63 of
the Acte of 1933, hereby certify that the list herewith
contains the names of persons against whom we have made
betterment assessments, together with the location of
the land benefited by the improvement and the nature and
amount of such betterment assessment.
And such list Is certified to you for the pur-
pose of committing the same to the Tax Collector, as
provided by law.
