HomeMy WebLinkAbout1962-10-01 Board of Public Works Minutes 105 October 1, 1962 LRegular meeting of the Board of Public Works opened at 7:30 P.M. in Room 16, Municipal Building. Present were Chairman Hodson, Secretary Watt, Board Members Brown, Florence and Kenney and Superintendent Welch. Minutes of the previous meeting read and approved. Public hearing was held at 7:45 P.M. regarding the pro- posed location of one New England Telephone & Telegraph Company and Reading Municipal Light Department jointly-owned pole (steel stub for guying ) on Summer Avenue easterly side, approximately 125 feet northerly from Fairview Avenue. Robert Dunn, representing the New England Telephone & Telegraph Company and Joseph F. Cavazzani, 294 Summer Avenue at- ( tended the meeting. p` It was moved, seconded and voted to approve the request as outlined above. Read petition signed by 14 abuttors requesting installa- tion of a Bituminous Concrete sidewalk on the southerly side of Temple Street from #22 to #66 inclusive. The suggestion was made that if a hearing is held, sloped curbing should be included with the sidewalk. Mr. Kenney moved, Mr. Brown seconded and it was voted to hold a hearing on the installation of sidewalks and sloped curbing on the southerly side of Temple Street from #22 to #66 inclusive. Read letter from Ray Fregeau, President, Reading Cham- bar of Commerce requesting permission to close Sanborn Street from Lowell to Woburn Street to traffic 10:30 A.M. to 3:30 P.M. , ros Friday, October 19, and between 10:00 A.M. to 1:00 P.M. , Saturday, October 20; and use of the Common for a display on Driver Safety the week of October 15-20. The Chamber, in conjunction with the Registry of Motor Vehicles, is sponsoring Drivers ' Safety Leek. Mr. Brown moved the request be granted subject to clean- up of. the respective areas, Mr. Florence seconded and it was voted. Hearing was held at 8:00 P.M. regarding the proposed ex- tension of gas main, as requested by the Mystic Valley Gas Company in the following location: MELBOURNE AVENUE - Easterly from Summer Avenue, a distance of 875.00 feet more or less. Louis Stockwell, representing the Mystic Valley Gas Company, at- tended the meeting. Mr. Brown moved, Mr. Florence seconded and it was voted to grant permission to the Gas Company to extend the gas main. The Board adjourned temporarily at 8:15 P.M. to meet as the Board of Survey. The Board reconvened at 8:25 P.M. The Board discussed in detail the Reading Dump and incin- eration. Mr. Florence reported on his conference with Mr. Callahan of Stoneham in regard to that Town using Reading Dump on a rental basis. Mr. Florence indicated to the Board the kind" and amount of rubbish to be delivered to the Reading Dump in the event permission is granted to the Town of Stoneham to use the dump. Mr. Callahan also confirmed interest in a joint venture in incineration. The Board held a discourse on the type of rubbish which should be excluded from the Dump, such as tree stumps, furniture, debris from demolition of buildings, etc . ; also possible areas for the dumping of such materials. 107 Mr. Florence moved Mr. Callahan of the Town of Stoneham Lbe notified that the Board of Public Works is including in its 1963 budget a request for an appropriation to make a study to de- termine size and location of an incinerator for the Town of Read- ing; it was seconded and the motion carried. Mr. Florence also stated that he had conferred with officials of Goodall-Sanford who reported a definite interest in a Town-owned incinerator. The firm is in the process of compiling statistics on the type of material and the amount of rubbish to be burned on a monthly basis. Mr. Watt moved as long as Reading uses sanitary fill, that no outside communities be allowed to deposit rubbish in the F Town Dump;. Mr. Kenney seconded and it was voted. Mr. Callahan [` will be so notified. It was recommended that a one-page "Duty Spec" be pre- pared which will aid the Board in arriving at a figure to be presented to the Town Meeting for a study on incineration. Mr. Florence recommended that visits be made to the Winchester and Marblehead incinerators in the near future to ascertain if either design would meet the requirements of the Town of Reading.
