May 21, 1962
Regular meeting of the Board of Public Works opened
at 7:30 P.M. in Room 16, Municipal Building.
Present were Chairman Hodson, Secretary Watt, Board
Members Brown and Kenney, and Superintendent Welch.
Records of the previous meeting read and approved.
Read letter from Samuel Winetsky in behalf of Jacob
Zeytoonian, 72 Main Street, Reading, requesting a hearing re-
garding change of name of Jacob Way to Addison-Wesley Road.
The Zeytoonian Family objects to the change of nams .
Mr. Watt moved that a hearing be held on the proposed
change of name, Mr. Kenney seconded and it was voted.
Read letter to Mr. Bogren under date of May 15 author-
izing, the cutting of holes between the existing clear water
basin and the new clear water basins at 8:00 A.M. on Thursday,
May 17. Letter was written to Mr. Bogren by the Superintendent.
Mr. Watt moved the letter be accepted as a point of
information, Mr. Kenney seconded and it was voted.
Mr. Kenney left at this point to attend a meeting of
the School Building Study Committee.
The Board met with a delegation from the American
Legion who requested. the use of a playground, preferably Birch
Meadow, July 12, 13 or 14 in order to hold a circus. Mr. Watt
moved the request be taken under advisement; it was seconded
and voted.
Hearing was held at 8:00 P.M. regarding the construe-
.� tion under the Betterment Act of a Bituminous Concrete sidewalk
on the Easterly side of Pearl Street from Charles Street to
Wakefield Street.
Twenty persons attended the hearing. Mr. Welch
answered technical questions. A discussion followed. Mr.
Stanley Robinson, 273 Pearl Street, stated his personal reasons
for being against installation of the sidewalk in front of his
property.
The Chairman polled the abuttors, with the voting as
follows: - In favor 9, opposed 5.
Mr. Brown moved that no action be taken on installa-
tion of the Pearl Street sidewalk until such time as there is a
full Board in session; Mr. Watt seconded and it was voted.
Hearing was held at 8:30 P.M. regarding the construc-
tion under the Betterment Act of a Bituminous Concrete sidewalk '
on the Northerly and Southerly side of Middlesex Avenue in var-
ious locations between Lowell Street and High Street.
Ten persons attended the meeting. Mr. Welch explained
the technical details. Two persons expressed the desire for
granolithic sidewalks to conform with abutting sidewalks. It
was agreed that if the majority of the abuttors wished granolithic
sidewalks, it would be refigured and another hearing held.
Mr. Hodson polled those present. Voting we as follows:
Granolithic - In favor - 3
Bituminous Concrete - In favor - 2, opposed - 1
Bituminous Concrete (with curb stones ) -
In favor - 1, Non-committal - 1
Mr. Brown moved, Mr. Watt seconded and it was voted to table the
item of installation of sidewalks on Middlesex Avenue for one
week.

Read note from Mr. Welch regarding alleged sewer con-
nection at Goodall-Sanford and letter from T. J. Sullivan, Chief
Engineer, advising that no sewer installation had been. made. Mr.
Welch in his memorandum to the Board stated that during the past
winter the main outfall sewer from Brook to John Street had been
cleaned and although conditions are not too good, they are not as
bad as had been supposed. It would, therefore, be possible to
approve the connection with less worry of overloading the sewer.
Mr. Watt moved that a letter be written advising Goodall-
Sanford that the Department would be pleased to discuss the problem
of entering the sewer and express our regret in sending them a let-
ter in regard to the sewer rental bills; Mr. Brown seconded and it
was voted.
Mr. Welch presented to the Board, plan showing the present
industrial area, the proposed industrial area, Town-owned land,etc.,
between Ash and Salem Streets. Mr. Watt moved that it be accepted
as information to the Industrial Board; Mr. Brown seconded and it
was voted.
Read note from the Superintendent regarding insurance on
Water Department properties. Mr. Watt moved the item be tabled
for one week; Mr. Brown seconded and the motion carried.
Read note from Mr. Welch in relation to bids on a Catch
Basin Cleaning Machine. Mr. Welch recommended the purchase of a
Stedt Catch Basin Cleaning Machine from Casey & Dupuis, low bidder,
iF at a price of $2,690.00. Mr. Brown moved that the purchase be
[ made from the low bidder, Casey & Dupuis, as recommended by the
i• Superintendent; Mr. Watt seconded and it was voted.

I Read note from the Superintendent with reference to bids
on a Track-laying Tractor and Bulldozer as follows: -
1. Allis-Chalmers $10,998.50
2. H. F. Davis 11,700.00
3. Caterpillar 13,085.94
4. International 13,800.00
5. case 16,000.00
Mr. Brown moved that the Board follow the Superintendent' s recom-
mendation and purchase the Allis-Chalmers Tractor at the net bid
price of $10,998.50; Mr. Watt seconded and it was voted.
Read Mr. Welch's comments in relation to the bidders
on the Wheel-type Tractor with front-end bucket. The bids follow:
Trojan $9,521.82
Hough 10,505.60
Case 12,020.00
Caterpillar 12,467.56
International 13,000.00
Mr. Watt moved that the bid on the Hough Tractor be accepted in
the amount of $10,505.60; Mr. Brown seconded and the motion
carried.
It was moved by Mr. Brown, seconded by Mr. Watt and
voted that Item #12 on the Agenda in regard to the name plaque
for the Treatment Plant be tabled for Suture consideration.
Mr. Hodson read comments by Mr. Welch regarding cold
patch which was purchased from Essex Bituminous Corporation of
Peabody, low bidder. Because of the poor quality, the product is
now being purchased from Warren Bros. of Saugus. This data was
accepted as information to the Board.
Read note from Lyman E. Pratt, 48 Salem Street,Reading,
regarding maintenance of a portion of Memorial Park. no--action
-wits ken. Referred to Superintendent and proper action will be
taken.
