April 16, 1962
Regular meeting of the Board of Public Works opened at
7:30 P.M. in Room 16, Municipal Building.
Present were Chairman Hodson, Secretary Watt, Board
Members Brown, Florence and Kenney, and Superintendent Welch.
Minutes of the previous meeting read and approved as
amended.
Read letter from T. C. Chandler, 94 Middlesex Avenue,
regarding the condition of his sidewalk, and Mr. Welchts recom-
mendation that a hearing be held to propose the installation of
Bituminous Concrete sidewalks on Middlesex Avenue between Lowell
Street and High Street, wherever dirt sidewalks now exist.
Mr. Florence moved that Mr. Welchts recommendation be
followed and a hearing scheduled; Mr. Kenney seconded and it was
voted.
Read letter from Mrs. Ernest Schmidt, 23 Berkeley
Street, requesting permission to hang a banner across Woburn
Street at Summer Avenue, shortly after the first of May for about
two weeks to advertise a fair to be held by the Unitarian Church
on May 19.
Mr. Watt moved that permission be granted provided the
necessary public liability and property damage insurance is ob-
tained and that the clearance for vehicular traffic is at least
16 feet above the surface of the street; Mr. Brown seconded and
it was voted.
Read report from Mr. Welch on the Arlington Dump. A
discussion followed. It was agreed to make the following pro-

posal to the Selectmen at the ,joint meeting to be held relative
to the Dump: -
1. Request that they institute the set of fees that
both Boards have been discussing and issue permits
and decals.
2. Assign police - probably Special Police - to gate at
Dump for six or eight weeks to (a) exclude non- -
residents, (b) direct traffic to proper part of Dump,
(c) prohibit dumping on Mondays, (d) prohibit dumping
outside confines of Dump, and (e ) check materials in

trucks and where it came from.
3. - Board of Public Works will (a) close off one gate at
Dump, (b) erect barriers to better direct traffic, and
(c) start work on roadway, bank cover, fence erection
and tree planting as soon as possible.
4. I£ these things are done, the Board of Public Works
feels that the Dump will be better operated and it may
be possible to continue to accept logs, stumps, boul-
ders, building materials, etc. , at least on a trial
basis for two or three months.
The Board adjourned to meet with the Board of Select-
men at 8:45 P.M. to present the above-mentioned proposal.
The Board reconvened in Room 16 at 9:05 P.M. It was
reported that the Selectmen had taken the proposal as recom-
mended by the Board of Public Works under advisement .
The Board signed the 1962 Sewer Contract which had ,
been awarded to Prank Reego & Sons of Winchester in the amount
of $92,430.60.
Read letter from Donald Gallant, Manager, Reading Town
Team, requesting that the team be permitted to use Washington Park
Thursday and Friday evenings as in prior years.
Mr. Watt moved that permission be granted but that the
Board reserve the right to cancel any specific date should the
occasion arise, when in the opinion of the Board it is deemed
necessary to do so. It was seconded and the motion carried.
Read note from Garth P. Scott, 64 Lawrence Road, re-
questing a hearing before the Board of Public Works for a com-
plete explanation of two particular items on his house connec-
tion bill: -
1. 18 1/2 hours use of a two-ton truck
2. 81 hours of labor when machinery was used in con-
junction withman-hours
Mr. Watt moved that the Board grant Mr. Scott 's request
for a hearing; Mr. Brown seconded and it was voted. Mr. Scott
will be invited to confer with the Board April 30 at 8:00 P.M.
Mr. Brown requested that copies be made of all correspondence
with Mr. Scott in regard to the above.
Read letter from Mrs. Barbara B. Chapin, 147 Bancroft
Avenue, in behalf of the Reading Senior Girl Scouts requesting
permission to close off Salem Street in front of the Methodist
Church on May 12 in order to hold an auction.
Mr. Brown moved that permission be granted to block off
Salem Street from Lowell to Main Street from 9:00 A.M. to 4:00
j P.M. ; it was seconded and voted.
Read note from the Superintendent regarding an allotment
in the Highway Maintenance budget of $6,000.00 for the recovering

of streets with Bituminous Concrete.
Mr. Florence moved that the following streets be re- r
covered: -
1. Sanborn St. - Lowell St, to Haven St. $2000.00
2. Linden St. - Lowell St. to Woburn St. 1000.00
3. Forest Glen Rd. - Main St. to Pearl St. 1000.00
4. Lincoln St. - Washington St, to Woburn St. 2000.00
Total $6000.00
As an alternate, if the estimates are too conservative -
1. Bancroft Ave. - Woburn St, to Middlesex Ave. 1400.00
Mr. Brown seconded and it was voted.
Mr. Watt requested that the item of "Unaccounted-For
Survey" be taken off the table for discussion.
Mr. Watt moved that the Board take no action. The
Board will not accept their proposal and the suggestion was made
to the Superintendent that he assign a qualified employee in the
Board of Public Works to learn waste disposal and dump operations;
Mr. Brown seconded and it was voted.
Signed the Payroll and Billroll for the period April 8
through April 14, 1962.

General Laws, Chapter 80, as amended by Chapter 63 of
the Acts of 1933, hereby certify that the list herewith
contains the names of persons against whom we have made
Mbetterment assessments, together with the location of
the land benefited by the improvement and the nature and
amount of such betterment assessment.
And such list is certified to you for the pur-
pose of committing the same to the Tax Collector, as
provided by law.
