April 9, 1962
Regular meeting of the Board of Public Works was held
Monday evening at 7:30 P.M. in Room 16, Municipal Building.
Present were Chairman Hodson, Secretary Watt, Board
Members Brown and Kenney, and Superintendent Welch. .
Minutes of the previous meeting read and approved.
Mr. Watt reported that the Recreation Committee met
April 4 and will authorize the Board of Public Works to proceed
with the preparation of the boards for the hockey rink. If it is
impossible for Public Works personnel to accomplish the work by a
specified date, this Board will contract to have the work done.
Reference was made to the condition of the field opposite the
Arthur Coolidge Junior High School which is under the authority of
the School Committee. It was requested that the bottoms of both
wading pools be painted. blue.
Public Hearing was held at 7:45 P.M. regarding the pro-
posed extension of the Main Trunk Sanitary Sewer in Sanborn Street
from Lowell Street to #60-62 Sanborn Street. Mr. Julian Sousa at-
tended the meeting and voted in favor.
The Board conferred with the three low bidders on the
1962 Sanitary Sewer Contract as follows: -
8:00 P.M. - First bidder - Frank Reego & Sons, Inc.-
Gerald D. Errico, General Manager
8:30 P.M. - Second bidder - Avon Construction Co. , Inc. -
Armando DiPlacido, President
Pasquale DiMascio, Treasurer
9:00 P.M. - Third bidder - Cannavino & Shea
The Board reviewed information regarding previous sewer
Ir, contracts, manpower and equipment to be used, and financial state-
ments submitted by each contractor.

The Board was advised by each contractor that he under-
stood clearly the conditions in the contract and the specifica-
tions; also that the work required could be accomplished by the com-
pletion date. A discussion ensued regarding the qualifications.
Mr. Watt moved that the Board of Public Works award the
1962 Sanitary Sewer Contract to the lowest bidder - Frank Reego &
Sons of Winchester in the amount of $92,430.60; Mr. _Brown seconded
and it was voted.
The Board took action on the installation of the Sanitary
Sewer in Sanborn Street. Mr. Brown moved that the Sanitary Sewer
be installed in Sanborn Street from Lowell Street to #60-62 Sanborn
Street; it was seconded and voted.
Read note from the Superintendent listing action taken
on various Dump items referred to the Board. of Selectmen by the
Board of Public Works. A discussion followed. A joint meeting '
will be held April 16 at 8:00 P.M. with the Board of Selectmen to
clarify certain points and to ascertain what further action the
Board of Selectmen would like the Board of Public Works to take to
better the Dump situation.
Conference was held with Paul Dube ' , 1$0 West Street re-
garding drainage situation in the rear of his property. Mr. Dube '
was assured that a survey would be made of the area and if man-
power is available, a crew is to be assigned to cleaning many exist-
ing drainage ditches and the ditch he refers to will be included.
Read request from Mrs. John Richards, 18 Shelby Road in
behalf of the Unitarian Church for permission to close off Summer
Avenue from Woburn Street to Temple Street from 9:00 A.M. to 4:00 ,
P.M. on May 19 in order to hold a Church Fair. Mr. Watt moved,
Mr. Kenney seconded and it was voted to approve the request.

Item #8 on the Agenda regarding conditions at Revay Pump-
ing Station was placed on file. Action presumably will be taken by
the Board of Selectmen.
Read two letters from Edson F. White, Executive Vice Pres-
ident, °Unacoounted-For" Survey Engineering Corporation, Reading,
regarding dump operations and Mr. Welch's comments thereto. The
points mentioned were Sanitary Land Fill Area Feasibility Study,
Establishment of Operational Filling Progr7m and Ou line of Future

4keasnd t was suggested by Mr. Watt that
possibly a responsible Public Works employee could be trained to be-
come an expert on waste disposal.
Mr. Welch submitted a list of nearby incinerators which
could be visited. Mr. Welch agreed to visit the Dump operated by
the Town of Arlington with other Board of Public Works employees.
Mr. Watt moved that the Dump situation be tabled for con-
sideration at the next meeting; Mr. Kenney seconded and it was voted.
The Chairman appointed Mr. Kenney to the School Building
Study Committee, Mr. Watt to the Recreation Committee and Mr.Florence
to head the Incinerator Study Committee.
The Board signed the following: -
Orders of Taking and Linen Plans for the 1962 Street Betterments
Order of Taking for Sewer Easement - Charles R. and Christine
P. Swett, Puritan Road
Payroll and Billroll for the period April 1 through April 7,1962
