April 2, 1962
Regular meeting of the Board of Public Works was held at
a 7:30 P.M. in Room 16, Municipal Building.
Present were Chairman Hodson, Secretary Watt, Board Mem-
bers Brown, Florence and Kenney, and Superintendent Welch.
Records of previous meeting read and approved.
Mr. Brown moved that Mr. Welch be reappointed as Super-
intendent for a period of one year; Mr. Kenneyseconded and it
was voted. -
Read note from the Superintendent giving a few facts
about the Winchester Incinerator.
Mr. Hodson read copy of a letter which the Selectmen had
received from the State Department of Public Works about debris
from the Dump blowing onto a ramp of Route 128. A general discus-
sion of the conditions at the Dump and possible rubbish disposal
methods ensued.
Mr. Florence moved that the Board act as a Committee to
investigate the advisability of incineration as a method of dispo-
sal; Mr. Kenney seconded the motion and it was voted.
Mr. Watt moved that a list of incinerators be prepared
and that the Board visit same; Mr. Florence seconded the motion
and it was voted. -
After a thorough discussion, Mr. Watt made the following
motion; Mr. Florence seconded and it was voted: -
1. That the Selectmen be requested to establish a rule
that the Dump be closed on Mondays.
2. That the Selectmen be requested to establish a set of
'` fees for users of the Dump.

3. That the Selectmen establish a rule that no tree stumps,
no large limbs and no materials from the demolition of
buildings be deposited in the Dump
!}. That the Selectmen have the police make a check on users
of the Dump to see if non-residents are using the Dump.
5. That about 300 feet of chicken wire fence be erected
along the southerly property line of the Dump.
6. That dumping be confined to as small a space as possible.
7. That the southerly bank of the Dump be covered with fill.
8. That trees be planted along the southerly property line
of the Dump.
9. Build gravel roadway to face of Dump. -
10. Clean up around ramp of Route 128 after permission for
entry is received from State Department of Public Works.
This is a one-shot clean up.
11. That all salvaging at the Dump be eliminated.
Read note from Superintendent relative to request of Mrs.
Huebel of 405 Franklin Street for an abatement on her Street Bet- '
terment Assessment for the construction of William Road.
Mr. Watt moved that she be granted an abatement equal
percentagewise to the widow's abatement granted on her real estate
taxes; Mr. Brown seconded and it was voted.
Considered list of street names which sound similar and
whether or not to attempt to change them.
The Board voted to place the matter on file pending an
official complaint.
Read report from Superintendent relative to results ob-
tained from analysis of water distribution system on the McIlroy
Analyzer at Tufts College. The material was accepted as informa-
tion. '
Considered requisition from Weston & Sampson for payment
to James Construction Company for work at Water Treatment Plant.

Discussed payment requested and progress of work at
plant.
Mr. Brown moved that payment be made to James Construc-
tion Company as proposed by Weston & Sampson; Mr. Florence seconded
the motion and it was voted.
Mr. Florence moved that a letter be sent to Mr. Bogren
of Weston & Sampson stating (1) that the payment was being made
solely because of the recommendation of Mr. Bogren, (2) that cer-
tain basic items about the construction of the plant and the speed
of the project are not satisfactory, and (3) requesting a firm
date for completion to the point of using the new filters; Mr.
Brown seconded the motion and it was voted.
Read note from Superintendent stating that Mr. and Mrs.
Charles Swett of 14 Puritan Road have agreed to grant a sewer
easement to the Town and have signed the necessary legal papers.
This was placed on file as information.
Considered letters for use of Park play areas from
School Athletic and Pony League. Mr. Watt moved to grant the re-
quests except for Saturday afternoons to the Pony League. Satur-
day afternoons are to be for general use.
Considered a list of the three low bidders on the 1962
sewer construction project.
Bidders are:
Frank Reego & Sons - Winchester $92,430.60
Avon Construction Co. - Boston 93,860.55
Cannavino & Shea - Leominster 104,432.95
Superintendent reported that these bidders had been requested to

forward information to the Board and have been invited to confer
with the Board on the evening of April. 9, 1962.
Mr. Watt reported on a meeting of the Recreation Com-
mittee and stated that they request that play equipment be
painted with gay colors instead of aluminum and that the inter-
iors of wading pools be painted blue instead of unpainted cement
mortar.
Superintendent submitted copy of advertisement which
will appear in Chronicle April 5 and April 12. Advertisement is
for applicants as laborers, equipment operators, etc.
