March 12, 1962
Regular meeting of the Board of Public Works opened at
7:30 P.M. in Room 16, Municipal Building.
r. Present were Messrs. Florence, Hodson, Watt, Brown and
Kenney and Superintendent Welch.
Mr. Florence moved that the Superintendent be elected
Chairman Pro Tem for Board organization; Mr. Watt seconded and it
was voted.
Mr. Hodson moved the Board elect a Chairman by secret
ballot; Mr. Brown seconded andthe motion carried. Voting was as
follows: - Hodson - 3, Watt - 1, Florence - 1.
Mr. Florence moved the Board elect a Secretary by secret
ballot; Mr. Watt seconded and the motion carried. Mr. Watt was
unanimously elected Secretary.
Minutes of the previous meeting read and approved as
amended.
Chairman read note from the Superintendent which stated
that as of March 19, 1962, all payrolls will be machine prepared
and all budget accounting will be placed on an encumbered basis as
well as on a cash basis. Mr. Watt moved the data be accepted as
information to the Board; it was seconded and voted.
Read report of the drainage system in the area of Har-
vard and Lowell Streets which showed all facilities to be of ade-
quate size and capacity. Mr. Welch listed three possible cor-
rective measures which could be done by the owners.
Mr. Watt moved that the residents be advised in writing
of the findings of the Boards study, and if enough interest is
shown, a meeting will be held at a later date and the situation
discussed at that time; Mr. Brown seconded and the motion carried.
Chairman read report on the surface water conditions
near the corner of Brook Street and Summer Avenue . A discussion
followed. Mr. Watt moved that the Board accept the data as in-

formation and that the abuttors be advised of the findings; Mr.
Florence seconded and it was voted.
Read letter from Guy C. Lentini, 8 Gladstone Street,
East Boston, regarding drainage condition at Lot #216 West Street
and his request that he be allowed to connect to the public storm
drain in West Street this Spring. Mr. Welch suggested that the
request be approved subject to the usual provisions and that a
clean-out manhole be placed in the line where the pipes join at
the Southwesterly corner of the house.
Mr. Brown moved that the request be approved subject to
the usual provisions and that a clean-out manhole be used as
recommended by the Superintendent; it was seconded and voted.
Read letter from Garth B. Scott, 64 Lawrence Road,Read-
ing, expressing his disapproval of the bill which he received, in
the amount of $274.33, for installation of sewer house connection
on his property and his refusal to pay said bill in its entirety
until some explanation is made as to why the work was not done �.
with his interests in mind. Mr. Welch's comments in relation
thereto were read to the Board.
Mr.. Florence moved that no abatement be granted and Mr.
Scott be notified to this effect; Mr. Watt seconded and it was
voted.
Read note from Superintendent regarding request from Mrs.
Honors, Huebel, 405 Franklin Street, for an abatement on the Street
Betterment Assessment in the amount of $220.96, placed against her
property because of the construction of William Road. Her request
was based on two primary factors: - First, she is a widow living
with her unmarried daughter; second, the property does not have
a driveway off William Road. The Board was advised that widows
are allowed abatements on real estate taxes and it is not unusual �.
in relation to betterments. Mr. Florence moved that an abatement
of $110.00 be granted; Mr. Brown seconded. A discussion followed.
Mr. Kenney moved that the item be tabled for further consideration;
it was seconded and the motion carried.
Read note from the Superintendent regarding the annual
vacation period for the majority of the employees; namely, July 14
to July 29, 1962. Mr. Watt moved Mr. WelchIs recommendation be fol-
lowed, and that requests of employees receiving in excess of two
weeks be granted within reason but the final decision rests with the
Superintendent; Mr. Florence seconded and the motion carried.
Mr. Hodson read note from Mr. Welch regarding his confer-
ence with Messrs. Bogren, McGlame, Mullaney and Zolli on March 7
and his comments thereto. Mr. Welch presented to the Board letter
which had been sent to Mr. Bogren containing resume' of dollar value
of work still to be done by James Construction Company at the Water
Treatment Plant as of March 1, 1962. This was accepted as informa-
tion to the Board until such time as. the Board receives a reply
r. from Weston & Sampson.
Mr. Welch stated that if Mr. Bogren sends back the requi-
sition approved, the Town is obligated to pay. Mr. Welch suggested
if the requisition is approved, return it to Mr. Bogren and advise
him that the Board wishes a letter stating that he specifically ap-
proves the payment item by item and he authorizes and directs that
it be paid. Referring to the meeting held on March 7, it was stated
that Mr. Bogren had violated the intention of the agreement which
was a matter of public record by bringing the contractor and Super-
intendent Zolli with him; he agreed to approach a differential of 10%,
which turned out to be 13%. Also, Mr. Bogren spent about one-half
hour at the plant and when informed by Mr. Davis of some alleged er-
rors, waved them off as minor matters.
A discussion followed. Mr. Watt moved that the Board meet
Friday, March 16, with Mr. Bogren only upon receipt of his letter to

Mr. Welch on the Estimates; it was seconded and voted.
Read note from Mr. Welch regarding the refusal of Mr.
and Mrs. Charles Swett of Puritan Road to grant the original sewer
and drainage easement as requested by the Board unless certain con-
cessions were made as follows: (1) Follow the property lines, and
(2) no frontage assessment is placed against the property. Mr. Watt
moved that the Board accept the counter proposal in the best inter-
ests of the abuttors; Mr. Kenney seconded and the motion carried.
Read note from the Superintendent that consideration be
given to closing the Dump on windy days. This situation arose due
to severe winds which occuted on March 3, 4, 6 and 7. A discus-
sion followed. Mr. Brown suggestedthat notice be posted at the
gate and due notice published in newspapers. No action was taken.
The Board Members were reminded that a Precinct Meeting
would be held March 14, 1962 at 8:00 P.M. at the High School.
Read note from Mrs. G. W. Tennett, Parish Secretary,
Church of the Good Shepherd, requesting permission to have a
trailer parked on Church property for collection of papers on
March 31; also to have Chute Street confined to one-way traffic
between the hours of 9:00 A.M. and 4:00 P.M. Mr. Watt moved the
request be granted; it was seconded and the motion carried.

BATCHELDER ROAD L'XTENSION
The Board of Public Works of the Town of Reading having deter-
mined ,and adjudged that common convenience and necessity require
the laying out of a town way under the provisions of law authoriz-
ing the assessment of betterments, substantially in the location
hereinafter described, having complied with all requirements of
law relating to notice to the owners of land thereof and of a hear-
ing thereon, and having met at the time and place appointed for
such hearing and then end there heard all persona present who de-
sired to be heard, have laid out as a town way for the use of
the town running Northeasterly and Southeasterly from the previous
acceptance of Batchelder Road, substantially as and in the location
of a private way known as Batchelder (Private ) Road Rxtension. The
boundaries and measurements of said way as so laid out are as fol-
lows:
Beginning at a point at the Northwesterly terminus
of the previously accepted portion of Batchelder Road ;

for this improvement. All sets in connection rith said laying
out are done under the provision of law authorizing the assess-
ment of betterments, and betterments are to be assessed therefor.
This laying out so made by us we hereby report to the Town
for acceptance and recommend that said way shall thereafter be

the sum of $1,375.00 be transferred from Surplus Revenue Lnd ap-
propriated for construction of said way.

REPORT OF THE BOARD OF PUBLIC WORKS ON THE LAYING OUT OF
LAUREL LANE EXTENSION
The Board of Public Works of the Town of Reading having deter-
mined and adjudged that common convenience and necessity require
the laying out of a town way under the provisions of law authoriz-
ing the assessment of betterments, substantially in the location
hereinafter described, having complied with all requirements of law
relating to notice to the owners of land thereof and of a hearing
thereon, and having met at the time and place appointed for such
hearing and then and there heard all persons present who desired
' to be heard, have laid out as a town way for the use of the town
running Northwesterly from the previously accepted portion of
Laurel Iane, substantially as end in the location of a private way
known as Leurel (Private ) Lane Extension. The boundaries and
meesurerents of said way as so Laid out ere as follows:
Beginning at a stone bound at the Westerly termi-
nus of the previous acceptance of Laurel Lane ;
Thence N.470-25 ' -20"W. by lands of Gerald McGonagle
and Mary McGonagle, a distance of 98.F.2 feet to a point;
Thence N.130-02 ' -50"W. , a distance of 44.73 feet to
s point;
Thence S.53e-O9 '-40"E* by lands of Edwin S. Purdy
and Violet L. Purdy, a distance of 102.95 feet to a point ;
Thence S.220-031-00"W. by the previous acceptance of
Laurel Iane, a distance of 52.45 feet to the point of be-
ginning of this description.
The above described lines bein,,: more fully described on a
p].pn entitled "Street Acceptance Plan - Laurel Lane Extension",
dated January 1962, Philip Welch, Superintendent, said plan being
a pert of this description.
We determine that no damages will be sustained by any person
or persons in their property by reason of the taking to be made
for this improvement. All acts In connection with said laying
out are done under the provision of law authoriving the assess-
ment of betterments, and betterments are to be assessed therefor.
This laying out so made by us we hereby reoort to the Town
for acceptance and recommend that said way shall thereafter be
known as a public town way and named Laurel Lane, and that the
sum of $123.00 be transfe^red from Surplus Revenue and appropri-
ated for construction of said way.
