HomeMy WebLinkAbout1962-01-29 Board of Public Works Minutes 1r January 29, 1962 Meeting of the Board of Public Works opened at 7:30 P.M. in the Auditorium of the Community Center, 52 Sanborn Street, Reading. _ Present were Chairman Florence, Board. Member Brown and Superintendent Welch. Hearing was held on the proposed acceptance as Public Ways under the Betterment Act of the following Private Ways : - BATCHELDER ROAD EXTENSION, the accepted portion of which runs from Batchelder Road in a Northeasterly and South- easterly direction, a distance of 1092.30 feet more or less to Haverhill Street; KENNETH ROAD which runs from Fairmount Road in a South- easter y d rection, a distance of 322.00 feet more or less to a dead end; PINE RIDGE CIRCLE which runs from Pine Ridge Road in a Northwesterly dl-rection, a distance of 406.42 feet more or less to a dead end. Also concurrent Storm Drain Hearing for Pine Ridge Circle and Batchelder Road - refer to Plan 500-S-103 and 500-S-104 respec- tively. Thirty-four persons attended the meeting with the voting as follows:- Non- In Favor Opposed Committal Batchelder Road Extension 11 1 2 Kenneth Road 4 - - Pine Ridge Circle 8 - - The Board convened in Room 16, Municipal Building, where Mr. Watt joined the meeting. Minutes of the previous meeting read and approved. Is Mr. Welch presented to the Board copies of comparison and of salaries set up in form requested by Mr. Sumberg, and statement for each Budget Sheet showing what the item "Other" included, which had been given to Mr. Millner. Mr. Watt moved that the data be accepted as an information item; Mr. Brown sec- onded and it was voted. The Board adjourned temporarily at 8:15 P.M. to meet as the Board of Survey. The Board reconvened at 8:30 P.M. Read note from the Superintendent regarding Drain and Sewerage Easement off Mark Avenue. Mr. Brown moved, Mr. Watt seconded and it was voted that the Board approve Order of Taking of the Drain and Sewerage Easement Northerly and Southerly of Mark Avenue. ' Read notice from the State Department of Public Works announcing Chapter 90 Construction allotment for 1962. The State and County allotments have been increased $1,200.00 and $600.00 respectively. Mr. Welch suggested proper budget sheets be sent to the Finance Committee requesting the Town appropriation be in- creased in the amount of $600.00, - from $8,700.00 to $9,300.00. Mr. Brown moved that the Superintendent's recommendation be fol- lowed; Mr. Watt seconded and it was voted. The Board signed Statement of Expenditures covering Chapter 90 Maintenance work for 1961. Chairman read and signed letter to Donald Morse, 67 Gleason Road in answer to his recent letter to the Board. ' Read letter from Benjamin S. Nichols requesting permis- sion for the Boy Scouts to occupy and use the Common on February ly 10, 1962 to celebrate their anniversary. Mr. Watt moved that per- mission be granted; Mr. Brown seconded and the motion carried. Read letter from Board of Selectmen requesting that the Board of Public Works provide maintenance for all parking lots, - Lowell Street, Main Street, Haven Street and the four areas at the Railroad depot, and that provision for the aforementioned be in- cluded in the Board of Public Works budget for 1962. The area will be kept clean and a survey made of the drain on the northwest side of the railroad tracks. Mr. Watt moved that the Board of Public Works accept the responsibility for these additional lots and the budget be changed to read 11$2,740.00" to reflect the increase in the item, with let- ter sent to the Finance Committee; Mr. Brown seconded and it was voted. Read letter from Reverend Herbert A. Jerauld, Rector of the Church of the Good Shepherd, expressing his and the congrega- tion's thanks for the service rendered by the Department of Public Works over the past years. Read note from Mr. Welch with reference to scheduled meeting for February 12. It was agreed that due to the Special Town Meeting being held on that date, the regular meeting of the Board of Public Works will be omitted that week. Read letter from Thomas J. Collins, 39 Hampshire Road, requesting an abatement on his house connection bill due to exces- sive labor charges, and Mr. Welch's comments thereto. A discussion followed. Mr. Watt moved no abatement be granted and the owner be advised of the facts involved, i.e. , soil conditions, labor, mater- ial and equipment; Mr. Brown seconded and the motion carried. Mr. Welch presented to the Board bid list for 1961,Chap- �` ter 90 Project, showing Essex Bituminous Concrete Corporation as low bidder at $26,782.75. The allotment is $34,800.00. 20 Mr. Watt moved the contract be awarded to Essex Bitum- the Board inous Concrete Corporation and/—request that the project be ex- tended in order that a smaller unexpended amount will appear; Mr. ri Brown seconded and the motion carried. A report on the wooden hockey rink as prepared by Mr. Welch was read to the Members. It was moved, seconded andvoted regarding the hockey rink to accept #17 on the Agenda/as information to the Board. The Board took up the Acceptance of streets: - BATCHELDER ROAD EXTENSION - Mr. Brown moved that the Board recommend acceptance of Batchelder (Private ) Road Extension as a Public Way under the Betterment Act at the Annual Town Meeting; Mr. Watt seconded and it was voted. KENNETH ROAD - Mr. Watt moved that the Board recommend acceptance of Kenneth (Private) Road as a Public Way un- der the Betterment Act at the Annual Town Meeting; Mr. Brown seconded and it was voted. PINE RIDGE CIRCLE - Mr. Watt moved that the Board recom- mend acceptance of Pine Ridge (Private) Circle as a Pub- lic Way under the Betterment Act at the Annual Town Meet- ing; Mr. Brown seconded and it was voted. The Board considered Orders of Taking on Batchelder Road Extension and Pine Ridge Circle. Mr. Watt moved that the Board ap- prove the following: - Drain and Sewerage Easement Westerly of Batchelder Road Extension Drain and Sewerage Easement Southwesterly of Pine Ridge Circle Drain and Sewerage Easement Northwesterly Of Pine Ridge Circle Mr. Brown seconded and it was voted.
