HomeMy WebLinkAbout1962-01-08 Board of Public Works Minutes :j January 8, 1962 Regular meeting of the Board of Public Works opened at 7:30 P.M. in Room 16, Municipal Building. Present were Chairman Florence, Secretary Leonard, Board Members Hodson, Watt and Brown. Minutes of the previous meeting read and approved as amended. It was moved, seconded and voted to convene in Executive Session. Discussed with the Personnel Board the proposed new mini- mum and maximum salaries for Board of Public Works Classifications. Also discussed the proposed list of individual increases for em- ployees. Reconvened in open session. Read note from the Superintendent regarding transfer of $517.36 for Snow and Ice Expenses incurred during the storm of December 24-25, 1961, Mr. Leonard moved that the Board make a for- mal request and file the necessary papers with the Finance Board; Mr. Watt seconded and it was voted. Read note from Mr. Welch regarding plan showing walks and driveways in front of Marshall & Rowell Apartments, 25 and 31 Green Street, and his recommendations thereto. A discussion fol- lowed. Mr. Leonard moved that the Superintendent 's recommends- tions listed below be followed: - 1. Remove present ramps across sidewalk in front of property walks and driveways. 2. Install Granite Curb in gutter opposite property walks. 3. Replace ramps with new Bituminous Concrete ramps shaped as is a normal sidewalk. ` 4. Place 3t Granite returns at both sides of each driveway entrance. 4 5. Excavate the sidewalk area to a normal sidewalk shape the entire length of the property; - then loam and seed the sidewalk area from point "A" on plan to point "B" on plan. Mr. Watt seconded and it was voted. Chairman read letter from Town Counsel relative to plac- ing sewer frontage assessment on house at 896 Main Street now owned by Revival Tabernacle Church, but to be sold presently to a private individual. It was Mr. Killam's opinion that the Board of Public Works should make an assessment in the usual course. Mr. Leonard moved that the aforementioned property be assessed, it was seconded and voted. Read note from Mr. Welch and letter from J. Warren Killam relative to appropriation for Town parking areas. A dis- cussion followed. Mr. Leonard moved that a letter be written to the Selectmen advising that the proposed appropriation covers only routine maintenance of the areas off Haven, Main and Lowell Streets. J J If additional parking areas are to be maintained, budgetary pro- vision should be made; also, designate the responsibility of the parking areas to the Board of Public Works. Mr. Watt seconded and the motion carried. Mr. Florence left the meeting to confer with the Board of Selectmen regarding the payment by the Board of Public Works of $2.375 per hour to policemen assigned to snow removal opera- tions. Mr. Leonard read schedule of tentative dates for hear- ings as follows: - January 15 - Street Acceptance Kieran Road .... Joseph Way Sandra Lane J January 22 - Street Acceptance Mark Avenue Laurel Lane Boswell Road January 29 - Street Acceptance Pine Ridge Circle Batchelder Road Kenneth Road February 12 - Sewer Extensions As per 1962 program. Tentative depending on date of Special Town Meeting. Mr. Watt moved that the Board approve the schedule, Mr. Brown seconded and the motion carried. Read note from the Superintendent regarding analysis of the budget. Mr. Watt moved that a special meeting be held Thurs- day, January 11, 1962 to discuss the Annual Fiscal Capital Budget for the year 1962; Mr. Brown seconded and it was voted. Mr. Welch presented to the Board copy of the Annual Re- port of the Board of Public Works. Mr. Watt moved that the re- port of the Board of Public Works be accepted and approved; Mr. Brown seconded and the motion carried. Mr. Florence reported on his conference with the Board of Selectmen with reference to assigning a police detail to the snow loader without cost to this Department. Mr. Welch, as re- quested, estimated the number of hours of manpower as 400. Read letter from Donald H. Morse, 67 Gleason Road with reference to his Street Assessment bill in the amount of $358.81, his criticism of the work and Mr. Welchts comments thereto. Mr. Welch explained the work which had been done in detail. Mr. Florence informed the Board that he had been advised Mr. Morse 6 was retaining a lawyer to handle his case. Mr. Welch agreed that certain tree lawn work would be accomplished in the Spring. It was moved, seconded and voted that a letter signed -i by the Chairman be sent to Mr. Morse advising that the Board of Public Works feels the aesthetic value of both properties„(Mr. Abbott's) has been improved by the installation of the sidewalk.
