November 20, 1961
Regular meeting of the Board of Public Works opened at 7:30
L P.M. in Room 14, Municipal Building.
Present were Chairman Florence, Secretary Leonard, Board
Members Hodson, Watt and Brown, and Superintendent Welch.
Minutes of the previous meeting read and approved.
Read copy of letter sent to William Willson, Chairman,Recre-
stion Committee, regarding specific data on the use of the hockey rink.
Read note from the Superintendent regarding decision on the
hockey rink. Mr. Watt moved that since the Board of Public Works has
not heard from the Recreation Committee within the week, that the pro-
ject be abandoned at this time; Mr. Leonard seconded.
A short discussion followed. Mr. Watt withdrew his original
motion and Mr. Leonard his second.
Mr. Watt moved that the Board of Public Works sbandon the pro-
ject at this time and until such time as the Board receives reasonable
justification for the expense in writing from the Recreation Committee
and providing weather permits installation of the boards after receipt
of the justification; Mr. Leonard seconded and it was voted.
C. T. VanHorn, 62 Glenmere Circle, appeared before the Board
and inquired of the progress being made by Mirra Co. , Inc. , 1961 Sewer
Contractor. Mr. Welch informed Mr. VanHorn that the project should
be finished in approximately two weeks. Mr. VanHorn questioned dig-
ging up the main to repair leaks which are apparent. He was advised
by the Superintendent that the leaks could be in the pipes at the
manhole or the manholes themselves and dig-ups may not be necessary.
Read note from the Superintendent regarding a rubbish service
being sold to various companies in Reading by Charles George Company
of Woburn and his suggestion that the Selectmen be urged to establish
a list of dump fees.
Mr. Leonard moved that the Chairman of the Board of Public

Works arrange a meeting with the Board of Selectmen at an early
date and the two Boards review the matter of fees as originally
discussed before the Town Meeting. Mr. Watt seconded and it was
voted.
Read letter of appreciation from Donald Teel,48 Glenmere
Circle, for a splendid job done at his home on a drainage problem
by Board of Public Works personnel.
The Board adjourned temporarily at 8:00 P.M. to meet as
the Board of Survey.
The Board reconvened at 8:10 P.M.
Read letter from the Board of Selectmen calling a meeting
on Thursday, November 30, at 6:00 P.M. in Room 16 at the Community
Center of a representative from all Town Boards and their Superin-
tendents in order to hear a general report of progress on Civil
Defense.
Read letter from the Capital Expenditures Planning Commit-
tee relative to two items; namely, $25,000 for extension of Birch
Meadow Drive and estimate of cost of main outfall sewer, and Mr.
Welch' s comments thereto. A detailed discussion followed.
Mr. Leonard moved that the subject matter referred to
above be tabled for further study; Mr. Brown seconded and it was
voted.
The Board signed underground conduit petitions of New
England Telephone & Telegraph Company and Reading Municipal Light
Department. Hearings were held and petitions approved November
13, 1961.
Signed Pay-roll and Bill-roll for the period November 12
through November 18, 1961.
The meeting adjourned at 9:00 in order that the Members
could attend a general meeting with the Personnel Board. '
