December 11, 1961
Regular meeting of the Board of Public Works opened at
7:30 P.M. in Room 16, Municipal Building.
Present were Chairman Florence, Secretary Leonard,
Board Members Hodson, Watt and Brown, and Superintendent Welch.
Minutes of the previous meeting read and approved as
amended.
Read notice from the Board of Selectmen that articles
for the warrant for the Annual Town Meeting must be filed in the
Selectmenfs Office not later than 9:00 P.M. , Monday, January 15,
1962.
Read letter from Paul Dubel , 150 West Street, regarding
drainage ditch in the rear of his property and nearby culvert and
Mr. Welch's comments thereto. Mr. Leonard moved a letter be
written and signed by the Chairman advising Mr. Dube' that the
ditch and culvert will be cleaned; also that a survey will be made
to ascertain whether or not drainage facilities can be improved;
Mr. Watt seconded and the motion carried.
Read note from the Superintendent regarding the holding
of Board Meetings in Room 16. It was agreed by the Board that
future meetings of the Board of Public Works would be held in
Room 16 as suggested by Mr. Welch:
The Board met with Frank McGivern representing Caleb
Pierce & Company of Main Street to discuss the advisability of
connecting the property at 274 Main Street to sewerage; also
possible financial assistance. Mr. McGivern presented to the
Board a plan drawn by Mr. Watson showing grade in that area. He

also advised the Board that thought had been given to erecting an
apartment house in the event sewer could be installed. The Board
was informed that financial assistance would amount to 10, 15 or mod
20% of the total cost which was estimated at approximately $12,000.
Mr. McGivern was informed by the Chairman that if the Board wishes
to pursue this further and a survey is made, and when and if all
pertinent data is evaluated, he would be advised.
The Board adjourned temporarily at 8:00 P.M. to meet as
the Board of Survey.
The Board reconvened at 10:10 P.M.
PIP. Herbert M. Rixon, representing the Recreation Commit-
tee, appeared before the Board and requested that the boards be
installed at the hockey rink in Birch Meadow. The Board of Public
Works had requested that information be forwarded to the Board
justifying the expense of $1,325. As information was not available,
the repairs to, and the erection of the boards were not carried out.
A detailed discussion followed. It was suggested that the Recrea-
tion Committee include in its budget for the coming year a sum of
money to be used for the maintenance of the hockey rinks, the work
to be done by the Board of Public Works.
Read note from the Superintendent regarding the refusal
of Caretaker Enos to allow Dr._ Gardiner Lester's handyman to leave
newspapers at the Town Dump which had been used in the kennels and
soiled with animal matter. It was explained to the Members that
the Board of Health regulations do not allow dumping of this type
of material. Mr. Leonard moved that dumping of such matter be pro-
hibited, Mr. Watt seconded. Mr. Hodson amended the motion to read

' that if the material is burned to the proper degree, it will be
allowed at the dump. The amendment was seconded and the motion
carried.
Mr. Hodson requested that a breakdown be made of the
people using the dump - industrial versus home dumping. Mr. Welch
advised the Board that the caretakers would be so notified.
Mr. Watt presented a brief resume' of the meeting held
with members of the Personnel Board and Mr. Welch on Saturday,
December 2, regarding the two part system - merit and evaluation.
Mr. Watt moved, Mr. Hodson seconded and it was voted to table
Items 9 and 10 on the Agenda for one week for further study. These
Stems refer to new proposed schedule of rates and list of indi-
vidual increases.
Signed the payroll and billroll for the period December
3 through December 9, 1961.
Meeting adjourned at 11:00 P.M.
