HomeMy WebLinkAbout1961-11-13 Board of Public Works Minutes 1155 November 13, 1961 Regular meeting of the Board of Public Works opened at 7:30 P.M. in Room 34, Municipal Building. Present were Chairman Florence, Secretary Leonard, Board Members Brown and Watt and Superintendent Welch. Minutes of the previous meeting read and approved. Read letter from Robert A. Muir, 529 Pearl Street re- garding drainage in that vicinity; also Mr. Welch's comments thereto. Mr. Welch advised the Board that there would be pro- posed in the 1962 and 1963 budgets under Storm Drain Construction specific allotments for this type of work for consideration by the Board. Mr. Leonard recommended that the Superintendent re- ply to Mr. Muir' s letter and inform him that the Department hopes to correct the trouble at his location in the near future. Read letter from John Pacino, Recreation Committee, re- questing that the skating areas at Birch Meadow, Memorial Park and Sturges Park be prepared for flooding, and for use as a gen- eral skating area this winter; hockey boards installed on the east end of the regular skating area at Birch Meadow and adjacent to Birch Meadow Drive; and a gate be installed for easy access into the enclosed area. The Superintendent advised the Board that the erecting and dismantling of the wooden hockey rink this year (including repairs) would cost approximately $1,325. Mr. Watt informed the Board that some thought was being given to erecting the rink at Sturges Park instead of Birch Meadow. A discussion followed. Mr. Watt moved that a letter be written and signed by the Chairman of the Board of Public Works to the Recreation Com- 156 mittee advising that the Board of Public Works has considered the situation and to move the rink to Sturges Park would cost $1,500. The Recreation Committee has provided no justification _ for the expense. If this Board does not hear from the Recrea- tion Committee within a week, it will recommend that the project be abandoned; Mr. Leonard seconded and it was voted. Hearing was held at 8:00 P.M. regarding the proposed location of a New England Telephone & Telegraph Company manhole in Ash Street, approximately 80 feet southerly from Haven Street, and an underground conduit southerly, then westerly from the new manhole, approximately 264 feet to Pole 2-2 Gould Street on Ash Street, then northerly from new manhole, approximately 30 feet of underground conduit; also ebandon approximately 30 feet of under- ground conduit westerly from and of new conduit run. Conduit and manhole will be laid within the limits of Ash Street. _ Mr. Robert Dunn represented the Telephone Company. Mr. Leonard moved that the plan be approved as pre- sented; Mr. Brown seconded and the motion carried. Hearing was held at 8:05 P.M. on the petiton of the Reading Municipal Light Department to install and maintain under- ground conduit for the transmission of electricity as follows: Green Street - from Town of Reading Municipal Light De- partment Pole #33/5, approximately 42 feet southwesterly to the property line of Reading Realty. Conduit will be located within the limits of Green Street. Mr. Leonard moved that the petition be granted; it was seconded and voted. A petition for joint pole relocation on .Park Avenue of Pole 68/3, 16 feet westerly; also removal of one pole, was pre- rented by the New England Telephone & Telegraph Company and Town of Reading Municipal Light Department. Mr. Leonard moved that the petition be granted, it was seconded and voted. The Superintendent presented to the Board bids taken on Thursday, November 2, 1961 for two small trucks (chassis and cab only) as included and approved in the Road Machinery Opera- ting Account, andhis recommendation that both trucks be purchased from Blais-Porter, Inc. , the low bidder. The bids follow: - 23,000 GVW Truck 1. Blais-Porter, Inc. - Chevrolet $3,220.00 2. Carleton & Gray - Ford 3,689.00 3. White Motor Co. - White 4:380.00 15.000 GVW Truck 1. Blais-Porter, Inc. - Chevrolet 2,35}.00 2. Carleton & Gray - Ford 2,38 .00 Mr. Brown moved that the low bids be accepted and the trucks purchased from Blais-Porter, Inc. at a price of $3,220.00 - Chevrolet - 23,000 GVW, and $2,354.00 - Chevrolet - 15,000 GVW. Mr. Leonard seconded. A discussion followed. The motion carried. Read letter from Phister and Judge, Attorneys for George M. Bryne & Co. , Inc. , 1960 Sewer Contractor, regarding claim against the Town of Reading for a balance due of $17,231.13 for extra and additional work performed. Mr. Watt moved to refer the letter from Phister and Judge, representing George M. Bryne & Co. , Inc. , to the Town Counsel for legal action; Mr. Brown seconded and it was voted. Read notice from Personnel Board inviting all Town Boards, Committees and Department Heads to meet with said Board 158 in Room 2, Municipal Building, November 20 at 9:00 P.M. to dis- cuss proposed salary increases and the question of adopting a r merit system for all town employees. The Board Members discussed basic decisions on job evaluation. No action was taken pending outcome of meeting to be held by the Personnel Board November 20.
