October 23, 1961
Regular meeting of the Board of Public Works opened at
7:30 P.M. in Room 14, Municipal Building.
Present were Chairman Florence, Secretary Leonard,
Board Members Hodson, Watt and Brown, and Superintendent Welch.
Minutes of the previous meeting read and approved as
amended.
Two abutting property owners from Hartshorn Street ap-
peared before the Board relative to sewer house connections to
their properties. They were referred to the Superintendent.
Corliss T. VanHorn, 62 Glenmere Circle also appeared
before the Board regarding sewer house connection to the recently
installed sewer in that location. Mr. VanHorn's questions per-
taining thereto were answered by the Board and Superintendent
Welch.
The Superintendent presented to the Board proposed
sewer installation program covering the years 1962 through 1967
for consideration. A detailed discussion was held on the en-
larging of the main outfall sewer from John Street to the MDC
Pumping Station scheduled for 1965. Mr. Leonard suggested that
the schedule be accepted on a tentative basis and a study made
thereof.
Mr. Leonard moved that a committee be formed by the
Chairman to have the authority to study the entire situation as
it pertains to the outfall and tie-in. Mr. Watt seconded and it
was voted.

The Board adjourned temporarily at 8:00 P.M. to meet as
the Board of Survey.
The Board reconvened at 8:10 P.M.
Mr. Welch presented to the Board for consideration the
proposed street betterment program for 1962-63 and future possi-
bilities. It was accepted by the Board for further study.
Read letter from Joyce Y. Manchester, Vice-President,
Reading Council of Girl Scouts, requesting permission to plant
blue and gold flowers in a Town plot selected by the Board of Pub-
lic Works.

Girl Scouts.
Mr. Welch suggested that the Girl Scouts be allowed to
plant on the middle section of the Common near the drinking foun-
tain. Mr. Leonard moved that the Superintendent' s recommendation
be followed; it was moved and seconded.
Mr. Florence reported to the Board that he had been
contacted by Paul Brown, Incineration Committee in Stoneham, re-
garding the building of an incinerator by a private group in
Wakefield. A conference will be held Thursday, October 26, at
8:00 o 'clock at the residence of Laurence McCluskey, Wakefield,
with representatives present from Wakefield, Stoneham, Lynnfield
and Reading.
Held conference with Messrs. William Murphy and Herbert
Gent of the Personnel Board in regard to the job evaluation pro-
posal being prepared by this Department. The Boards discussed in
detail various aspects of the plan and it was agreed that a new
salary schedule would be prepared by the Superintendent. Upon

' completion, the Personnel Board and Board of Public Works will
confer.
Mr. Leonard requested that Item #6 on the Agenda per-
taining to sidewalks on Smith Avenue be placed on the table.
Read request from Frank McDermott, 90 South Street,for
an abatement on his October 1961 water bill which amounted to
$103.50. Mr. Welch suggested an abatement of $40. 00. A discus-
sion followed. Mr. Leonard moved that the abatement as recom-
mended by the Superintendent be granted; it was seconded and voted.
Mr. Watt reported on his conference with William Willson,
Chairman of the Recreation Committee, regarding use of the hockey
rink at Birch Meadow. Mr. Pacino is to submit a program showing
'. how often the rink will be used during the winter program.
Mr. Leonard moved that the Board defer action on the
hockey rink at Birch Meadow until such time as a definitive pro-
gram has been presented. Mr. Watt seconded and it was voted.
Signed the Bill-roll and Pay-roll for the period
October 15 through October 21, 1961.
