May 15, 1961
Regular meeting of the Board of Public Works opened
I at 7:30 P.M. in Room 14, Municipal Building.
I Present were Chairman Florence, Secretary Ames,
Board Members Leonard, Hodson and Watt, Superintendent Welch,
Assistant Superintendent Putnam and Civil Engineer Boutiette.
Minutes of the previous meeting read and approved.
The Board adjourned temporarily to hold conference
with the Board of Selectmen to consider the advisability of
establishing a Committee to be known as the Ipswich River Com-
mittee. Mr. Bens explained the general outline of what he
considered the value of such a Committee. The Selectmen agreed
to submit to the Board of Public Works in writing a detailed
list of reasons for the establishment of such a Committee.
The Board reconvened at 8:00 P.M.
Public Hearing was held on the petition of the Boston
Edison Company to install and maintain underground cables for
the transmission of electricity as follows:
Starting at the Woburn Line, proceeding along West Street
to Oak Street, along Oak Street to Summer Avenue, along
Summer Avenue to Main Street, across Main Street to man-
hole in Main Street.
This cable is being laid for the purpose of transmitting electric
power from the Woburn Line to Main Street at Summer Avenue.
Present at the hearing were Elwood Church Planning Engi-
neer, and Howard Mayon, Right of Way Agent, Boston Edison Company,
E and Gilbert Stanford, Manager, Reading Municipal Light Department.

Mr. Welch explained the proposed route to the Board Members. A
discussion followed. Mr. Welch stated that if the Plan is ap-
proved, there should be some stipulation as to control of the
work and resurfacing of the streets by the Department.
Mr. Leonard moved that the petition of the Boston
Edison Company be allowed with the stipulation that all surfac-
ing of trenches, streets, etc, must meet the standards of the
Departve nt of Public Works and be to the entire satisfaction of
the Board. Mr. Hodson seconded and it was voted. Mr. Ames ab-
stained from voting. It was decided that all agreements and
details of operation should be made through the Superintendent
and reports made to the Board periodically. Boston Edison will
be notified of the rules and regulations to be issued.
Consideration of the $180,000.00 water bond issue or
review of plans took place. Mr. Ames moved that Item #3 on the
Agenda be laid on the table until after conference with George
Bogren of Weston & Sampson. Mr. Leonard seconded and it was
voted.
The Board adjourned temporarily at 8:$$ to meet as the
Board of Survey.
The Board reconvened at 9:10 P.M.
Conference was held with George Bogren regarding fee
to be paid the firm of Weston & Sampson, Consulting Engineers,
on the New Filtration Plant.
Mr. Watt moved that the firm of Weston & Sampson be
paid the sum of $32,9$0.00 on the basis that $21,700.00 repre-
sents their fee based on their original estimate and that

$11,2$0.00 represents 13 1/2% of the sBe line station higher esti-
mate and 18% of the sub-station higher estimate. Mr. Leonard
seconded. Messrs. Leonard, Watt and Florence voted in favor;
Hodson and Ames opposed.
A discussion took place on the amount of money to be
requested from the Town Meeting in addition to the already ap-
proved $390,000.00. After reconsideration of the amounts involved,
Mr. Leonard moved that the Board of Public Works ask for the amount
of $180,000.00- to be used for the construction of the New Treatment
Plant at One Hundred Acre in conjunction with the $390,000.00 al-
ready authorized. Mr. Watt seconded.
Mr. Leonard moved to amend the motion to read $170,000.00.
Mr. Watt seconded and the motion carried. -
' - The original motion was voted.
Members of the Board met with the Finance Committee re-
garding the $170,000.00 to be requested and were advised that said
figure would be recommended.
It was moved, seconded and voted to remove from the
table for discussion Mr. Watt 's motion that abatements on original
water bills of $75.00 or less be referred to the Superintendent.
Mr. Leonard moved, Mr. Watt seconded, to leave to the
Superintendent 's discretion all abatements on original water bills
up to and including the amount of $75.00 and anything above that
amount be brought to theattentionof the Board. Messrs. Watt,
Leonard and Florence voted in favor; Hodson and Ames were opposed.
' Chairman read bids received on Thursday, May 11, 1961,
for a combination billing and accounting machine, as follows: -

Burroughs Corp. $5,303.80
National Cash Register Co. 5,533.61
Mr. Leonard moved that Mr. Ames and the Superintendent confer
on said machine and a report made to the Board two weeks hence.
It was seconded and voted.
Mr. Florence read note from the Superintendent regard-
ing the lettering of cars and his request to reconsider and re-
scind said motion. Mr. Leonard moved that the matter be brought
before the Board for reconsideration at this time. Mr. Ames
seconded and it was voted. A discussion followed.
Mr. Ames moved that the origlnal, motion stand. It
was not seconded.
Mr. Leonard moved that the original motion regarding
the lettering of cars be rescinded; Mr. Hodson seconded. Messrs.
Leonard, Hodson and Florence voted in favor; Ames and Watt ab-
stained.
Read letter sent to Goodall-Sanford by the Superin-
tendent regarding the dumping of plastic rubbish in the Town
Dump. Goodall-Sanford had been requested to cease dumping the
aforementioned material as of April 29, 1961. Mr. Leonard moved
that the Superintendent' s action be concurred with by the Board.
It was seconded and voted.
Signed the Bill-roll and Pay-roll for the period May
7, 1961_ through May 13, 1961.

General Laws, Chapter 80, as amended by Chapter 63 of
the Acts of 1933, hereby certify that the list herewith

betterment assessments, together with the location of
the land benefited by the improvement and the nature and
amount of such betterment assessment.
And such list is certified to you for the pur-
pose of committing the same to the 'Pax Collector, as
provided by law.
